Mission Statement: The North Metro First Baptist Basketball league’s primary purpose is to promote, encourage, operate and direct basketball programs that glorify God to the children of our community. In an effort to support the physical, mental, social, educational, and spiritual welfare of all participants in our programs, and to support the ideals of Christ likeness and good sportsmanship through organized athletics, the volunteers commit their time, technical and professional expertise, to provide a fun, safe and supportive environment.

North Metro First Baptist Church Basketball League Thank you for your willingness to serve in our Recreation Ministry. It is my prayer that your contributions to this ministry will be tremendous and you will be blessed. The North Metro Recreation Ministry exists to help young people grow physically and spiritually through athletics. Emphasis is placed on Christian attitude, fellowship and sportsmanship. The rules set forth in our programs help us create a less stressful atmosphere for players and spectators. This is accomplished by allowing our players to learn the sport, playing different positions and enjoying their experience. As a participant in our recreation ministry, we unashamedly incorporate the spiritual element of life into our teaching/coaching by allowing time for prayer, encouraging children and each other and always lifting high the name of Jesus Christ. Coaches, Officials, Players and Parents are to conduct themselves in a manner that is pleasing to God. Behavior that denigrates from the integrity of the game is inappropriate behavior and will be dealt with on a case by case basis by the basketball commissioner and/or the recreation director. Only the head coach is allowed to address the game officials and must do so in a sportsmanship like sprit.
Game Scores and League Standings

ONLY Uniforms issued this year (2014-15) shall be worn. Any uniform that does not match NMREC issued uniform that is worn on the court is a violation. The result of such violation will result in a technical foul on that team. This is in compliance with NFHS rules. All undershirts must match color of game day jersey’s main color OR a white t-shirt but all players much match. Exceptions to this rule can be overruled by the officials and/or any basketball board member. Home team shall wear white color jersey, visitors shall wear the dark color jersey Game officials shall not permit any team member to wear equipment or apparel which, in his/her judgment, is dangerous or confusing to other players or is not appropriate. Any medical type braces must be approved by the officials BEFORE the game.
Conduct

All Jewelry is prohibited. Medical-Alert medals are not considered jewelry. MedicalAlert medals must be taped down. All Jewelry includes the following: o Earrings (ALL). Taping or covering up the earrings is not acceptable. o Bracelets (exception would be medical-alert bracelets which must be taped down) o Watches or timing devices o Metal and/or Plastic Headbands as well as bobby pins prohibited. o Necklaces (ALL) only exception is medical-alert medals that are taped down Game officials have final say regarding issues of safety & legality.
Scores and standings will be kept in ALL leagues. League standings will be maintained in order to determine seeding for the tournament at the end of the year. Go to www.northmetrorec.com to view League standings.

Bench Coaches

Start of Game

Line-ups must be turned in to the official scorekeeper at the scorer’s table prior to the game. Teams must have at least four (4) players to start a game. Home team will designate a score board operator if a worker is not present. A five (5) minute grace period will be given to allow this minimum to be met. If not enough players are available, up to 2 pick-up players will be allowed (during regular season only). Pick–up players must be registered in our league and in the same age group or lower. Coaches will only be able to pick up enough players to equal (6) on the team. Coaches must confirm with each other that pickup players are being used prior to the start of the game After this five (5) minute grace period, if 4 players, including the pickup players, are not available the team must forfeit the game. Before each game, the home team coach will lead both teams in prayer at center court.
Time or Length of Games

Only the Head Coach can stand up. All other coaches must be seated on the bench with the subs. Questions to the officials should come ONLY from the head coach. Violations of the above rules will result in a technical foul being called on the Head Coach. No more than three (3) bench coaches (including the Head Coach) will be allowed to occupy bench area. No parents or siblings allowed on side of gym where the teams sit unless given permission by a board member.
Each game will consist of four (4) quarters of eight (8) minutes. Each game will have a three (3) or five (5) minute half time break (depending on the daily game schedule). The game clock is a running clock and will stop ONLY for any fouls that result in free throws, team time outs or Officials time outs. The clock will stop on each Officials whistle inside the final 1 minute of the 2 nd period and the last 2 minutes of the game.
Timeouts
Each team will be allowed FOUR (4) time outs per game. 2 – 30 second and 2 – Full. One (1) timeout (full) per overtime period during tournament games. Time outs do not carry over to overtime periods

Free Throw Shooting

The defensive player must give the offensive player three (3) feet to pass the ball into play. This lane extends all the way down the line where the ball is being thrown in. The offensive team must abide by the 3 foot rule as well. If the offense OR defensive player enters or violates this neutral zone the play will be called dead and result in: First Occurrence—delay of game warning to the Coach & ball awarded to offense; Second Occurrence by same team—result in: OFFENSE – A turnover will result. DEFENSE - One Free Throw administered same as shooting foul. (Offense will retain possession)
Substitution
6.8
Due to new NFHS rules, players may enter the lane once the ball is released by the shooter. Only the players next to the lane may enter the lane. The shooter and those outside of the arc have to wait until the ball hits the rim.
EACH PLAYER MUST BE ON THE COURT FOR AS CLOSE TO 16 MINUTES OF CLOCK TIME AS POSSIBLE. This rule may only be waived due to injury, illness, or failure to participate in practices. Violation of allowing each player ample playing time will result in the board monitoring the team for playing time and can result in suspension of the head coach for one game. Continued violation of this rule can result in the head coach from being banned from the league. Players are required to check in at the scorer’s table and wait to be beckoned onto the court by the officials at the next dead ball. ALL PLAYERS SHOULD BE ALLOWED TO START IN AT LEAST 2 GAMES DURING THE SEASON
Tie Games
FOR THE REGULAR SEASON ONLY: If the game is tied at the end of regulation time, there will be a jump ball and the first team to score, wins the game. No substitutions are allowed. Players that finished the regulation game will be the players that will start in overtime. FOR THE TOURNAMENT: Tournament games will play a three (3) minute overtime period until a winner is produced Players that finished the regulation game will be the players that will start in overtime

Mercy rule
Any team up by 20 or more points at the end of the 2nd or 3rd quarter will result in a running clock (the only exception will be for an officials time out for injury or a coaches time out) until the losing team reduces the score to 15 points or fewer, then the clock resumes as normal. No back court defense will be allowed when a team is up by 10 points or more.
6.10 Personal Fouls
The Game Officials will come to the scorer’s table and report all fouls, reporting team color; players number, foul, and result of foul. Non-shooting fouls will result in a spot throw in out-of-bounds nearest spot of foul. All shooting fouls will result in free throws There will be no explanations to players during tournament play. Players will be limited to a maximum of five (5) personal fouls per game. Any player receiving the maximum number of fouls in a game will be disqualified & removed from the game. Bonus will be applied to both halves.
6.11 Flagrant Fouls
A flagrant foul will be called when, in the official’s judgment, there has been a deliberate attempt to injure an opposing player. The following will occur on the first infraction: The offending player is ejected from the game and suspended from the next game. The player fouled shoots two (2) free throws & the team fouled is awarded spot throw in out of bounds closest to the spot of the foul.
6.12 Technical Fouls
On a technical foul, two (2) free throws are shot and the ball is awarded to the offended team at the half court line. The coach may choose any player currently in the game to shoot the free throws Any Coach/player being called for two (2) technical fouls in one (1) game will be removed from that game, and suspended from the next scheduled game. Any team being called for three (3) technical fouls in one (1) game will result in an immediate end to the game and a forfeit. Each coach will be required to review/sign the Code of Conduct and the Coach’s Profile and Inventory. There will be no protests.

7.1.2
Timeouts Each team will be allowed TWO (2) thirty (30) second and TWO (2) full time outs per Game. One (1) timeout per overtime period during tournament games. Clock will stop when a player fouls out and a substitute needs to be inserted in the game. Coaches will have 20 seconds to make the change. Referees are instructed to continue the game after 20 seconds. Coaches are not to abuse this rule (i.e. have a player foul out so they are to get an extra time out). Any coach that abuses this will be subject to disciplinary actions by the league commissioners / director.
7.1.3
Free Throw Shooting Player will shoot (1) free throw if the foul occurs in the act of shooting and the attempt was no good. The (1) made free throw will count 2 points. If the foul occurs in the act of shooting and the attempt is a good basket, 3 points will be awarded or 4 points if the foul occurred during a three point shot. The ball will be taken out by the defense on the end line. Player will shoot one (1) free throw if the foul is an intentional foul. If the Free Throw attempt is good it will count 2 points. One player will be positioned below the lower block on each side of the lane.

Playing Offense A made basket in the wrong goal will NOT be treated as a made basket for that team’s goal. Ball will be awarded to the team who didn’t make the error as a spot throw in under the basket.

Three-Point Line and Scoring If a shot is made from behind the half court line, the team will be awarded 3 points.

Over and Back Crossing over and going back over the half-court division line will not be enforced. If the offensive team takes the ball from the front court into the back court, the defense will be allowed to defend in the back court.
The five (5) second closely guarded count will apply.

Lane Violations Five (5) second violation will be enforced.
7.1.8
Playing Defense Any defense may be played. No backcourt defense is allowed until the ball crosses half court. When the defensive team controls the rebound the opposing team must set up their defense behind the half court line. The offensive team must be allowed to get the ball into the front court before defensive pressure is applied. Once the ball crosses the half court line the defense can defend the opposing team anywhere on the court.

Substitution (North Metro Team Rules Only) The Head Coach must turn in a completed substitution schedule to the worker at the scorer’s table 10 minutes prior to game start time. The Head Coach must use the substitution forms provided in this rule book. (Last Pages in this Rule Book) Substitution will occur at the beginning of each quarter. Substitution will be based upon the substitution schedule. I.E. Game 1 begins with player A, game 2 begins with player B and so forth. See the substitute example on the web page under downloads.
The head coach sets his substitution schedule before the first game of the season and it can be changed once on the 3rd game but must main in effect throughout the rest of the season. Substitution for all tournament games will begin with player A. The head coach can reset his substitution schedule before the first tournament game and cannot change it through the entire tournament. I.E. Game one of the tournament starts with Player A-E. Game two repeats the same rotation.

7.1.10 Personal Fouls Game Officials will give an explanation of the foul to the player. These explanations will vary according to the understanding of the players and will decrease as the season progresses. Players will be limited to a maximum of six (6) personal fouls per game. Any player receiving the maximum number of fouls in a game will be disqualified & removed from the game. Any player receiving two (2) personal fouls in a quarter must sit out the rest of that quarter, but may return to play upon their next turn in the scheduled rotation. Players may not return to the game in the same quarter they received their second personal foul for any reason. Next player in rotation shall be substituted. NOTE: When a team has five (5) or less players for the game and a player from that team commits their 2nd personal foul in the quarter the personal foul rule above may be replaced with a one shot for two points free throw (Coaches Discretion). If the player committing the foul reaches the maximum number of fouls allowed in a game they will be removed from the game and the team will play with (4 or less) players.
