Moorestown Township Municipal Complex Landscape Maintenance Manual The work to be performed under this manual shall include: the furnishing of all labor, material and equipment necessary or required to complete all work set forth in this manual for the landscape maintenance of the Moorestown Town Hall Municipal Complex. This manual has been developed to represent the acceptable standards for the care and maintenance of the plant material, the established turf areas and the wet meadow basin area. The work to be performed shall include, but not limited to the following: Soil sampling and testing of the soil conditions, pruning and fertilization of all plant material, aeration, the application of fertilizer, herbicides and pulverized limestone as necessary for the facility’s successful maintenance operations. In all instances, necessary work is to be completed in a manner so as not to impede on the use of the complex by daily guests. I. Moorestown Municipal Complex Turf Maintenance Manual and Specification: A: Business and Applicator License Requirements: 1. The company must be a New Jersey Pesticide Applicator Business, must have a State of New Jersey Business Registration Certificate, and must provide proof of Workers Compensation Insurance and Liability Insurance. 2. PESTICIDE APPLICATORS: Applicator must possess a New Jersey Pesticide License in the category of 3B, Turf. 3. FERTILIZER APPLICATORS: Applicators must be certified as per the New Jersey Fertilizer Law. B: PRODUCTS 1. FERTILIZERS must be granular applied containing at least 50% organic or controlled release nitrogen. ¼ fertilizer products must contain Nitro Form blue chip 38-0-0 applied at 1 pound of nitrogen per 1000 square feet. 2/4 of the fertilizer products must contain composted chicken manure. All curb strips must be fertilized by hand. All other areas must be fertilized with a walk behind cyclone spreader to control granular materials. Any fertilizer applied to areas other than the turf must be swept up and removed. The use backpack blowers to remove such fertilizer are prohibited. 2. HERBICIDES products for the control of broadleaf weeds must be a “three-way” combination of 2-4-D, MCPP and Dicamba applied at recomended rates and must include a surfactant (Induce) to assure good coverage of the herbicide. 3. CRABGRASS CONTROL PRODUCTS must be Dimension WSP, applied at the recommended rate. 4. SUB SURFACE FEEDING INSECT PRODUCTS must be with Merit insecticide, applied at the recommended rate.
5. SURFACE FEEDING INSECT PRODUCTS must be Tempo Ultra SC, applied at the recommended rate. 6. FUNGUS CONTROL PRODUCTS must be applied as a preventative measure and must target the diseases expected. 7. GRASS SEED PRODUCTS- all grass seed must be Oregon Certified Blue Tag, The tag is issued by Oregon State University in accordance with Oregon Revised Statutes, Chapter 633. 8. TOP SOIL- cleaned, screened and with a soil analysis appropriate for the intended use. 9. LIMING-Baker's pelletized lime to be applied at the rate determined by soil test results. 10. SOIL TEST with a complete soil analysis to be performed annually by Soil First Consulting. The test results must include pH of Soil Sample, Organic Matter Percent, Sulfur, Mehlich III Phosphorous, Calcium, Magnesium, Potassium, Sodium, Boron, Iron, Manganese, Copper, Zink and Aluminum. 11. AERATION performed annually to control thatch using ¾” alloy tines that penetrate 2 ¾ inches with a hole pattern of 3 ¾ inches by 7 inches on center. 12. RESEEDING “as needed” to be done with a “slit” seeder followed by a mechanical seeder. C: EQUIPMENT and APPLICATION TECHNIQUES: 1. Broadleaf herbicide applications must be applied with a hydraulic sprayer capable of producing the appropriate pressure and gallons per thousand square feet and must be done with a flat fan pattern to provide better coverage. 2. All drench applications such as pre-emergent crabgrass, sub surface feeding insects as well as surface feeding insects, must be done with a minimum of 100 gal/acre. 3. Granular products must be applied with walk behind Spyker Type spreaders or a handheld rotary spreader. 4. Over-seeding must be done with a fixed blade slit seeder. 5. Mowing of the turf areas shall occur “as necessary” to maintain a height of 2¾ to 3½ inches. All turf areas shall be mowed at a height of not less than 2¾ inches. D: SCHEDULE of SEASONAL SERVICES 1. PESTICIDE APPLICATORS: Applicator must possess a New Jersey Pesticide License in the category of 3B, Turf. 3. FERTILIZER APPLICATORS: Applicators must be certified as per the New Jersey Fertilizer Law. B: PRODUCTS 1. HERBICIDES products for the control of unwanted vegetation must include a surfactant (Induce) to assure good coverage of the herbicide. 2. PRE-EMERGE GRASS/CRABGRASS CONTROL PRODUCTS must be Dimension WSP or Snapshot 2.5TG, applied at the recommended rate. 3. GROWTH REGULATORS may be used at recommended rates C: EQUIPMENT and APPLICATION TECHNIQUES: 1. The Pre-emergent herbicide must be applied with a hydraulic sprayed “over the top” of the vegetation in the Meadow. The equipment must have enough capacity to reach all areas of the Meadow.
2. Unwanted vegetation must be applied as a spot treatment application. 3. Mowing must be done with a “brush hog” type mower capable of mowing at a 12-18 inch height. PESTICIDE APPLICATORS: Applicator must possess a New Jersey Pesticide License in the category of 3B, Turf. 3. GROWTH REGULATORS may be used at recommended rates C: PLANT CARE AND MAINTENANCE 1. PLANT AND TREE FERTILIZATION: Trees and shrubs shall be completed every 2 years after the plant has been established. A light watering shall be applied prior to fertilization and a heavy watering after fertilizer is applied. Fertilization shall occur in early spring or late fall. Fertilizer shall not be applied after May 1st or before November 1st. A general fertilizer is recommended such as a 12-12-12 or 12-8-6. 2. PLANTING BED MAINTENANCE AND WEED CONTROL: Weeding of the planting beds shall be completed in April and May. After weeding is complete, check all plant material for light pruning or broken branches. Remove all broken branches
immediately. Install a pre-emergent weed control over entire mulch bed area. Add fresh mulch to the planting bed. Removal of invasive weeds by pulling shall be done on a regular basis. Spraying of invasive weeds in and around hard surface areas shall be completed by pulling or by the use of a broad-spectrum systemic herbicide. 3. PRUNING: Annual shall be completed in early spring or late fall to control the shape and size of the growth. Regular pruning throughout the growing season shall only be done to harvest flowers, remove dead or diseased foliage or branches, or to create light penetration and airflow to the interior of the plant in order to increase bloom and overall plant health. Pruning shall be completed with clean cutting blades to prevent the transfer of disease. 4. WATERING: Always check the soil conditions at the base of a representative number of plants prior to watering to determine if moisture is present. Consider recent weather activity that may have provided plant moisture. a. PLANTS: A consistent watering a minimum of once per week is recommended (depending on temperatures and humidity). If excessive heat (heat indexes of 90 degrees or higher) a minimum of two times per week is recommended. A late fall watering shall occur prior to final freeze up to ensure plant health throughout the winter and into the following spring. Watering around trees and shrubs should occur for periods of 10 to 20 minutes or until the soil is saturated by touch. b. TURF AREAS: Water every other day during the growing season. Watering shall occur either before 8:00AM or after 9:00PM. If excessive heat (heat indexes of 90 degrees or higher) watering every day is recommended. Watering of turf areas should occur for periods of up to one hour until soil is saturated by touch. 5. CARE OF PERENNIALS AND ROSES: The process of “Deadheading” is the removal of flowers that have bloomed and shall be performed after the plant has flowered. For perennials that have leaves on the flower stem, a cut should occur just above the leaf node. The roses shall be pruned back to a five-leaflet leaf, cutting at an angle, just a leaflet facing outward. Snap a faded flower off at the base of the bloom, especially after the first flush. 6. MULCH: Planting beds shall be raked and re-mulched with shredded bark mulch on an annual basis spread in a uniform manner to a minimum thickness of three inches. Shredded bark mulch shall consist of shredded bark and wood. Maximum length of any individual component shall be two inches (2”) and a minimum of seventy-five percent (75%) of the mulch shall pass through a one inch (1”) screen. Mulch shall be free of invasive weeds, seeds, soil, and rocks. The bark mulch shall have the characteristics of retaining moisture, forming a mat not susceptible to spreading by wind or rain, and providing a good growth medium for plants. Shredded bark much may contain up to fifty percent (50%) shredded wood material. Wood chips are not acceptable. Bark mulch containing shredded wood shall be aged a minimum of one year prior to installation and be free of soil, rocks and weeds.
