Abandonment of ROW MTP Amendment GLUP Amendment Certification of Density (TDRs) Rezoning

Mosaic Park - Timeline • 2005 - A school age (5-12) playground with a bouldering wall, climbing net, other play features and site furnishings was installed.

2 Current Park Boundaries

• 2008 - County Board adopted the Founders Square Site Plan and a resolution to evaluate incorporating density from County property on the east side of N. Quincy Street into Founders Square in exchange for improvements to Mosaic Park. • 2008-2009 - Community Park Planning Process • 2009 - Park Master Plan Adopted • 2011 – Founders Square Amendment Adopted – Transfer of Density • Currently, final design and drawings near completion - County will soon go out to bid for construction services

• County Board TDR Policy (2008) Purposes:  Historic preservation  Affordable housing  Open space  Community/recreational facilities

• Density may transfer from a Sending Site to a Receiving Site only as part of a Special Exception Site Plan

 County Board may “certify” density on a Sending Site  Certification does not have to happen at the same time as transfer  No receiving site has been identified

• Purpose: Open space / recreational facilities

 Proceeds of density transfer could be used to offset costs of future phases of Mosaic Park development

Staff Recommendations

Findings: Implementation steps are consistent with the Public Spaces Master Plan, Mosaic Park Master Plan and North Quincy Street Plan 1. Abandon 5th Place North ROW 2. Amend the MTP to remove 5th Place North 3. Amend the GLUP from “Medium” Residential to “Public” 4. Certify the density on 5th Place North 5. Rezone all parcels from “CM” and “RA8-18” to “S-3A”
