CALL FOR BIDS MUKILTEO WATER & WASTEWATER DISTRICT BIG GULCH WWTF HEADWORKS IMPROVEMENTS ENGINEER’S ESTIMATE $3,800,000.00 Sealed Proposals will be received by the undersigned at the Mukilteo Water & Wastewater District, 7824 Mukilteo Speedway, P.O. Box 260, Mukilteo, Washington 98275, up to 2:00 p.m.; local time on Thursday, March 8, 2012, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the Big Gulch WWTF Headworks Improvements. The project shall include partial demolition of an existing canopy structure, existing headworks, and site fencing and piping. The project improvements shall include a soldier pile wall, new influent sewers, retaining walls and fencing, and access road improvements with a new automated gate; installation of a parshall flume, new mechanical screen, a grit removal system complete with classifier and compactor; a new selector unit complete with mixers; piping, gates and valves; electrical and controls; reinstallation of the canopy along with site lighting; and other site improvements for a complete workable system. Owner-provided equipment for this project includes a new mechanical fine screen and a stacked tray grit removal system. The project also includes a new fuel tank for the operation of the auxiliary generator. The Contractor shall complete all work embraced in this contract required for substantial completion within 220 working days. All contract work required for project acceptance shall be completed within 240 working days. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the General Manager, District Office, Washington. The Contractor’s attention is directed to the Mandatory and Supplemental Bidder Responsibility Criteria found in Appendix A to the General Conditions. The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the “Mukilteo Water & Wastewater District” and in an amount of not less than five percent (5%) of the total amount bid. Contract Provisions and Contract Plans may be examined at the office of the Mukilteo Water & Wastewater District, local plan centers in the project area, or the office of the Project Engineer, Gray & Osborne, Inc. Licensed Contractors and Material Suppliers may obtain a copy of the Contract Provisions and Contract Plans, free of charge, in

electronic format (PDF on compact disk(s)) along with registration as a planholder only at the Seattle office of the Project Engineer, Gray & Osborne, Inc., 701 Dexter Avenue North, Suite 200, Seattle, WA 98109, (206) 284-0860. Request for Contract Provisions and Plans may be faxed ((206) 283-3206) or emailed (
[email protected]). Request must include company name, physical address, phone and fax numbers, and email address. Registration as a planholder is required to obtain Contract Addenda. Contract questions shall be directed only to the office of the Project Engineer. A mandatory Prebid Conference is scheduled for Thursday, February 16, 2012. The conference will begin at the Big Gulch Wastewater Treatment Facility located at 9417 62nd Place West, Mukilteo, Washington at 2:00 p.m. local time. Any other site visits shall be limited to 8:00 a.m. to 4:30 p.m., Monday through Friday, and shall be coordinated through Gil Bridges, of the Mukilteo Water & Wastewater District, by calling (425) 355-6637, at least 24 hours in advance of the visit. No unauthorized visits or unscheduled visits will be allowed. Financing of the Project has been provided by Mukilteo Water & Wastewater District, Washington. The Mukilteo Water & Wastewater District expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the District.
