Napa County Arts & Culture Grants

Established by Napa County Board of Supervisors in 2012.

Funding for grants comes from the Special Projects Fund, a dedicated percent of the Transient Occupancy Tax (TOT). The 11 representatives on the Arts & Culture Advisory Committee design the grant programs and make recommendations to Board of Supervisors on grant awards. County partners with Arts Council Napa Valley to advise on and implement grant program. The Advisory Committee meets 4 times/year. All meetings are open to the public.

Program Goals ★ Forward the vision and goals of the Napa County Cultural Plan ★ Enrich arts and cultural opportunities for all Napa County residents, including non-traditional audiences. ★ Help arts and cultural organizations contribute to the economic vitality of the county ★ Enhance Napa County’s attractiveness as a cultural destination

The Two Grant Programs Visitor Management: ★ Programs/events that support the goals of cultural tourism for Napa County by: ○ A) Driving overnight hotel stays, and/or ○ B) Enriching the visitor experience

Capacity Building: ★ Projects to support improve a nonprofit internally - to achieve a next level of operating or governing sophistication. Program should enable nonprofits to ask critical questions of their current capacity and in what ways they need to grow to better serve their constituents (whether in structure, planning, knowledge, or training).

Criteria Who and What Are Eligible: ★ Registered 501(c)(3) nonprofits located in Napa County that operate within a mission that describes arts, culture and/or heritage as the primary purpose of the organization. ★ Fiscally sponsored groups. ★ Applications in partnership. (One stand alone and one partnership proposal allowed.)

Visitor Management Grants Guidelines: ★ Arts & Culture programs/events that support the goals of cultural tourism for Napa County by: ○ A) Driving overnight hotel stays, and/or ○ B) Enriching the visitor experience ★ Producers must have a proven track record with similar activities in the past, demonstrated in supplemental documents (eg. resumé/CV, letters of support, and past program materials) ★ Demonstrates a viable and sustainable business plan ★ Demonstrates how the program/event supports its organization’s mission and strategic goals

Capacity Building Grants “Capacity Building” means improving an organization’s ability to remain sustainable and fulfill its mission. Capacity Building includes, for example, staff and board training or project development, as well as skill building areas such as leadership, program development, management, financial management, volunteer involvement, and technology enhancement.

Identifying the Right Project • What will be helpful in solidifying our organizational position, or contribute to the capacity of our organization to achieve our mission? • Is your approach to consider this program just money for operating? It is a resource to address core issues. • Time to properly prepare application vs. potential return - what other value may come from preparing an application?

FAQs: Capacity Building 1. What if we want to hire a consultant that we use annually for other purposes, can we apply for a capacity-building grant? ✭

ANSWER: Please make a clear case that the project is not part of an ongoing program and that the consultant brings professional experience specific to the needs of the project. Recurring programs are not funded.

2. If we have applied for more than one grant can both be funded? ✭

ANSWER: No, not unless one application is part of a partnership grant with another non-profit.

3. Please provide a better explanation for we do not fund “marketing materials and advertising.” ✭

ANSWER: The grant does not fund ongoing or “normal operating” advertising or marketing. If a sufficient case is made for advertising and marketing as a part of a specific capacity-building project, it is eligible.

FAQs: Capacity Building (cont.) 1. Do you fund a grant to replace equipment such as computers? ✭ ANSWER: No, we do not fund replacing broken or outdated equipment.

2. Is an application for technology or a mobile app eligible? ✭ ANSWER: If you can make a case for how this product will increase the operating or governance capacity of your organization, it may qualify.

3. What if my capacity-building project has 2 or 3 different components? ✭ ANSWER: The committee recognizes that capacity building projects may have multiple components. So long as the proposal request does not exceed the grant funding limits, multiple components are eligible.

4. Do you provide grants for intern salaries or stipends? ✭ ANSWER: No, salaries and stipends for interns are not eligible for funding.

The Process ★ 4 Annual Meetings: Committee Develops & Modifies Guidelines ★ January-March: Applications Available & Proposals Accepted. Post-grant reports from prior years reviewed. ★ April: ACNV Oversees Expert Review Panel to Evaluates Proposals. Advisory Committee discusses Review Panel evaluations in open public meetings and makes recommendations to Supervisors ★ May - June: Recommendations submitted to Supervisors for approval. ★ July 1 - April 30: Grant funding period

Dates & Deadlines FY 2016 -17 Grant Cycle : ★ January 5, 2016 - Grant Applications available. ★ February 8, 2016 - Informational Seminar ★ March 1, 2016 @ 5pm - DEADLINE for completed grant applications. ★ April 25, 2016 - Committee Meeting to Recommend Funding ★ June 2016 (tentative) - Submitted to Board of Supervisors for approval ★ July 2015 (tentative) - Checks mailed to Grantees

FAQs: General 1. If we have applied for more than one grant can both be funded? ✭

ANSWER: No, not unless one application is part of a partnership grant with another non-profit.

2. What if my project will go beyond the end of the grant period? ✭

ANSWER: Be sure to define a project that fits within the grant period.

3. We are a new organization and don’t have 2 years of 990 forms. OR Our most recent tax forms won’t be done by the grant application deadline. What should we do? ✭

ANSWER: Send the financial reports available. The Committee will consider your financial situation and your organization’s capability for managing a grant when making a recommendation on your application.

FAQs: General (cont.) 1. We might not have our 501(c)(3) status finalized by the IRS by the application due date, are we eligible to apply? ✭

ANSWER: Yes, but only if you find a fiscal sponsor.

2. Must my fiscal sponsor be an Arts and/or Culture non-profit? ✭

ANSWER: Yes, the 501c3 tax-ID used to apply for the grant must have a primary purpose in arts and/or culture and/or heritage.

3. Do you provide grants for non-profits based outside of Napa County that have project that will take place in Napa County? ✭

ANSWER: No, only non-profits registered in and serving Napa County may apply.
