Regional Technical Commissions: Lessons Learned, Moving Forward

Background  24 years ago….  Training Differences then and now (Baseball v. Cycling)  Today, changes in our sport are providing resources to support officiating development

National Efforts Technical Commission • National efforts to improve education (Cat A/Nat Comm) • Normalized national assignment process • Mentoring • Evaluation • Advisory role to CEO through TD

Transition From District to Regional  Challenge: Less direct staff delivery of services  Heavy Reliance on Local Associations  LA’s vary significantly in their size, funding, scope and capabilities  Little similarity existed (exists) between LA’s within regions or between adjacent regions in officials programming

Testing the Concept  Tested in Pacific Northwest Subarea  Intended as echo of TC function, but flexible to meet specific needs of region  Concept now extended nationwide, with dedicated funding for each RTC

Course Review is an Important Element of Officiating Program in Washington State

Pacific Northwest Trial – Primary Tasks  Coordinated assignment function o Course technical review • WSDOT requirement • Increased coordination with organizers o Local mentoring • Track and on-site road o Proactive Problem Solving • Difficult races

Findings and Lessons Learned  More interaction across Cascade Curtain  Better Baseline Officiating Performance Regionwide

Findings and Lessons Learned  Improved Consistency and Professionalism o Better application of officiating mechanics  Faster Progression of Officials through Categories o Targeted Assignments  More Motors o (not sure if that’s a good thing…)

Trust is Earned & Preserved

Lessons Learned  Need to spend revenues to move officials around region o Some hesitation to change locally ingrained habits  Take advantage of major events o Stage races are considered regionally significant for assignment purposes

Mentoring starts with locating the front of the race…

Track GP reserves 1-2 spots for out of district or eastern WA officials

 Need to Develop Leadership Ethic as Officials move to B and A ratings

Venting is important…

Moving Forward – National Applications  RTC Membership – Include: o Resident Technical Commission Members o Assignors from all LA’s within region o Resident IC and NC as possible o Represent disciplines active in region (Road, Track, Cyclocross, Mountain, Collegiate)

Keys to Success  Develop and Use Leaders o IC and NC as On Site Mentor – even if not working event (Frozen Flatlands)  Identify and Allocate Training Opportunities Rationally o A events, Large Crew Events, Stage Races

Keys to Success  Fund Specific Development Opportunities o Starter and Secretary Classes (Track) o Moto C o Professionalism Seminar  Utilize Recognition Programs

Keys to Success  Leverage New Opportunities o POA Programs, Webinars, Resources o Develop A to C mentoring o Use Modules to Assist in Race Assignment Process o Assign Officials to Races Outside “Level of Comfort”
