Utility Savings Initiative (USI) is North Carolina’s comprehensive
approach to reducing utility expenditures and resource use in state, local municipal and county governments and public education facilities.
USI Strategic Goals • Manage energy and water consumption and costs in public buildings; • Educate and raise awareness of staff, faculty and students at each facility as appropriate; • Support participants through site visits, technical assistance and strategic energy plan evaluations; • Manage the performance contracting process for public entities.

Energy Performance Contracting Performance Contracting is a method of obtaining energy improvements by using energy savings dollars to pay for the project. The process is a turnkey design-build project delivery method that is self-funding. Buildings considered good candidates have an ESCO (energy service company) analyze the buildings, design the energy improvement measures, implement them, and guarantee the energy savings. The owner finances the project (usually with a bank loan) and uses the guaranteed utility dollar savings to pay back the loan. Aging, inefficient buildings or equipment are good candidates for a performance contract, where capital and maintenance staff are limited.
