Objective of the project:
Overall objective: The overall objective of the project is to support, in the framework of supporting the objectives of the Sustainable Energy for All initiative, the targeted developing countries to improve their policy and regulatory framework conditions, aiming at providing attractive and enabling environment for increased public and private investment in energy access, energy supplies, renewable energy as well as energy efficiency Specific objective(s): The specific objectives of this assignment are to provide assistance to countries from Neighbourhood (east and south), Asia (including central Asia), Latin America, Caribbean and Pacific, as well as to any relevant regional structures as appropriate, to increase their administrative and technical capacity for sector policy analysis, development and implementation and to accelerate and implement positively, efficiently and effectively their sector reform policies on access to sustainable energy, energy efficiency and energy supplies and thus to facilitate the implementation of the investment projects for the development of the infrastructure that is needed to meet the SE4All objectives
Qualifications required:
Qualifications and skills:
Education: At least a 4 year University degree in energy related discipline. A master's degree in fields related to the energy or project management / economics would be an advantage.
Other skills: Excellent knowledge of English and a good working knowledge of French. Proven communication skills (oral and written). Proven knowledge of energy sector in the region.
General professional experience: At least 7 years of development cooperation experience (in areas including policy, planning and implementation) in the energy sector. Specific professional experience:
At least 3 years’ experience in assisting Central Asia and EU neighbouring countries in their national energy sector policy analysis and development (including inter alia energy access, energy supply, energy efficiency, energy sector reforms, capacity building and regulatory framework) by providing Technical Assistance. Work experience in technical, economic or environmental preparatory work of energy investment projects would be an advantage. Work experience in the identification and preparation of investment in energy efficiency and renewable projects including the mobilisation of funds and facilitation of partnerships and/or the leveraging of private investment would be an advantage. Work experience in the region would be an advantage.
Other information:
Experience in managing multi-disciplined Technical Assistance missions would be an advantage. Work experience with the EU rules and procedures applicable in development cooperation would be an advantage.
