NEW CASTLE HISTORIC PRESERVATION COMMISSION Monday, November 18, 2013, 6:30 p.m., Town Hall Call to order Commission Vice-Chair Rippy called the meeting to order at 6:50 p.m.
Also present at the meeting was Administrative Assistant Leah Feeley. CONFLICTS OF INTEREST There were no conflicts of interest.

REVIEW MINUTES FROM PREVIOUS MEETING The commission offered corrections to the minutes. Motion: Commissioner Erickson made a motion to approve the minutes from October 21, 2013 with corrections. Commissioner Metzger seconded the motion and it passed unanimously. COMMISSION COMMENTS There were no commission comments.
Citizen Comments on Items NOT on Agenda Mr. Bruce Leland and Ms. Mary Lou Hafflinger asked the Commission for approval of the final draft of the Walking Tour Brochure that was provided in the packet. Ms. Hafflinger and Mr. Leland agreed that two minor details in the map needed to be corrected. One item was the school entrance, and the other was a date discrepancy about the Trimble Building. The Commission agreed that both of these items were minor details that did not need to be adjusted. The Commission also agreed to approve the final draft of the Walking Tour Brochure as presented by Ms. Hafflinger and Mr. Leland.

Northwest Colorado Cultural Heritage Tourism (NWCCHT) Gateway Sign Project II Mr. Leland gave a brief overview of the proposed sign layout, referencing the text and photos included in the packet. He said that all the photos and text material will be sent to the sign designer working with NWCCHT. The designer will make the final choices for the sign to ensure conformity with the other town signs.

Commission Vice-Chair Rippy suggested that instead of submitting the Highland Cemetery sign photo, the angel headstone photo would better represent the cemetery. Mr. Leland confirmed that he has a good photo of the angel headstone and would submit that photo instead.

Commissioner Metzger felt the photo of the Trimble Building was cropped too much. Mr. Leland said he could easily un-crop the photo. Vice-Chair Rippy suggested that the Midland Depot photo not be submitted for the project because the building no longer existed and may prove to be confusing for visitors. Vice-Chair Rippy suggested that the Exchange Stables photo should be submitted instead because it is still located in downtown New Castle.

Commissioner Metzger voiced some concern about the sign designer choosing the photos that would be used for the sign. Mr. Leland assured the Commission that he would relay to the sign designer which photos the Commission preferred. Vice-Chair Rippy and Commissioner Metzger recommended including a picture of the view from the Lakota Canyon Ranch Club House. Mr. Leland said he had not yet obtained permission from Lakota Canyon Ranch. Commissioner Metzger suggested contacting Anne Stuckey for the picture that she used on her website proposal for the town. She also suggested Ms. Stuckey be consulted regarding photos to submit.

Mr. Leland asked the Commission if they had any corrections for the text portion of the sign project. The Commission unanimously agreed that the text portion of the sign project was ready to be submitted. Commissioner Metzger felt that even with Garfield County subsidizing half the cost of the sign, $4,500.00 was very expensive. Mr. Leland said that the cost of the sign had been presented to the town council, who had agreed to increase the Economic Development Fund budget line item to accommodate the sign expense.

Commissioner Metzger asked about the sign’s location. Mr. Leland said that the location of the sign had not been decided on. There were suggestions to install the sign between Kum & Go and McDonalds since it is a high traffic area. Vice-Chair Rippy said that the only other high traffic area would be the shopping center. Mr. Leland said to that the location of the sign should be in a pedestrian area.

There was a brief discussion about purchasing a second sign that could be located in Burning Mountain Park downtown. Mr. Leland said he would contact other towns to find out where they intended to locate their NWCCHT signs.
Mr. Leland said he would submit the text and photos to the designer, who would then create a rough draft of the sign for the Commission to review. Mr. Leland asked that the Commission to continue thinking about possible locations for the sign. The Commission agreed that the next HPC Meeting be scheduled for January 2014.
