#1 New England Fishery Management Council Groundfish Committee Warwick, RI November 2, 2016 Motions and Consensus Statements The meeting began at 9:30 am. Framework Adjustment 56 Motion 1: T. Alexander/Pappalardo To add options in section 4.1.2.2.1 (Sub-Option 1: Develop an Atlantic sea scallop fishery allocation for GOM/GB, northern, windowpane flounder) under section 4.1.2.2.1.1 (Sub-Option 1A: Fixed percentage based on the 90th percentile of scallop catch rates for northern windowpane flounder) and section 4.1.2.2.1.2 (Sub-Option 1B: Select a percentage from a range of recent scallop catches) that is based upon a fixed percentage using catch rates for the most recent 5 or 10 years that does not include FY 2014 (i.e., 2009-2013 and 2004-2013), when an area-based AM was in place for the groundfish fishery (see Attachment 2 of Draft PDT memo to Committee, dated October 28, 2016, pp. 15) and to modify section 4.1.2.2.3 (Sub Option 3: Exception to the scallop fishery AM implementation policy for the GB yellowtail flounder stock) to include northern windowpane flounder as well (including a 2-year sunset provision). Motion 1c: To modify section 4.1.2.2.3 (Sub Option 3: Exception to the scallop fishery AM implementation policy for the GB yellowtail flounder stock) to include northern windowpane flounder as well (including a 2-year sunset provision). Motion 1c carried 6/0/2. 2017 priorities with respect to FW 56 alternative development Motion 2: Pappalardo/T. Alexander The Groundfish Committee recommends the Council investigate the suitability for windowpane flounder (both stocks) to be reclassified as an Ecosystem Component species or other flexibilities for a reclassification. Motion 2 carried without objection.
Motion 3: T. Alexander/Pappalardo The Groundfish Committee requests that the Council initiate a management action to prioritize a reconsideration of the groundfish sub-ACL allocation process to include establishing sub-ACLs and accountability measures for other sub-components (excluding state waters) and reevaluate all other sub-components to ensure catches do not exceed catch limits. Motion 3 carried without objection. Consensus Statement #1 The Groundfish Committee considered the recent work of the Groundfish PDT to develop alternatives that would improve the recreational management process for Gulf of Maine cod and haddock (see Draft PDT memo to Committee, dated October 28, 2016, pp. 3). One idea from the PDT is to have measures implemented with specifications for several years and the evaluation of catch performance occur over the same period. The PDT did not have time to fully develop this measure, which likely requires changes to the existing proactive and reactive AM process, including clarification of the consultation process. After reviewing the work to date, the Groundfish Committee concluded this concept is not adequately developed for inclusion in FW56. However, the Committee recommends continuing development of the concept in 2017 and in conjunction with the 2018-2020 specifications-setting process.

Framework Adjustment 56 – continued Motion 4: Etrie/Alexander The Groundfish Committee recommends to the Council as its preferred alternative in section 4.1.2.2.2 (Sub Option 2: Increase the Midwater Trawl Atlantic Herring Fishery Sub-ACL for Georges Bank Haddock) an increase of either 1.5% or 2% and recommends adding to the review process description in the alternative to include the “evaluation of the CV of the GB haddock incidental catch estimates for the Atlantic herring mid-water trawl fishery”. Motion 4 carried 4/2/1. Consensus statement #2 To add an option in section 4.1.2.2.2 (Sub Option 2: Increase the Midwater Trawl Atlantic Herring Fishery Sub-ACL for Georges Bank Haddock) that would allow the review process to be selected independent of any increase in the sub-ACL.
