MAJORITY OF AMERICANS BELIEVE TRANSPORTATION IS A CORE GOVERNMENT FUNCTION Source: NSSGA
According to a new poll commissioned by the American Road and Transportation Builders Association, 74% of those polled by Ipsos (market research company) believe that the nation’s transportation systems are extremely or very important to the U.S. economy (87%) and national defense (83%). Additionally, the poll found that 39% of those polled do not know how much their household pays per month in state and federal gas taxes. Most estimated that they paid more than $40 per month. Higher income individuals were more likely to say that they paid $100 or more in fuel taxes per month. The U.S. Department of Transportation finds the average household paid $46 per month in taxes in 2011. Ipsos surveyed 1,001 adult Americans in April for the poll. Return to Top
DELANEY INTRODUCES NEW INFRASTRUCTURE BANK PROPOSAL IN HOUSE Source: NSSGA Freshman Rep. John Delaney (D-Md.) has introduced a bill to create a $50-billion infrastructure fund that could be leveraged to up to $750 billion seeded by repatriated overseas tax income. The Partnership to Build America Act (H.R.2084) creates the American Infrastructure Fund to provide loans or guarantees to state or local governments to finance qualified infrastructure projects. In addition to transportation projects, the AIF would finance America’s energy, communications, water and education infrastructure needs. The bill has strong bipartisan support – 13 Democrats and 14 Republicans so far – and House Transportation & Infrastructure Committee Chairman Bill Shuster (R-Pa.) has been quoted as saying it’s something he’s "looking at," though by no means endorsing. Delaney, who came to Congress with two decades of experience in the financial services sector, says the initial $50 billion AIF will be capitalized by the sale of 50-year bonds that are not guaranteed by the federal government and pay a fixed interest rate of 1%. U.S. corporations will be permitted to repatriate a certain dollar amount, determined by auction, in overseas tax earnings for every $1 they invest in bonds. Once approved by the AIF, the state or local governments would be required to pay back the loan at a market rate to ensure they have "skin in the game." The bill would also require at least 25% of the projects to be Public-Private Partnerships, with at least 20% of a project’s financing coming from private capital. H.R.2084 was referred to the House Transportation &Infrastructure and Ways & Means committees for further consideration. Delaney released a discussion draft of his proposal in February and met with several organizations, including NSSGA, to receive input. NSSGA will continue to work with Delaney’s office and the relevant committees to ensure thorough consideration of this bill. Return to Top
STONE CHECK-OFF AMENDMENT INSERTED IN FARM BILL MARK-UP Source: NSSGA The House Agriculture Committee approved a Farm Bill on a bipartisan vote late in the evening of May 15. In a surprise move, the committee unanimously approved an amendment offered by Rep. Austin Scott (R-Ga.) to create an industry check-off program for "the products of natural stone." The Marble Institute of America, located in Cleveland, is said to be the impetus for this amendment. NSSGA was not apprised of this amendment and it is not clear what ramifications it would have for the aggregates industry. Commodity check-off programs collect funds from producers of a particular commodity and use these funds to promote and perform research on that commodity. Promotion of the commodity must be done in a generic manner and cannot reference a particular producer. Such programs operate under the Commodity Promotion, Research and Information Act of 1996. They must be approved by Congress and a referendum of said industry. Congress has permitted producer groups to make check-offs mandatory. Councils or boards are formed to administer the programs. Some of the advertising campaigns benefiting from the check-off programs have produced "Got Milk?", "Beef: It’s What’s for Dinner," "Pork: The Other White Meat," and "The Incredible, Edible Egg." The U.S. Supreme Court has affirmed the constitutionality of check-off programs as compelled "government speech" and therefore not violating the First Amendment. No similar check-off program is included in the Senate Farm Bill and the House bill must still be voted on by the entire chamber. In the meantime, NSSGA is continuing to assess the intent and potential impacts of this amendment. Return to Top
