America will spend less on defense than before the September 11 attacks, if Congress approves President Obama’s budget plan. Defense spending today hovers below the 45-year average of 5.3 percent of total economic output. Cuts in missile defense and other weapons programs would reduce the budget to 2001 levels over the next decade.
