January 28, 2016 Chuck Haynes, Director York County Emergency Management PO Box 12430 Rock Hill, South Carolina 29731 Dear Mr. Haynes, I would like to take this opportunity to nominate my deputy director, David Zeoli, for the Outstanding Contribution to the Profession award for 2016. I believe that he goes above and beyond his duties as an emergency manager for the community. His involvement is generally at his own expense and on his own time, because he has a strong “sense of community.” We have known each other for nearly twenty years dating back to his days as a United States Marine when he used his off time to volunteer as a Reserve Deputy Sheriff under my leadership. David has been the Deputy Director of Beaufort County Emergency Management for the past seven years with a total of ten years in emergency management. He immersed himself in the field when he chose to transfer from the Enforcement Division to Emergency Management. He immediately established relationships with many of the volunteer organizations serving Beaufort County. He not only established relationships but he actively joined a number of the organizations using his own time and resources. He was a leader in the formation of our regional Volunteer Organization Active in a Disaster (VOAD). The creation of the Community Emergency Response Team (CERT) presented another opportunity, which David seized. He has led this effort from its beginning and now oversees a program that has trained several hundred volunteers. Seeking to expand his knowledge and his capabilities, he found yet another opportunity in the Beaufort Radio Amateur Group (BRAG) and is now a qualified, licensed HAM operator. David truly understands the definition of community service and walks the walk every day. David serves with the South Carolina State Guard as the liaison emergency management coordinator. He visits counties throughout the state educating emergency managers on the State Guard and the resources that it has available to them. In 2014 he undertook the task of bringing 2-1-1 to Beaufort County. Creating a coalition of county departments he found the funding and the support necessary to make 2-1-1 a reality in Beaufort County. David was instrumental in chartering a local Civil Air Patrol chapter in Northern Beaufort County. He now leads this squadron and integrates their training in emergency services to better assist the State of South Carolina during emergencies. Major David Zeoli is extremely dedicated to the advancement of the emergency management profession. He takes on projects not normally associated with emergency management that have a direct impact on the lives of the citizens of Beaufort County and accomplishes the goals of
those projects. Recently he spearheaded pulling together a partnership with the private school sector as it relates to emergency communities and preparation after it was discovered that rather than two or three private schools, there were nineteen in the county. He organized training and has this as an on-going project to ensure that they are getting the information available to the public schools. He is a member of Rotary and alumni of Leadership of Beaufort. At his own expense he is currently participating in Leadership South Carolina Class 2016. His current goals are to now extend partnerships in the arena of emergency management statewide. It is great pleasure that I nominate David Zeoli for the Outstanding Contribution award for 2016.
