President’s Letter
As we embark on a new year, I would like to thank you on behalf of our Board for your support of the OTC and its activities this past year. We continue to work diligently on behalf of Ontario’s traffic and transportation sector to ensure that standards are raised across the province and that our training and research projects continue to address the needs of the Ontario’s traffic professionals. Recently we asked you for your feedback with respect to the service you are receiving as members of the Ontario Traffic Council. We are pleased that so many of you took the time to complete our survey. The results will be the basis for planning the OTC’s priorities for the coming year. I would like to share a few of the highlights with you. In terms of overall satisfaction with OTC, 83% rated it as “very good” or “good.” We will work hard in 2015 to match and hopefully exceed this positive satisfaction rating for our services in general. Looking at specific areas, we asked if the OTC event(s) you attended this year were relevant to your job, 76% scored the event as “very relevant” or “relevant”. Using your feedback from each of our postevent surveys we will continue to modify our programs to ensure that they are timely, informative and relevant to our membership.
In terms of our pricing, 93% said the OTC prices were “good” when compared to other associations. We will continue to do our best to hold down prices for our services in light of continuing limits of training budgets. 92% of respondents stated that in terms of delivering our training services the OTC did “very well” or “well”. We believe this can be attributed to our continuing effort to improve upon our existing courses as well as the introduction of our new Book 18 Training and Advanced TIS courses. We also held a highly successful joint conference with CITE and are busy planning a great program for our 2015 conference taking place next May in Sault Ste. Marie. On behalf of the OTC Board, let me close by wishing you a safe holiday season and I look forward to working with you in 2015!

OTC Director of Training & Development John Crass and OTC President Jeff Smart present Cst. Steven Black from South Simcoe Police Service with the Top Student Award for the 2014 OTC’s Police Traffic Officers course.
2014 The OTC Traffic Engineering Committee hosted its Annual Traffic Engineering Workshop on October 23, 2014 at the Nottawasaga Inn. The day-long workshop included sessions on current issues such as Radar Feedback Signs in Oakville, Bicycle Facilities & Municipal Liability, Special Event Planning, Pedestrian Crossings and MTO’s Advanced Queue Warning System. The Workshop also featured a debate on the topic of lane widths entitled: How Low Can They Go? Debaters Jason Mainprize from York Region and Kornel Mucsi from the City Ottawa discussed reducing lane widths from highway size to urbanized size.
Traffic Engineering Workshop Thanks to the workshop’s presenters for generously donating their time and expertise and for providing valuable information to participants. Special thanks go to Jeffrey Smart and Steve Gauthier from Tacel for providing a traffic signal head to ensure that session speakers kept to their time limits. We also appreciate the members of the OTC Traffic Engineering Committee for their efforts in organizing the event, with special recognition of James Delamere from Stinson Equipment who emceed the workshop and to Committee Chair Steve MacRae of Mississauga Transit for leading the work of the group this past year.
Jason Mainprize (York Region) and Kornel Mucsi (City of Ottawa) led a lively debate on lane widths and featured these visual aids to compare different lane styles.
Thanks to Tacel for donating the use of a full size traffic signal to keep presenters on time during the Workshop.

arlier this year MTO released Ontario Traffic Manual Book 18: Cycling Facilities which provides practical guidance on the planning, design, and operation of cycling facilities in Ontario. The OTC and its municipal partners were pleased to develop the Manual along with MMM Group, which provided consulting support and manual development. for OTC. In support of the release of this OTM Book, the OTC asked MMM Group to develop a 1-day training course designed to cover best practices in the design and operation of bicycle facilities from Ontario and beyond. Specific topics that are covered in the course include: bicycle network planning, facility selection, facility design, support features, implementation and maintenance. The content of the course combined with a workbook developed for participants is valuable for a range of practitioners including planners, engineers, maintenance and operations staff, landscape architects and public health officials. Our first session of Book 18 Training took place on October 2 at the Holiday Inn Hotel in Yorkdale. With over 60 participants attending our first session with strong interest for more training, addititional sessions were held in Ottawa, Woodbridge and East Gwillimbury. Please check www.otc.org/events for updates and information on the course’s next date and time.
