Stephanie Bunford, Tony McGee, Mina Kaeding., Tara Bohnsack, Evelina Romero Discussion: Kevin reported that since he sent out the minutes earlier in the week that he had received one email with corrections from Theresa for the meeting on December 11 th and no corrections for the December 12th minutes. They have been updated accordingly. No other corrections/changes were identified. Motion: Mina made a motion to approve the minutes as presented. Second: Stephanie Vote: Unanimous approval 7 e-blasts since last meeting on December 12th. ---. Discussion: Karen said that the total expenses for December 2014 were $3,703.53. December's total income was $5,259.00. That left us with a net profit for the month of $1,555.49. The report shows the entire year in review and our net loss for the 2014 is -$18,440.64. 3. Review/approval of December 2014 Treasurer Report - Karen Main, President

Mina asked if we know how much money we will be donating to the charity. Mina turned over gift cards and cash we collected from the Luncheon but we need to give them the money we collected i from the 50/50, bunny hop and other events. ~

Approval of 2015 Budget - Karen Main, President

ACTION ITEM - Karen will try to get the amount we need to pay to the charity by next week.

Discussion: We looked at the 2015 budget back at our September workshop. The Board asked that Karen make a couple of changes. Paypal fees: Budget was $1,900 and Karen changed it to $2,000 (now called stripe fees instead of Paypal) Certification/recertification under Operational Expenses: Karen bumped that up to $800 based on the survey responses from the members on what they would use their scholarship points for. Reverse Trade Show: Karen increased the Reverse Trade Show income from $15,000 to $20,000 based on our past few years' history.

Minutes Golf Tournament Karen increased the golf tournament income from $9,000 to 9,200 based on our past few years' history. Based on the extra income, Karen bumped up expenses for Forum and FAPPO. The 2015 budget allows the Chapter a potential income of $86,200. Karen would like to make sure we are balancing the budget each year. We finished 2014 over $18,000 in the red. Karen suggested that we revisit the budget once we receive all of the scholarship forms. She suggests that we consider putting it out to the Chapter Members for a vote once we see where we are at with our budget for the year. We will not be able to balance the budget moving forward if we sustain the scholarships the way they are. 40% of our income last year was spent on Forum. Does the Chapter Membership want 40% of the monies they collect spent on one event? Last year we had 23 attend Forum through full scholarships. In the past the Board has just covered all expenses for the requested scholarships because we had money in reserves. If we continue making this our practice we could bankrupt our Chapter. Mina suggested possibly putting a cap on flights expenses or taking the flight option away completely from the Forum scholarships. We could not institute this now, but we really do need to revisit this in the future. If you look back at our net profit over the past 5 years, the only year we finished with a profit was 2013. 2013 was less because we were in Orlando and the Chapter did not have to pay for airfare. The rest of the years have been at a significant net loss. ~

ACTION ITEM - Kevin will ask Jay to possibly raise the price of the Golf Tournament entry fee to raise more money.

Motion: Kevin made a motion to approve the budget as presented in the amount of $86,200 and re-address it once a\l of the scholarship forms have been turned in. Second: Tony Vote: Unanimous approval 5.

Approval of Disbursements - Karen Main, President

Discussion: The Chapter Manager fee of $.2,914.00 was approved by the Board in October so we could get our new website up and running. Motion: Tony made a motion to approve the disbursements as presented. Second: Evelina Vote: Unanimous approval

Scholarships - Kevin Frye, Vice President

Discussion: So far Kevin has received 25 Scholarships Forms. 2 for FAPPO, 1 for SparX, 11 for Forum, 1 Chapter NIGP Class, 1 NIGP class in Kissimmee, and 9 rollovers. We had about 40 members send in scholarship applications in 2014. Scholarship forms are due by January 31 st.

ACTION ITEM - Kevin will send out a reminder e-blast to the members before the deadline.

It was brought to Kevin's attention that in regards to FAPPO if one member's agency is in Hillsborough and one member's agency is in Pasco one member would be eligible for a hotel and the other member wouldn't because of the distance. Motion: Karen made a motion in regards to FAPPO scholarships that will allow all members to be eligible for a hotel even if a member is under 85 mfles away because it is being held in Orlando. It is too far for the members to drive back and forth. This approval is for this year only. Second: Tony Vote: Unanimous approval 7.

Committee Reports

a) Professional Development: Tara Bohnsack, Chair

a. NIGP Subsidy RatesDiscussion: It was brought to Tara's attention that NIGP has changed their processes for subsidy rates. They are no longer allowing the Chapter to have the class on their website because they cannot track who our members are. They gave us a few options ­ -If the individual registering is a NIGP member, the Chapter rates were included in the amount. Early registration would be $182 is what the Chapter pays and standard would be $192. With this option we would also have to pay the extra 40% for the non-NIGP members that register. -The Chapter could Pre-pay for number of seats to hold the class and be reimbursed for whatever attendance we did not have. There is no Chapter rebate given on this option. -The chapter member pays up front and we reimburse the Chapter though a rebate. The Chapter is responsible for reimbursing the attendee. Could Amy register the attendees from our Chapter using her p­ card? The attendees could get in touch with Amy when they are ready to register. Amy said she would be up for registering members if that works best for everyone. ;... Room reservations have been made for both professional development classes. Myra Smith will be the instructor for the class in June. Once we get clarifications on how we plan to pay for the registrations we can get an e-blast out. b) Membership: Anthony McGee, Chair

Tony reported that we have 84 paid members. y ACTION ITEM - Tony will send out information so we can send another e-blast out to the members.

c) Programs: Mina Kaeding, Chair

We have the March 6th luncheon coming up. We are going to do vegetable lasagna, chicken parmesan and salad. The speaker from NOAA will be finalized soon. y ACTION ITEM - Mina will send information out to the members through an e-blast the first week of February so members can start registering for the luncheon.

Mina wanted to know if we are going to do the drive for the Ronald McDonald House in June. They have a "needs list" that we could collect from the members. ;. ACTION ITEM - Mina will pull some information together so we can send an e-blast out in March letting the members know the details on what we are collecting. d) Communications: Evelina Romero, Chair

Old Business

Evelina completed her one-on-one training with Mike from Chapter Manager. She will be attending the conference coming up in February. The estimated timeline for issuance of the Newsletter will be between February and March, June, September and December. A total of 4 newsletters for this year. If everyone lets her know ahead of time, we can include the special events in the Newsletter. She will give a deadline for all newsletter articles of two weeks before issuance of the newsletter. She will let the Board members know a week before in case they would like to add something last minute. a. One-Day Educational Symposium - select a date (suggested date Friday, October 2nd) The Board agreed that we already have a bunch of different events going on and we would like to cancel planning this event. We can revisit this next year if we need to.

Discussion: Kevin pulled numbers for Southwest and Travelocity. Southwest's "Want to Get Away" rate is between $450-$500 and , Travelocity is United $381 and American $418. The flights I searched were leaving Saturday and coming back on Wednesday. Southwest is the only one that flies direct. Last year our not to exceed airfare was $400 for Forum. The committee will approve the scholarships at our February 26th meeting. We will let the members know that applied for the SparX scholarship that they are approved before the February 20 th deadline. b. By Laws (Succession if Past President should leave during term.) Discussion: The Board previously voted to amend the bi-taws when Cindy Brickey resigned because we ended up having two Board Members from the same entity. A member emailed Theresa and was dissatisfied with our decision to amend the by-laws and contends that this decision should have gone to a member vote based on the bi-Iaws. Everyone on the Board agreed that we leave our decision as-is. What will the Chapter do if a past president leaves during their term? The way the bi-Iaws currently read are the president would automatically advance to the past president roll. If this happened early in their term, it would be a huge issue. The question was asked Should we add to the bi-Iaws that if the past president leaves and it happened six months after their term started we could go without a past president because the Chapter of the Year application would be complete? If it happened before six months from the start of their term, the Board could choose who will step in to that pOSition. Mina mentioned that right now the bi-Iaws read that the Board cannot have more than one voting member from the same entity and no more than two committee members from the same entity. We are all voting members so it really should not make a difference. Mina suggested that we amend the bi-Iaws to read no more than three (3) people from the same entity can be a voting member of the Board and Committee combined .

Sales incentives for Spring Trade Show

Last year we set the sales incentives for the top 5 sellers. Starting at $500 for the top seller and pay-outs were in $100 increments. Last year, 110 booths had to be sold before the cash incentives kicked in. We only ended up selling around 70 booths so the cash incentive never kicked in. We already have 22 vendors signed up and there are an available 113 booths. Motion: Mina made a motion to approve offering the following cash incentives to the top 3 sellers for the Spring Trade show. $300 1st place .$200 2nd place $100 3 rd place We need to sell at least 95 booths before the incentives are paid out. Second: Stephanie Vote: Unanimous approval. d. Date of the Fall Reverse Trade Show

Karen received a call from the University Community Center she indicated that we need to set a date for the Reserve Trade show so we can reserve the space. Tara indicated it is their close out in October and she cannot attend. The committee agreed that we need to check on FAPPO and the "Lakeland Speed Dating" dates before we decide on a date. );>

ACTION ITEM - Karen will check the dates of FAPPO and the "Lakeland Speed Dating" and we will address this again next Board meeting.

e. President to hold a second p-card In 2013, the Board authorized the Treasurer to have a p-card. Once the Treasurer moves up positions, the Chapter cancels their p-card. Karen asked the Board if they thought it would be beneficial to allow the President and the Treasurer to have a p-card in case an emergency arises. The Board agreed that it would be beneficial for the Treasurer to be the main person making p-card transactions, but in the case of an emergency the President will keep a p-card and assist. Motion: Mina made a motion to allow the President to hold a second p-card for basic, emergency, or last minute use and it be passed on from year to year with the Treasurer and President both holding a p-card. There are three forms due by January 31 that are required by NIGP: Chapter Leadership Reporting Form, Chapter Member Data Form, and Chapter Seminar Agreement. Karen has already filled the Seminar Agreement out and Tony has completed the Member Data Form. ')­
