Obituary Mrs. Cynthia Locklear Oxendine of Raeford, died Wednesday, March 23, 2016 at the age of 56. Cynthia was born November 25, 1959 in Robeson County. She was preceded in death by her father Freeman Locklear. Cynthia was a member of Mt. Elim Baptist Church and a former Sunday School Teacher. She received her Bachelor’s Degree in Nursing and a Master’s Degree in Public Administration from the University of North Carolina at Pembroke. She was the owner of HealthCare Connections, Inc., and was the previous Health Director for the Hoke County Health Department where she worked for twenty-two and a half years before retiring. She is survived by her husband, Dwight Oxendine of Raeford, a son, Andrew (Andy) Oxendine and his wife Heather of Raeford, 2 daughters, Amber Oxendine and Chelsey O. Goodman and her husband Kyle all of Raeford, her mother Virginia Locklear of Red Springs, a brother, Kevin D. Locklear and his wife Carol, 3 sisters, Bonnie D. Locklear (Randy Jacobs), Regina Clark and her husband Timothy, Shawanna L. James and her husband Nelson, 6 grandchildren, Madison Danielle OxendineSpencer, Mason Andrew Oxendine, Brantley James Oxendine, Emily Hope Oxendine-Spencer, Montgomery Grace Goodman, Beau Everett Goodman, and a seventh blessing on the way.
