RECOMMENDATION Receive and file the Pavement Management System update. BACKGROUNDI DISCUSSION In keeping with City Council's continued interest in the Pavement Management System (PMS) program, staff is providing a program update. To ensure continued receipt of Proposition A and C funds, the City is required to submit to the Los Angeles County Metropolitan Transportation Authority (Metro) our triennial PMS certification. The certification confirms that the City has a PMS that conforms to the criteria stipulated by the Proposition C Local Return Guidelines. Submission of the certification ensures timely receipt of Proposition A and Proposition C monies that are used to fund the majority of our pavement management programs and projects. The certification must be received by Metro by August 1, 2009 to secure our annual Prop A and C installments. The draft PMS report, completed by Wildan Engineers, complies with the certification requirements. Further work is being prepared to include the City's recent receipt of Proposition 1B and American Recovery and Reinvestment Act of 2009 (ARRA) funds and historical program comparison charts. Upon receipt of the revised PMS report, staff will present the findings and recommendations to Council for consideration and approval. FISCAL IMPACT Approving staff's recommendation will not result in any adverse impacts to the General Fund. However, filing the certification will secure approximately $600,000 in Proposition A and C funds.
