Personnel – Bylaw 11 Definitions ü  Head or Assistant Coach – Any coach designated by institution to perform coaching duties

ü  Coach, Undergrad Student-Assistant – has either exhausted eligibility or is injured and unable to practice or compete ever again a.  Enrolled at institution most recently participated b.  Enrolled full time, except for last semester prior to graduating c.  Receive no compensation for coaching duties other than permissible athletic aid d.  Is not involved in contacting or evaluating psa’s off-campus and does not perform recruiting coordination functions

Personnel – Bylaw 11 Definitions ü  Coach, Volunteer – Permissible in sports other than football and basketball and does not receive compensation from athletic department or booster clubs. Also, these provisions apply: a.  Prohibited from contacting and evaluating psa’s off campus b.  May receive a max of two complimentary tickets to home athletics contest in coach’s sport c.  May receive complimentary meal associated to organized team activities (pre or post game meals, occasional meals, official visit meals)

Personnel – Bylaw 11 Definitions ü  Managers – Performs traditional managerial duties (equipment, laundry, hydration) and meets following criteria: a.  Enrolled full time as an undergrad or graduate student b.  May participate in limited on-court or on-field activities during practice (assist with drills, throw batting practice) c.  May not provide instruction to student-athletes d.  May not be a practice player e.  In baseball, manager forfeits any remaining eligibility in baseball at institution

Responsibility of Head Coach – 11.1.1.1 Head coach is presumed to be responsible for actions of all assistant coaches and administrators who report to the head coach Head coach is responsible for promoting an atmosphere of compliance within program and monitor activities of all assistant coaches and administrators See Handout of Level III Coaching Suspensions

Use of Tobacco Products – 11.1.4 The use of tobacco products is prohibited by all coaches, trainers, managers , etc. during practice and competition

Athletically Related Income – 11.2.2 Must provide a written account on an annual basis to the President for all athletically related income and benefits from sources outside the institution. Sources include, but not limited to: a.  b.  c.  d.  e.  f.  g. 

Income from annuities Sports camps Housing benefits Country club memberships Complimentary ticket sales Television and radio programs; and Endorsement or consultation contracts with athletics shoe, apparel or equipment manufacturers

Noninstitutional Publications – 11.3.2.4 Athletic department staff members may not endorse (orally or in writing) any noninstitutional publication dedicated primarily to reporting on an institution’s athletics activities I recommend not retweeting any @OwlHowl or similar twitter accounts.

Recruiting Service Consultants – 11.3.2.5 Athletic department staff members may not endorse, serve as consultants or participate on advisory panels for any recruiting or scouting service involving psa’s.

Promoting A Camp – 11.3.2.6 Coaches may not promote noninstitutional camps/clinics by permitting use of quotations or pictures in promotional material, unless coaching staff member is employed at camp.

Noninstitutional Athletics Event – 11.3.2.7 Athletic Department staff may not serve as a consultant or endorse or promote a nonathletics event that primarily involves psa’s.

PSA’s Team, Coach or Facility – 11.3.2.8 Athletic Department staff may not promote or endorse a psa’s team, coach or any athletics facility that is primarily used by psa’s.

Employment of High School/JUCO Coaches We may not employ a high school, prep school or two-year college coach who remains coach in same sport at the high school, prep school or two-year college Men’s and women’s teams in the same sport are considered different sports for purposes of this rule

IAWP – Men’s Basketball In Men’s Basketball, during a two year period before the psa’s enrollment and two year period after the psa’s actual enrollment, we may not employ an INDIVIDUAL ASSOCIATED WITH the PSA in any athletics department noncoaching staff position or in a strength and conditioning staff position

Recruiting Certification – 11.5.1 Only those coaches who have been certified may contact or evaluate psa’s off campus The certification must occur on an annual basis

Scouting of Opponents – 11.6.1 Off-Campus, in-person scouting of future opponents in the same season is prohibited Exceptions a.  Same event at the same site b.  Future opponent in institution’s Conference or NCAA Championship

Designation of Coaching Category – 11.7.1 Individual who coaches must be designated as a head coach, assistant coach, volunteer coach or student assistant coach Countable Coach a.  Provides technical or tactical instruction related to the sport to a student-athlete at any time b.  Makes or assists in making tactical decisions related to the sport during on-court or on-field practice or competition c.  Engages in any off-campus recruiting activities

Recruiting Coordination Functions – 11.7.2 The following recruiting coordination functions must be performed by head coach or countable assistant coach: a.  Activities involving athletics evaluations and/or selection of psa’s b.  Making telephone call to psa’s, or their parents or legal guardians

Recruiting Coordination Functions – 11.7.2 Exceptions - A noncoaching staff member (Director of Operations and Administrative Assistant) may make telephone calls to psa’s: a.  After NLI is Signed b.  After Receipt of Financial Deposit c.  In Conjunction with Official Visit (including transportation to and from) d.  Regarding Institutional Camp or Clinic Logistical Issues (no recruiting conversation can take place)

Noncoaching Staff Member – 11.7.3 Noncoaching Staff Member w/ Sport Specific Responsibilities a.  May not participate in on-court or on-field activities 1. 

Assist with drills, throw batting practice, signal in plays

b.  May not participate with or observe student-athletes who are engaged in nonorganized voluntary athletically related activities 1.

2-4 Transfers – 14.5.4 Applicable to those that initially enrolled after August 1, 2012 QUALIFIER a.  Spent at least one full time semester at the two-year school b.  Presented a minimum of a 2.5 GPA c.  Completed an average of at least 12 semester hours of transferrable degree credit accepted by KSU for each full time term of attendance Baseball and Basketball 2-4 transfers who enroll mid year are not eligible the first spring.

2-4 Transfers – 14.5.4 Applicable to those that initially enrolled after August 1, 2012 Not a QUALIFIER (Eligible for Aid, Practice and Competition) a.  Earned their AA degree b.  Completed a minimum of 48 transferrable degree credit hours accepted by KSU a.  b.  c. 

6 hours of English 3 hours of math 3 hours of natural/physical science

c.  Has attended two-year school as a full time student for at least 3 semesters d.  Has presented a minimum of a 2.5 GPA

2-4 Transfers – 14.5.4 Applicable to those that initially enrolled after August 1, 2012 Not a QUALIFIER (Eligible for Aid and Practice only) a.  Earned their AA degree b.  Completed a minimum of 48 transferrable degree credit hours accepted by KSU 1. 

6 hours of English, 3 hours of math, 3 hours of natural/physical science

c.  Has attended two-year school as a full time student for at least 3 semesters d.  Has presented a minimum of a 2.0 GPA Baseball and Basketball 2-4 transfers who enroll mid year are not eligible the first spring.

2-4 Transfers – Summer Hours – 14.5.4.2.3 No more than a total of 18 hours of transferrable degree credit may be earned during summer school No more than 9 hours of transferrable degree credit may be earned during the summer prior to transfer

2-4 Transfers - GPA Calculation – 14.5.4.5.3.2 Grades earned in all courses that are normally transferrable shall be considered in determining the GPA requirement Only the last grade earned in a repeated course shall be included in the GPA calculation

2-4 Transfers - Use Of PE Activity Courses – 14.5.4.5.4 No more than 2 credit hours of physical education activity courses may be used to fulfill the transferrable degree credit and GPA requirements

2-4 Transfers - Participation Prior to Certification – 14.5.4.5.7 ü  Student-Athlete may practice, but not compete for a 45-day period prior to academic record/eligibility being certified ü  We may not provide athletic aid to student-athletes during this time period ü  After 45-day period, student-athlete shall have met all minimum requirements as a transfer student to continue practicing or to compete and receive athletic aid This rule also applies to incoming frosh

As a Nonqualifier, she meets all of the 2-4 transfer requirements - AA Degree, 48 hours (6 English, 3 math, 3 science), 3 full time semesters, 2.5 GPA. She is entering her 5th semester (Fall 15) and has 35% of her degree completed. 1). Is she eligible to complete? 2). Does she have to fulfill a year in residence? 3). When is she eligible to compete?

POP QUIZ! 1). Is she eligible to complete? No – all transfers must also meet the percentage of degree requirement to be eligible to compete 2). Does she have to fulfill a year in residence? No – she satisfiedsthe 2-4 NQ transfer requirement, therefore she does not have to serve a year in residence. 3). When is she eligible to compete? If she meets the 40% requirement prior to the beginning of the Spring 16 semester, she can eligible to compete. Bylaw 14.4.3.2.3 allows student-athletes’ eligibility to be reinstated at the beginning of any other regular term based on satisfying all other necessary degree requirements

4-4 Transfers – One-Time Transfer Exception – 14.5.5.2.10 ü  Sport other than baseball, basketball ü  Applicable in FCS Football if transfer from BCS Football and has 2 seasons remaining ü  No previous transfer from a 4-year school ü  At time of transfer, student would have been eligible had he/she remained at previous school § 

Not required to meet percentage of degree requirements at previous school

ü  Previous school certifies in writing that it has no objection to the use of the one-time transfer exception

4-4 Transfers – Discontinued/Nonsponsored Sport Exception – 14.5.5.2.6 ü  Student’s original 4-year school dropped, or has publicly announced it will drop the sport in which student has practiced or competed at that school ü  Student’s original 4-year school reclassified, or has publicly announced it will reclassify the sport in which student has practiced or competed at that school ü  The student’s original 4-year school never sponsored the sport on the intercollegiate level while student was in attendance

4-4 Transfers – Two Year Nonparticipation – 14.5.5.2.7 ü  For a consecutive 2-year period immediately before the date student begins practice and/or competition, the student has neither engaged in intercollegiate competition or other CARA in the involved sport

4-4 Transfers – Nonrecruited Student – 14.5.5.2.9 ü  Student not recruited by KSU ü  No athletic aid has been received by SA at previous school ü  No competition at previous school and no CARA beyond a 14-day period

4-4 Transfers – Eligibility for Athletic Aid – 14.5.5.4 May only receive athletic aid during first academic year if he or she would have been academically eligible to compete during the next regular academic term at previous institution.

4-2-4 Transfers – 14.5.6 To meet 4-2-4 Transfer Requirements, all of the below must be met: ü  Average of at least 12 semester hours of transferrable credit into KSU ü  Minimum transfer GPA of 2.5 ü  One calendar year has elapsed since departure from previous 4-year school ü  AA degree has been earned Nonqualifiers must meet the 6 hours of English, 3 hours of math and 3 hours of natural/physical science requirement. Hours earned can be at 4-year or 2-year school.

Coach submits Preliminary Transfer Credit Evaluation form and copy of all transcripts via form on SharePoint Paul Parker e-mails completed Preliminary Transfer Credit Evaluation form to Registrar’s Office Registrar’s office completes their portion and submits back to compliance Compliance completes eligibility evaluation, noting possible exceptions and concerns, if any Compliance e-mails completed document to SASS for their feedback SASS provides feedback to the Compliance office Compliance office submits completed Preliminary Transfer Credit Evaluation back to program who made the request, including comments from SASS
