The Clean Streams Law P.L 1987, Act 394 of 1937, as amended (35 P.S. §§ 691.1 et seq.) "Pollution" shall be construed to mean contamination of any waters of the Commonwealth such as will create or is likely to create a nuisance or to render such waters harmful, detrimental or injurious to public health, safety or welfare, or to domestic, municipal, commercial, industrial, agricultural, recreational, or other legitimate beneficial uses, or to livestock, wild animals, birds, fish or other aquatic life, including but not limited to such contamination by alteration of the physical, chemical or biological properties of such waters, or change in temperature, taste, color or odor thereof, or the discharge of any liquid, gaseous, radioactive, solid or other substances into such waters. …

PA TITLE 25. ENVIRONMENTAL PROTECTION MUNICIPAL WASTELOAD MANAGEMENT PA 25 Ch 94 CHAPTER 92a. NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMITTING, MONITORING AND COMPLIANCE: Definitions:: Conventional pollutant — Biochemical oxygen demand, carbonaceous biochemical oxygen demand, suspended solids, pH, fecal coliform, oil or grease. Nonconventional pollutant — A pollutant which is not a conventional or toxic pollutant. Pollutant — A contaminant or other alteration of the physical, chemical, biological or radiological integrity of surface water that causes or has the potential to cause pollution as defined in section 1 of the State Act (35 P. S. § 691.1) CHAPTER 93. WATER QUALITY STANDARDS WATER QUALITY CRITERIA § 93.6. General water quality criteria (b) In addition to other substances listed within or addressed by this chapter, specific substances to be controlled include, but are not limited to, floating materials, oil, grease, scum and substances that produce color, tastes, odors, turbidity or settle to form deposits.
