• Financial Management Cameroon, DRC, Mongolia, Nepal, Sri Lanka & Vietnam introduced budget tracking measures 8
CASE STUDY: NEPAL Nepal Has Advanced Across All SIF Domains Legislation • National Immunization Law enacted by President January 2016 after 5 years of briefings, workshops, peer exchanges by Sabin • Multidisciplinary task force drafting regulations to implement the law with significant technical input from Sabin Budget Advocacy • Parliamentary Caucus for a Sustainable Immunization Program co-established by Sabin to oversee budget flow & implement law Alternative Financing • Law introduced National Immunization Fund to be financed by voluntary private-sector contributions & government investment
Financial Management • District-level budget tracking improved following introduction of tool co-developed by Sabin & government 9
CASE STUDY: DRC DRC has advanced across multiple SIF domains Legislation • Immunization bill including financing provisions added to draft Health Bill, currently being debated by National Assembly (following legislative consultation organized by Sabin) Budget Advocacy • Parliamentary Network for Immunization Support, a large advocacy coalition spanning legislative and executive branches, has mobilized provincial and national financial resources in collaboration with Sabin Financial Management • Improved accountability through extensive use of electronic subnational budget tracking tool (redesigned by Sabin), resulting in a 77% increase in district-level reporting of immunization spending • EPI team completed SIF Budget Process Tool for multiple consecutive years 10
