Building political will in low- and middle-income countries to enhance country ownership of national immunization programs & prepare for successful graduation from Gavi support GOAL: Enable countries to take long-term financial ownership over their immunization programs and improve financial management

IN-COUNTRY FIELD OFFICERS • Native to the region/country • Minimum 3-year work term • Work directly with parliamentarians, national & subnational ministry officials to develop innovative financing solutions • Convene officials & partner CSOs/NGOs to brainstorm and steer solutions to improve financial sustainability of public immunization programs • Establish & shepherd “Peer Networks” across legislative and executive branches of government 6
PROGRAM STRATEGIES Sabin builds political will for country-led efforts to secure sustainable funding for immunization: • Legislation Introducing legislation that assures public financing for immunization
• Budget Advocacy Developing & enabling advocacy coalitions spanning Parliaments, government ministries and civil society
• Alternative Financing Establishing innovative financing arrangements such as public/private immunization funds
• Financial Management Improving accountability & transparency to demonstrate program efficiency and value for money 7
PROGRAM IMPACTS Sabin is an adviser, a convener and a catalyst of systemic change, helping partner countries achieve their goals: • Legislation Madagascar, Nepal, Nigeria & Uganda passed legislation supporting immunization financing
• Budget Advocacy DRC increased its domestic immunization budget through advocacy
• Alternative Financing Nepal, Uganda & Nigeria are developing novel financing arrangements
• Financial Management Cameroon, DRC, Mongolia, Nepal, Sri Lanka & Vietnam introduced budget tracking measures 8
CASE STUDY: NEPAL Nepal Has Advanced Across All SIF Domains Legislation • National Immunization Law enacted by President January 2016 after 5 years of briefings, workshops, peer exchanges by Sabin • Multidisciplinary task force drafting regulations to implement the law with significant technical input from Sabin Budget Advocacy • Parliamentary Caucus for a Sustainable Immunization Program co-established by Sabin to oversee budget flow & implement law Alternative Financing • Law introduced National Immunization Fund to be financed by voluntary private-sector contributions & government investment
Financial Management • District-level budget tracking improved following introduction of tool co-developed by Sabin & government 9
CASE STUDY: DRC DRC has advanced across multiple SIF domains Legislation • Immunization bill including financing provisions added to draft Health Bill, currently being debated by National Assembly (following legislative consultation organized by Sabin) Budget Advocacy • Parliamentary Network for Immunization Support, a large advocacy coalition spanning legislative and executive branches, has mobilized provincial and national financial resources in collaboration with Sabin Financial Management • Improved accountability through extensive use of electronic subnational budget tracking tool (redesigned by Sabin), resulting in a 77% increase in district-level reporting of immunization spending • EPI team completed SIF Budget Process Tool for multiple consecutive years 10
