DESCRIPTION OF JOB: This position is a Procurement Specialist which includes: purchasing, sourcing, vendor debriefs, functional liaisons, statement of work, functional liaison with OIT business partners, requisition processing management, negotiation and review of vendor agreements, contract negotiation and drafting. This position exists to simplify, clarify and conduct state procurements; provide increased public confidence in the procurement process; ensure fair and equitable treatment of all persons dealing with the procurement system; maximize, to the fullest extent, the purchasing value of tax dollars; foster effective broadbased competition with the free enterprise system and safeguard the quality and integrity of the procurement system on a professional purchasing level consistent with authority granted to this position. Position is responsible to create, evaluate and solicit IT and other procurements on a statewide basis for all Executive Branch agencies and to be accountable to programs that are critical to the success of both agencies and the state. Primary Job Duty: Purchasing: Perform professional purchasing duties in the acquisition of goods and services, and in the acquisition of Information Technology goods and services for all Executive Branch Departments. Review sole source requests and emergency procurements. Analyze requests for materials, supplies, equipment and services. Recommend alternate specifications and advise on matters of availability. Review for items covered by State Price Agreements. Analyze to determine what methods of solicitations can be used to spend resources more efficiently and effectively. Determine the method of procurement (i.e. documented quote, sealed bid, or whether emergency or other circumstances exist). Assist program managers and purchasing staff to develop appropriate statements of work and/or specifications for Requests for Proposal and Invitations for Bid. Develop, solicit, analyze, evaluate, award and monitor documented quotes, sealed bids, and requests for proposals, which includes developing, revising and/or reviewing the proper specifications, appropriate terms and conditions, vendor solicitation and selection (via an Internet bids system) to obtain maximum competition. Award in accordance with criteria set forth in solicitation to the appropriate winning bidder(s). Conduct preproposal meetings, prebid conferences, bid openings, postaward and problemsolving conferences as needed. Collaborate/ negotiate/communicate with vendors, users and/or professional groups concerning availability of commodities/services, price changes and discounts to ensure a continuous source of supply of the highest quality goods and services at the lowest available prices. Perform professional purchasing duties in the acquisition of Information Technology goods and services for all Executive Branch Departments by assisting other purchasing agents In developing, Implementing and administering agreements on a multidepartment and statewide basis. procurements to ensure collaborative procurements within the Executive Branch. Survey vendors and/or other experts to verify specification, standard industry practices and related issues. Develop language, organize and write solicitation documents (to include language to be used for the resulting regal commitment documents), evaluate all responses and identify and award to winning vendor(s). Benchmark pricing against other governmental entities (e.g.,states, large buying groups). Discover and compile information regarding new sources of supply. Build and maintain market knowledge for related areas of responsibility. Support and act as backup to another Procurement Specialist, in performing: InterAgency purchase order requests; Monitoring IT and nonIT Purchase Requisitions; and, Database maintenance and order processing. Contracts: Perform professional contract duties in the acquisition of goods and services, and in the acquisition of Information Technology goods and services for all Executive Branch Departments.This position performs the initial contract negotiation, drafting, review, modification (I.e. Task Order, Option Letter, Amendment) and proofing through final draft. Collaborate/negotiate/communicate with vendors, users and/or professional groups. Develop contract terminology for contracts for goods and services. Assure that language will be approved by the central contract approvers (Purchasing, Attorney General, State Controller, Privatization Program) by negotiating terms with contractor. Must apply fiscal rules, procurement code and privatization program rules in determining correct language. Develop contracts for sole source and emergency procurements as well as competitively bid solicitations. Subject matter expert on contracts and contracting for services, providing interpretation of contract terms to coworkers, managers, other staff and contractors as necessary Perform professional contracting duties in the acquisition of IT goods and services for all Executive Branch Departments by developing, implementing and administering agreements on a multidepartment and statewide basis. Position is responsible for developing all IT contracts within the Executive Branch taking into consideration existing or future procurements to ensure collaborative procurements within the Executive Branch.Survey vendors and/or other experts to verify specification, standard industry practices and related issues. Functional Liaison for Business: Perform as first point of contact for assigned groups/fiscal partners within OIT. Assist in resolving issues between procurement, accounting and vendor. Statewide User Groups, Special Assignments: Participate in state wide user groups (Procurement Advisory Council [PAC], Colorado Contract Improvement Team [CCIT), Financial System [CORE)) to increase knowledge and communicate successful methods of accomplishing unusual and complex tasks. Assist with special assignments of both financial and non financial nature. Create, control and/or monitor subsystems which feed or report information to COFRS and iMo and out of the Contract Management System.
