JOB OPPORTUNITY NOTICE

Procurement Supervisor PASS Grade 5 $75,624 - $85,115 Reporting to the Manager of Purchasing Services, the incumbent will provide leadership and comprehensive expertise in all Purchasing Services functions including procurement, supply management, insurance, risk management, and contract administration while adhering to Broader Public Sector Supply Chain Guidelines and Board policies. The incumbent will monitor cost effectiveness and optimal performance via the standardization of procurement processes, operating standards, sourcing methodologies, and supplier qualification. The incumbent will support a multi-disciplinary team of professionals to advance strong collaborative relationships with a variety of internal and external stakeholders. Duties include but are not limited to:  Support all activities related to negotiating, evaluating, selecting, and implementing supplier contracts and tenders to ensure fiscal responsibility in accordance with Broader Public Sector Supply Chain Guidelines, Ministry requirements, and Board purchasing and procurement policies  Review and evaluate supplier qualification and performance on an on-going basis to ensure continuous improvements in supplier quality, delivery and cost efficiency  Coordinate provision of support to all schools and service departments to ensure effective, timely and cost appropriate acquisition of goods and services  Advise on contract administration of binding agreements and contracts  Coordinate the development, review and renewal of applicable insurance premiums and deductibles to mitigate risk and liability  Supervise the cartage, movement and relocation of all instructional and non-instructional contents of buildings including the disposal of surplus equipment and inventory and offsite file storage  Collaborate with other departments to support capital project planning and budget compliance  Ensure ongoing communications with all levels of the Board including school communities, administrators and senior staff  Act as a representative for Purchasing Services in the absence of the Manager

Qualifications:  A degree/post-secondary education in a related discipline and/or procurement designation  Minimum of five years experience with public procurement  Minimum of two years experience providing leadership, guidance and coaching for staff  Comprehensive expertise related to Request for Information (RFI), Request for Quotation (RFQ), Request for Proposal (RFP), Request for Tenders (RFT), purchasing methods and competitive negotiations  Demonstrated organizational, analytical, research, planning, and problem solving skills  Excellent written and verbal communication skills with multi-disciplinary groups of stakeholders  Comprehensive knowledge of Broader Public Sector Supply Chain guidelines, Master Transfer Payment Agreement guidelines, and Ministry of Education compliance requirements  Knowledge and understanding of the complex and reciprocal connections among different elements of the Board’s organization  Demonstrated belief in customer service excellence Deadline for submission is 4:00 p.m. on Monday, September 25, 2017 Please apply to:
