PROIRRI Sustainable Irrigation Development Project iDE has partnered with KBE, CLUSA, and ADEM to bid for the three years, World Bank funded PROIRRI Sustainable Irrigation Development Project in Mozambique. The project will contribute to an increase in the agricultural production of food and high-value crops, as well as to an increase in the income of smallholders. This project will follow the PROIRRI Irrigation Site Development Path to enhance horticulture-based small scale irrigation systems in Manica and Sofala Provinces in the central region of Mozambique
Position: Producer Group/Farmer Association Specialist iDE is looking for a senior specialist to manage project interventions involving the creation, strengthening, and provision of support to producer associations, farmers groups, and irrigation organizations.
Overall Responsibilities • • •

Identify beneficiaries and farmers groups interested in participating in the project Beneficiary mobilization and sensitization, specifically regarding a gender perspective and environment issues Capacity building for farmer organizations/associations, including assisting them to develop an organizational structure, staffing requirements, job descriptions, management policies, agricultural production, irrigation scheme management, etc. Support the formulation and legal registration of Producers associations (PAs) and Irrigation organizations (IOs) Support PAs and IOs through all steps with regard to the acquisition of land-user rights (DUAT); and in the consolidation of land allocation and water rights acquisition Develop training programs, and associated material, for strengthening the institutional capacity of IOs and PAs and provide these programs to all relevant stakeholders Support the development of local networks for financial literacy, extension services, marketing … Coordinate with provincial, district, and local authorities as needed Support producer organizations’ participation in irrigation scheme development Support irrigation organizations in managing irrigation schemes Support producer organizations for adequate utilization of the catalic fund. The specialist will also have skills in the training of small local service providers
Qualifications and Requirements • • •

Previous experience working with smallholder farmers in in sub-Saharan Africa required, o Experience working in Mozambique (specifically in the Central region) is preferred Full working knowledge of Portuguese and good command of English required Minimum 10 years of relevant experience in mobilization, organization, development, capacity building and training of smallholder associative organizations, including water users or irrigation organizations Highly skilled in the design and provision of training programs for small-scale local service providers, farmers groups/associations, and local level government agencies Work experience with participatory methods to consider/include beneficiaries concerns in all phases of the project development

Experience integrating gender and environmental concerns into project activities Experience with the World Bank preferred A proven record of success implementing development projects in similar circumstances
Educational requirement: •
