PROPOSED 133 WEST UNION STREET RESIDENTIAL DEVELOPMENT

January 13, 2015

GREEN INTERNATIONAL AFFILIATES, INC.

• • • •

Understand the abutting street network Prepare an estimate of new traffic Determine its relative impact Develop access and off-site mitigation plans as appropriate

In summary, provide a reasonable expectation of the project’s characteristics and its incremental impact on the abutting roadway system.

• Data Collection – – – –

Automated Traffic Recorder (ATR) Turning Movement Counts (TMC) Crash data Physical road information

• Develop Traffic Forecasts – Focus on Year 2021 (7 year) – Develop No-Build volumes (background growth) – Estimate site traffic (generation and distribution)

• Analysis – Level of Service – Sight distances

• Conclusions/Recommendations

• On Route 135 – a major route • ~1,200’ south of Ashland Middle School • Near MBTA commuter rail station • I-495 is located approx. 4.5 miles west of project

• Route 135 (West Union Street) – – – – – – –

State numbered, locally controlled east-west highway Two-way, two lane roadway Additional turn lanes at key intersections Approximately 28 feet wide Posted speed limit is 35 mph Was repaved from Stone Avenue to Main Street in 2013 Sidewalk present along west side of road east of Indian Spring Road; along both sides east of Stone Avenue – Mix of residential, commercial and wooded setting

• Crash rates are below District 3 averages at all study intersections

• Projected volumes to 2021 • Took into account background growth including  Legacy Farms – Legacy Farms Phase 1 has been constructed and  occupied since 2013

• Completed No‐Build, Build and Build Plus  condition for analysis • Examined level of service and sight distances

GREEN INTERNATIONAL AFFILIATES, INC.

• • • •

Minimal changes in peak hour volumes East of MBTA access:   2.2‐2.7% East of Summer Street:   2.2‐2.4% West of Frankland Road:   1.8‐2.1%

GREEN INTERNATIONAL AFFILIATES, INC.

• Minimal or no changes in intersection operations between the No-Build and Build conditions. • Left turn exit movements at unsignalized locations experience relatively long delays during peak hours currently and this would continue in future regardless of project. • Overall delay increases at key signals are relatively small (1-6 sec/veh). • Residents exiting site will experience long peak hour delay similar to other unsignalized drives along route while entering traffic will experience short delays.

GREEN INTERNATIONAL AFFILIATES, INC.

• Reviewed sight distances relative to proposed site drive • Used the DOT practices and guidelines • Minimum criteria exceeded for safe stopping

GREEN INTERNATIONAL AFFILIATES, INC.

• Providing 231 spaces or 1.65 spaces per unit. • ITE based average peak demand: 1.23 spaces per unit

GREEN INTERNATIONAL AFFILIATES, INC.

• Major deliveries to site will be via Route 135 with direction depending on the source of material.

GREEN INTERNATIONAL AFFILIATES, INC.

• Site traffic is able to enter and exit the site safely • Small increases in traffic on the abutting roadway network • Minimal or no substantive changes in traffic operations • Route 135 is able to accommodate the additional volumes • All sight distances exceed minimum criteria • Parking supply is more than adequate to meet the expected demands

GREEN INTERNATIONAL AFFILIATES, INC.

• Any landscaping and signage at site drive should be low lying and set back from Route 135 • Site drive should be STOP controlled with appropriate signage and markings. • Provide a two lane approach on the site site and and install appropriate pavement markings. • Provide sidewalk along Route 135 on north side between site and existing end of sidewalk near the Middle School (within public right-of-way) • Trim or selective removal of vegetation within the right-of-way along Route 135 in the vicinity of the site including west of Frankland Road.

GREEN INTERNATIONAL AFFILIATES, INC.

• Install advanced intersection warning sign and distance plaque approximately 400 feet west of the proposed driveway • Examine the possible signal timing changes that could be considered at the intersection of Route 135 with Summer Street. • Independent of this development project, it may be prudent of the town to monitor Route 135 eastbound speeds west of Frankland Road and encourage a reduction.

GREEN INTERNATIONAL AFFILIATES, INC.

• Study was reviewed by Town’s peer review consultant, FST. • Review found we followed standard engineering guidelines. • Review found our traffic volume network development was sound  and acceptable. • Review concurred with our site traffic forecasts. • Reviewed concurred with our proposed recommended actions and  requested two additional actions: – Examine potential signal timing adjustments at the  Union/Chestnut/Homer intersection – Monitor site drive to determine if future signal becomes warranted
