Process to develop draft measures. ■ Contact and coordination with sub-committee members in January/February 2017. ■ Distribution of materials to team members and discussion of the scope of work. ■

Team considerations when developing draft sustainability measures. ■ Small versus large community’s (i.e. scalable to fit all).

■ MS4’s in regional partnerships to comply with Public Education/Outreach and Public Involvement/Participation requirements. ■ Education/Outreach to various groups within a community such as: citizens of all ages, business/industry and municipal employees. ■ Development and selection of the proper amount of sustainable measures as to not overburden the local government and/or diminish participation.

BMP’s under Public Education and Outreach: ■ Establish Goals and Objectives. ■ Describe target pollutants and/or stressors. ■ Describe target audiences. ■ Describe residential and industrial/commercial issues. ■ Informational Web Site.

■ Inspections and evaluation of municipal facilities and operations. ■ Distribute public education materials to identified target audiences and user groups; for example, schools, homeowners, and/or businesses. ■ Maintain Hotline/Help Line ■ Implement a Public Education and Outreach Program.

BMP example 1(Education and Outreach): Public Education and Outreach goals and objectives. Measureable Goal: Define goals and objectives of the LOCAL GOVERNMENT (LG) Public Education and Outreach Program based on at least three community wide issues. Minimum criteria (MEP): ■ Has the LG defined at least three community wide issues? ■ Has the LG defined the goals and objectives of the public education program?

Measureable Goal: Defined goals and objectives of the local Public Education and Outreach Program based on at least three community wide issues. Sustainability criteria: ■ Is the LG committed to the Public Education and Outreach Program, i.e., provided adequate resources and support to meet the requirements of the Public Education and Outreach programs? ■ Does the LG evaluate goals and objectives on a regular basis to determine if they are reasonable and attainable? ■ Has the LG engaged & collaborated with stake holders? ■ Does the LG coordinate with other local governments and staff, State, or County organizations to strengthen their Education and Outreach Program?

BMP example 2 (Education and Outreach): Implement a Public Education and Outreach Program. Measureable Goal: The LOCAL GOVERNMENT’S (LG) outreach program, including those elements implemented locally or through a cooperative agreement, shall include a combination of approaches designed to reach the identified target audiences. For each media event or activity, including those elements implemented locally or through a cooperative agreement the LG shall estimate and record the extent of exposure. Minimum criteria (MEP): ■ Does the LG have an outreach program, including those elements implemented locally or through a cooperative agreement? ■ Are public outreach activities documented (i.e., events, booths, news articles)? ■ Does the LG distribute materials in different languages? ■ For each media, event or activity, does the LG measure and record the extent of exposure? ■ Does the LG program promote, publicize and facilitate reduction of targeted pollutants for targeted groups?

For each media, event or activity, including those elements implemented locally or through a cooperative agreement the LG shall estimate and record the extent of exposure.

Sustainability criteria: ■

Does the LG consider the level of success achieved from the implementation of activities, and revise the program as needed to increase the exposure extent to reach more of the target audience?



Does the LG assess its stormwater education/outreach program and adjust its educational materials and delivery if opportunities for improvements are identified ?



Has the LG identified staff to conduct training and education for municipal employees and are the training materials focused on target pollutants and/or common situations staff might encounter?

BMP example 2(Education and Outreach): Implement a Public Education and Outreach Program. Sustainability criteria continued: ■ Does the LG offer community events to reduce pollutants (i.e. clean ups, community planting, water monitoring, storm drain labeling. ■ Does the LG promote the volunteer opportunities? – Does the LG promote events through various media outlets? – Does the LG have written procedures for methods used to promote events and volunteer opportunities? – Does the LG maintain and update a database of contacts from various stakeholder groups. ■ Has the LG developed and implemented an action plan with deadlines to address the areas that need to be strengthened? - If yes, has the LG trained staff on the changes and/or revised SOP?

BMP’s under Public Involvement and Participation: ■ Develop and promote a volunteer community involvement program. ■ Establish and promote a mechanism for Public Involvement. ■ Maintain a Hotline/Help Line.

BMP example 1(Public Involvement and Participation): Volunteer community involvement program. Measureable Goal: The LOCAL GOVERNMENT (LG) shall include and promote volunteer opportunities designed to promote ongoing citizen participation. Minimum criteria (MEP): ■

Has the LG identified how the public can get involved in the development and implementation of the stormwater management program?



Does the LG actively involve potentially affected stakeholder groups, including commercial and industrial businesses, trade associations, environmental groups, homeowner’s associations, students, and educational organizations, among others? – What groups are prioritized?



What are the limits of “the Maximum Extent Practicable”? – Does the program identify what is most effective as well as areas where effectiveness can be increased? – Is additional funding needed or justified?

Has the LG developed and implemented an action plan with deadlines to address the areas that need to be strengthened with the Public Involvement and Participation program?



Has the LG provided targeted education programs/community events for all stakeholder groups (i.e. clean ups, community planting, water monitoring, storm drain labeling)?



Does the LG track public involvement methods and effectiveness?

BMP example 2(Public Involvement and Participation): Hotline/Help Line. Measureable Goal: The LOCAL GOVERNMENT (LG) shall promote and maintain a hotline/helpline for the purpose of public involvement and participation. Minimum criteria (MEP): ■ Does the LOCAL GOVERNMENT maintain a stormwater hotline/helpline? Sustainability criteria: ■ Does the LG maintain records of the resolutions to calls/inquiries? ■ Does the LG review records on a regular basis to determine target audiences or focus areas of significant pollutant loading? ■ Does the LG adequately promote the hotline/helpline on educational materials, signage and media campaigns?
