More information about this position Overview The successful candidate for this position has prior purchasing experience, strong written and oral skills, and a familiarity with purchase orders, formal solicitations, piggybacking and state/national contracts. Government purchasing experience and experience working within the confines of grant requirements is highly desirable. The successful candidate will perform a variety of technical duties in the purchase and contracting of a wide variety of goods and services for the County. This position handles more straightforward contracts, product specifications, and bids under supervision. As experience is gained, this position may perform similar duties to those of a Purchasing Agent II, but with a lesser degree of independence or full responsibility expected of a Purchasing Agent II. Responsibilities The following statements are illustrative of the duties and responsibilities of the job. The organization retains the right to modify or change the duties and responsibilities of the job at any time. Receives supervision from the Purchasing Director or designated agent. Performs routine to moderately difficult purchasing responsibilities for the purchase of goods and services. Prepares specifications and scopes of work for various solicitations, as well as other necessary documents related to the purchase of goods and services. Manages solicitation process, which includes: maintaining the integrity of the procurement process from start to finish, ensuring fair and open competition ensuring compliance with applicable purchasing standards, policies, and procedures. determining whether a solicitation will be a bid, proposal, or quotation ensuring specifications are clear conferring with departments to obtain required information and resolve questions regarding requirements revising specifications determining the need for mandatory or nonmandatory prebid meetings determining key bid dates determining vendor list other related purchasing activities Facilitates prebid conferences and meetings; including information exchange with vendors and departments. Evaluates responses to solicitations; performs cost analysis; completes offer and acceptance. Maintains purchasing records (e.g. solicitations, contracts and amendments, purchase orders, etc). Assists in providing training and guidance to Larimer County staff in the process of procurement of goods and services, including utilizing the purchasing module of the County’s financial management system. Serves as Larimer County Purchasing’s liaison with outside agencies, vendors and suppliers. Educates vendors and suppliers regarding purchasing policies and procedures. Investigates, assesses, and resolves product, vendor, receiving or other complaints or discrepancies; communicates and followsup with vendors and appropriate internal departments to obtain prompt resolution. County Purchasing policies. Attends training sessions in purchasing related areas. Performs other duties as appropriate or necessary for the performance of the job. Exercises no supervision.
Knowledge, Skills, & Abilities: Purchasing methods, procedures, and techniques of specification writing. Methods and techniques utilized in evaluating and analyzing the quality of supplies, materials, and equipment. Interpret and apply grant procurement regulations. Department and County rules, regulations, policies, and procedures. Operation of standard office equipment including fax machines, copiers, and computers. Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases. Communicate clearly and concisely, both orally and in writing. Interpret and explain County purchasing policies and procedures. Learn and manage purchasing related software, and problem solve software issues. Perform duties independently without close supervision. Maintain sensitive and confidential information. Follow written and verbal instructions. Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community. Qualifications: Associate's Degree from an accredited college or university with major coursework in Business or Public Administration, or a related field is preferred. No experience to two years of experience in a directly related field or in the performance of similar duties and responsibilities. Possession of, or ability to obtain, a valid Colorado Driver's License.
