QUAM PULSE Reform of Agricultural Subsidy Program (China Daily) - According to China Daily, China has begun the reform of the agricultural subsidy system. Previously, a minimum purchase price for rice and a temporary storage policy for soy and cotton were in place and caused price gaps between domestic agricultural prices and international agricultural prices. Under the new policy, the government will set up a target price for each kind of major agricultural product. Farmers will receive subsidies from the government when the market price is below the target, while low-income groups will receive subsidies when the market price sours. Soy and cotton are the first in line to be implemented within the new system. Our take: We believe direct subsidies to cotton farmers to replace a central reserve of cotton is beneficial to the whole textile industry in China. This will help to lower the huge gap between international and Chinese cotton prices that has existed since 2012. We expect major textile and garment producers to benefit from lower raw material costs, thus further improving their gross profit margins for this year. Key beneficiaries will include Texwinca (321 HK) and Texhong Textile (2678 HK). Texwinca and Texhong Textile are currently trading at a 2014 P/E of 12x and 5.6x.

Walmart to Open 40 New Stores in Guangdong – Walmart will focus on the development of Supercentre and Sam’s Club, aiming to open 40 new stores in Guangdong in the coming three to five years, the Senior Vice President of Corporate Affairs at Walmart China said in an investment conference. NDRC to Expedite Approval on Nuclear Power Projects – According to CBN, the National Development and Reform Commission(NDRC) stated in a conference on Tuesday that it will expedite approvals on nuclear power projects.
