4B CITY COUNCIL WORKSHOP INFORMATION REPORT
SUBJECT: Recreation Facility Standards SUBMITTED BY: Jennifer Hanson, Public Services Director DATE: January 5, 2017 STRATEGIC RELEVANCE: Infrastructure STAFF RECOMMENDATION(S): Information item intended to obtain input from Council. BACKGROUND / INTRODUCTION: In 2016, staff began an effort to develop a Parks and Recreation Master Plan (Master Plan). Once completed, the Master Plan will be used to direct the orderly and consistent planning, acquisition, development and administration of the parks and recreation programming in the City. Due to budgetary constraints, staff decided to not utilize consultant resources to complete the Master Plan and instead is relying on an ad hoc committee to prepare the document. The committee consists of the Chairman of the Parks and Recreation Committee and staff members. To date, the committee has completed a draft outline of the final product, has reviewed other municipality master plans, released a public survey (Attachment A), conducted stakeholder surveys, completed an inventory of City-owned parks and facilities, reviewed survey results, and developed Recreational Facility Standards. Although progress has been slow, the progress that has been made will be beneficial to guiding current development activities and programming of new parks. In an effort to leverage the work that has already been completed, staff is presenting the Recreation Facility Standards to City Council for input. Once input is received and the standards are revised as appropriate, the Recreation Facility Standards will be brought to Council for formal consideration at a regular City Council Meeting. Once the Master Plan is completed, the approved Recreation Facility Standards will be folded into the Master Plan. The proposed Recreation Facility Standards (Attachment B) will not replace the park requirements in the General Plan but will be utilized to supplement them by providing guidance on programming of facilities. Without planning for recreational facilities to meet our current and future population needs, it is likely that the City would have a facility shortage in one or more recreational areas. For example, Lincoln Little League currently has between 700 and 800 participants each year and field space is already limited. Without planning for future growth of the City and growth of the league, it would be likely that there would be a shortage of field space that would in turn limit the number of youth that could participate in the impacted activity. There is an inherent benefit to the City to support and promote recreation activities. Parks and recreation promote economic activity, health and environmental benefits, and are of social importance. If approved, the Recreation Facility Standards would be utilized to determine the number of sports and recreation facilities that would be needed to support the population associated with a proposed development. The placement of such facilities within any specific park would be based on the size and type of the park being dedicated, in consideration of sports tourism opportunities, and the relation and proximity to nearby facilities. The Recreation Facility Standards could also be used to identify current shortages associated with the City’s existing population. To develop the Recreation Facility Standards, staff reviewed national standards set by the National Recreation and Parks Association (NRPA) and other recreation standards developed for the region, consulted the results from the public survey and took into consideration recreation trends and needs that are unique to Lincoln. The attached Recreation Facility Standards provide the comparison of the standards being proposed by the City of Lincoln to the NRPA standards and to other municipalities within the region. The proposed Recreation Facility Standards also identify whether or not a deficit exists for any specific facility. For example, based on the analysis and current number of softball fields, it has been identified that the City is currently short five baseball fields. Staff also did an analysis of the proposed Recreation Facility Standards, to determine if the number and associated size of the required facilities would be consistent with the park acreage required by the General Plan. This analysis determined that the park acreage required by the General Plan is more than adequate to accommodate the number and type of facilities that would be required if the Recreation Facility Standards were to be adopted. The Recreation Facility Standards were presented to the Parks and Recreation Committee on June 15, 2016 and were unanimously approved. Once input on the Recreation Facility Standards is received from City Council, the standards will be brought to Council for formal consideration.
