Project E10-35 was initially bid to twelve (12) eligible prequalified general contractors on May 25, 2011.

All bids were over budget and were rejected.
July 2011
Contractor debriefing, re-scoping, value engineering exercises commenced to reduce project costs to within budget.

Commission approved redesign and rebid.

PROJECT DESCRIPTION (REDESIGN & REBID) WE LISTENED TO YOU!! •Reduced steel tonnage significantly-eliminated one whole floor. •Lowered transit station to grade. •Changed round steel columns to square steel columns. •Changed steel to concrete columns on first floor to expedite construction while steel is being fabricated. •Eliminated cellular steel decking and internal waterproofing. •Eliminated over excavation and re-compaction at pile caps. •Eliminated complex trusses and plate girders.

PROJECT DESCRIPTION (REDESIGN & REBID) WE LISTENED TO YOU!! •Eliminated castellated beams. •Changed roofing system to pre-engineered flat roof. •Changed Customer Service Building to pre-engineered building. •Lowered elevation of Elevated Walkway (lowered by approx. 20’) •One Bid Price….no additive alternates. •Extended construction schedule.

PROJECT DESCRIPTION (REDESIGN & REBID) •RITC Structure - Level 1 (at grade), Level 2, & Level 3 - approx. 370,000 SF (elevated) Multi-level steel base-isolated consolidated rental car facility-customer service building, rental car premium booths, maintenance, car wash and vehicle fueling stations, ready-return rental car parking and transit station; inclusive of all underground utilities (new & relocated); hardscape & landscape; and RPS site prep work only.
IV. PROJECT DESCRIPTION (REDESIGN & REBID) •Off-Site Improvements Installation of traffic signals, synchronization of traffic signals, pedestrian cross walk and offairport signage. •Elevated Walkway Approx. 20’ high base-isolated walkway with horizontal and vertical conveyances.

GOALS & OBJECTIVES – RITC & EW PROJECT Goals & Objectives • Construct a project with zero (0) accidents or incidents….Safety Safety FIRST! • Enhance and enrich the passenger experience by February 2014. • Construct a project of high quality – both materials and craftsmanship. • Achieve a L.E.E.D. “Certified” designation by the U.S. Green Building Council. • Create jobs for our local communities (Burbank, Glendale, Pasadena) and surrounding areas.. • Create business opportunities for Small Business Enterprises (SBE’s (SBE’s), SBE’s), Disadvantaged Business Enterprises (DBE’s), Disabled Veteran Business Enterprises (DVBE’s (DVBE’s), DVBE’s), and InIn-Service Disabled Veteran Business Enterprises. • Procure a project in accordance with Federal Conditions, Federal Transit Administration Conditions and Federal Aviation Administration Conditions inclusive of a “Buy America” clause in accordance with 49 U.S.C. 5323(j) and 49 C.F.R. Part 661.

VIII. PROCUREMENT BASE BID & BASIS OF AWARD • The Base Bid will be comprised of components of the Project: • RITC Structure (Level 1, 2, 3); Customer Service Building, Bus Transit Station (at grade), and associated infrastructure, utilities (new & relocated); hardscape & landscape, way-finding signage • Elevated Walkway • Off-Site Improvements NOTE: The base isolators will be procured directly by the Authority, delivered and stored on-site ready for contractor installation.
VIII. PROCUREMENT BASE BID & BASIS OF AWARD
Award of a contract will be based on the identification of the lowest responsive bidder provided the bid is within the budget and funding constraints for the project.

IX. OWNER CONTROLLED INSURANCE PROGRAM (SAFETY)
IX. Owner Controlled Insurance Program (OCIP) General Contractor and all Subcontractors will be required to enroll in the Owner Controlled Insurance Program. General Contractor will be responsible for enrolling all subcontractors, excluding demolition or hazmat contractors.
SAFETY FIRST! The Regional Intermodal Transportation Center, Elevated Walkway, and Replacement Parking Structure projects will be managed during construction with a heightened attention level of self awareness combined with strict oversight and enforcement of safety standards & practices

X. SEPARATE PROCUREMENT ACTIVITIES •Replacement Parking Structure (RPS) – Five (5) levels (4 elevated) – 1,043 parking spaces. Post-tensioned concrete parking structure with spread footings. This new parking structure serves to replace the parking spaces lost as a result of the construction of the RITC & EW project. NOTE: This project is subject to the 2010 Building Code.

[NOTE CORRECTION: This is not a federally funded project]. •Purchase – Base Isolator(s) – RITC Structure & Elevated Walkway (Timeframe for purchase Nov/Dec 2011). •RFQ/RFP – Special Inspection & Materials Testing – all code required special inspection & materials testing will be performed by up to three (3) firms selected firms. Release date of RFQ/RFP is scheduled for late October 2011.

PROJECT DESCRIPTION (REDESIGN & REBID) WE LISTENED TO YOU!! •Reduced steel tonnage significantly-eliminated one whole floor. •Lowered transit station to grade. •Changed round steel columns to square steel columns. •Changed steel to concrete columns on first floor to expedite construction while steel is being fabricated. •Eliminated cellular steel decking and internal waterproofing. •Eliminated over excavation and re-compaction at pile caps. •Eliminated complex trusses and plate girders.

PROJECT DESCRIPTION (REDESIGN & REBID) WE LISTENED TO YOU!! •Eliminated castellated beams. •Changed roofing system to pre-engineered flat roof. •Changed Customer Service Building to pre-engineered building. •Lowered elevation of Elevated Walkway (lowered by approx. 20’) •One Bid Price….no additive alternates. •Extended construction schedule.

PROJECT DESCRIPTION (REDESIGN & REBID) •RITC Structure - Level 1 (at grade), Level 2, & Level 3 - approx. 370,000 SF (elevated) Multi-level steel base-isolated consolidated rental car facility-customer service building, rental car premium booths, maintenance, car wash and vehicle fueling stations, ready-return rental car parking and transit station; inclusive of all underground utilities (new & relocated); hardscape & landscape; and RPS site prep work only.

PROCUREMENT BASE BID & BASIS OF AWARD • The Base Bid will be comprised of components of the Project: • RITC Structure (Level 1, 2, 3); Customer Service Building, Bus Transit Station (at grade), and associated infrastructure, utilities (new & relocated); hardscape & landscape, way-finding signage • Elevated Walkway • Off-Site Improvements NOTE: The base isolators will be procured directly by the Authority, delivered and stored on-site ready for contractor installation.

Award of a contract will be based on the identification of the lowest responsive bidder provided the bid is within the budget and funding constraints for the project.

IX. OWNER CONTROLLED INSURANCE PROGRAM (SAFETY)
IX. Owner Controlled Insurance Program (OCIP) General Contractor and all Subcontractors will be required to enroll in the Owner Controlled Insurance Program. General Contractor will be responsible for enrolling all subcontractors, excluding demolition or hazmat contractors.
SAFETY FIRST! The Regional Intermodal Transportation Center, Elevated Walkway, and Replacement Parking Structure projects will be managed during construction with a heightened attention level of self awareness combined with strict oversight and enforcement of safety standards & practices

This new parking structure serves to replace the parking spaces lost as a result of the construction of the RITC & EW project. NOTE: This project is subject to the 2010 Building Code.
