Pay-As-You-Throw Model • 1992 Harford County levied a “tipping fee” – 1993: 237 tons/month in trash & 63 tons/month recycling w/3,560 Households - Tipping Fee $35/Ton – 2016: 287 tons/month in trash & 76 tons/month recycling w/4,492 Households; Tipping Fee $72/ton • City Staff unable to enforce compliance; phone calls are confrontational with “sticker was on the bag” or “you missed my stop”, etc. • Staff pick up trash; without sticker so not to revisit • Sampled 50 houses/ zone for 2 weeks: 400 houses total (Summer 2017) – 73% compliance ($4,186/year) for sample size – Potential revenue lost (citywide) = ~$45,000 per year Bags

Trash & Recycling Container Standards • No standard containers clearly identifying recycling and trash – Trash placed in bags or different container sizes – Trash and recycling often co-mingled – Staff has to pick up waste and recycling; this results in • Bags tear and rip open when picked up; liquids leach out and onto the ground. • Lift injuries from throwing trash into the truck • Cut or jabbed by unknown objects • Physically handling raw trash

“Toter” Carts • FY17 Trash Truck purchase with Toter Lifter • FY18 Trash Trucks (3) retrofit with Toter Lifter • FY18 Budget Authorized $400,000 for purchase of one (1) Trash and one (1) Recycle Container per resident – Purchase finalized; delivery in approximately 30-60 days – Deliver to residents in Feb/March (weather dependent) 64-Gallon Container

Fee Structure Options • Option # 1: Absorb Tipping Fee into the General Fund Budget (FY 18 budget is expected to be $255,000) • Option # 2: Partially subsidized by charging $60/year through the Water & Sewer Bill to cover the anticipated tipping fee charged to the City • Option # 3: Establish an enterprise fund account for Trash & Recycling; resident charged $18/month = $216/year

Additional Fee Possible Options • Additional Trash Container – Residents exceeding more one (1) container a monthly basis are charged additional collection fees – Option # 2 – $120/year for two Trash Container – Option # 3 – Resident charged $23/month = $272/year for an additional Trash Container • Yard Waste & Bulk Pickup – Yard Waste: No change to schedule or fees – Bulk Pickup: No change in guidelines using established City’s Trash & Recycling Guide • Up to three (3) Bulk Pickups/FY/resident = No additional costs • More than three (3) Bulk Pickups = $15 per additional pickup

Benefits • Increases safety and improves efficiency • Standardized containers: Less weight of trash = lower tipping fees – Promotes recycling by limiting trash container size; – Decreases confusion between trash & recycling container; – Lids prevents rain from entering the container and liquids do not leach into the ground • Fee Structure • Incentivizes residents complying with the program • Eliminates confrontation & policies associated with the sticker program 11/13/2017
