Board Chair Fles declared a quorum present and called the meeting to order at 7:04 PM.

REVIEW AND APPROVAL OF AGENDA /MINUTES

VOTED: Motion by Director Gould to approve the agenda as amended, seconded by Director Gammon. 9,982 – 0 2 – 0 Student Motion carried.

VOTED: Motion by Director Gould to approve the minutes of the March 3, 2016 Regular Board Meeting, 9,982 – 0 March 22, 2016 Special Board Meeting, and March 22, 2016 Special Board Meeting 2 – 0 Student (Expulsion Hearing), seconded by Director Couture. Motion carried.

III.

RECOGNITION AND CELEBRATIONS A. The Board welcomed new Randolph School Board Member, Michael Gammon, to the MSAD 11 Board of Directors.

COMMITTEE REPORTS A. Curriculum Committee – At its March 4th meeting, the Committee was joined by Todd Sanders, Principal Gardiner Regional Middle School, Susan Oakland, GRMS Guidance Counselor, and Marilyn Grizkewitsch, GRMS Special Education Instructor to discuss the Building Assets and Reducing Risks (B.A.R.R.) Model and its scheduled implementation at GRMS. Katie Joseph, Director of Curriculum & Instruction reviewed the proposed 2016 – 2017 Curriculum and Instruction Budget. B. Dropout Prevention Committee – At its March 24th meeting, the Committee tabled discussion of the student survey results until its next meeting in hopes that all student data would be available. The Committee discussed professional development opportunities as well as chapters 5 & 6 of its professional read. C. Educational Plan Committee – No Meeting. D. Finance Committee – At its April 11th meeting, the Committee was presented with an updated Requested Budget and worksheet reflecting continued discussions with administrators. The Budget Worksheet, including proposed Tier I cuts, reflects an increase in assessment in the amount of $282,882. The Superintendent reviewed changes made to the proposed list of tiered cuts. After discussion, the Committee agreed to add an additional $100,000 to the budget for Special Education out of district placements and $3,000 towards a cooperative girls’ ice hockey team. The Committee voted to recommend the Board approve the District Budget including Tier I Cuts, an additional $100,000 for Special Education out of district placements, and $3,000 towards a cooperative girls’ ice hockey team.

VOTED: 9,982 – 0 2 – 0 Student

Motion by Director Cone to set the 2016 – 2017 District Budget at $23,904,000, seconded by Director Gould.

Motion carried. The Committee was also presented the FY 2017 Adult Education Budget and Worksheet. The requested Adult Education budget is $7,351.21, or 2.58%, more than the current budget. The FY 2017 Adult Education Budget proposes a 2.50% overall increase in assessment to municipalities. The Finance Committee voted unanimously to approve the Adult Education Budget as presented.

OLD BUSINESS A. UPDATE ON EMPOWER AND SAT TESTING Katie Joseph, Director of Curriculum & Instruction, provided an update to the Board on the implementation of the eMPower and SAT Testing.

NEW BUSINESS A. TRANSITIONING FROM NCLB TO EVERY STUDENT SUCCEEDS ACT (ESSA) Katie Joseph, reviewed with the Board the differences between the federal No Child Left Behind (NCLB) Act and the newly implemented Every Student Succeeds Act (ESSA). B. 2016 – 2017 SCHOOL CALENDAR Superintendent Hopkins reminded the Board of the issue created with snow days and the date of graduation and Department of Education attendance requirements.

VOTED: Director Cone motioned for the Superintendent to extend the length of the school day throughout the 9,982 – 0 District by one hour each day for the week of May 9th, seconded by Director Couture. 2 – 0 Student Motion carried.

REPORTS – EDUCATIONAL /ADMINISTRATIVE A. BOARD CHAIR REPORT 

National School Board Association Conference – April 5-8 Director Fles reported on the NSBA Conference in Boston.

B. SUPERINTENDENT REPORT

Student Representatives The Superintendent and Student Representatives are scheduled to meet with the GAHS Sophomore Class to begin the process of electing a new Student Board Representative to replace Cassie Trask, who is scheduled to graduate in June.



Start of School Day The Superintendent stated interest appears to growing amongst local districts to begin discussing the start of the student school day.



Special Board Meeting to Approve the Budget
