Moved by Councillor Hart to adopt the September 14, 2010 Regular Meeting minutes and the Public Hearing for Bylaw 2010-08 meeting minutes of September 14, 2010 as presented. Carried.
DELEGATIONS/PETITIONS 1.
Gordon Sands – Executive Director of Leduc Victim Services
Mayor Gee welcomed Mr. Sands to the meeting. Mr. Sands addressed Council and said he was privileged to attend. He began his presentation giving Council a brief biography of himself. He was a Staff Sergeant for the Calgary Police Service for 26 years, spent 9 years doing Community Services and helped start the Victims Services Program. He then presented a PowerPoint demonstration on Leduc Victim Services, giving immense description and statistics on the service and what it provides to the district Communities. He said the service has been working on a recruitment drive within all the surrounding communities of Leduc and hopes to recruit more Volunteers. He thanked Council for their support and gave his concern regarding the transfer of Corporal Stewart Angus from the Thorsby Detachment and hopes the new Corporal will do a superior job as Corporal Angus did. Mayor Gee thanked him for his attendance.

Norm Osness, Fire Chief – Troy Mutch, Fire Fighter – Thorsby Fire Department – Display new Self Contained Breathing Apparatus
September 28, 2010 Regular Meeting of Council
Chief Osness began his presentation to Council circulating the 2010 statistics. He stated that Thorsby Fire Department has had 57 call outs so far in 2010, which included calls in Leduc County, the Village of Thorsby, as well as Mutual Aid calls in Calmar and Warburg. Chief Osness then displayed to Council the new Self Contained Breathing Apparatus that came in 3 weeks ago. He stated they are “lighter packs, better packs and longer time”. Mayor Gee thanked Chief Osness for his presentation. Firefighter Mutch approached Council and stated the implementation of the Self Rescue System and training facility that began last fall has now been completed. All Firefighters are equipped with the self rescue equipment which consists of an added harness and escape belt which gives all Firefighters the ability to tie off on a roof or ladder, and this will give them a bail out system. Firefighter Mutch attended the Firefighter of the year awards in Ottawa in early September and was honored to be able to make two presentations. He has accepted the Deputy position on the Canadian Fire Services Board, and will represent Thorsby well. He said he attended the Fallen Firefighters Association memorial in Edmonton and felt it was a very humbling experience and he has been asked to be an Honor Guard for this event next year. Councillor Hart asked if Council could assist him in anyway. He responded by stating that it would be nice if another member from the Thorsby Fire Department could be present with him in Ottawa next year, this would be a cost of approximately $1000.00. Peter Pellatt, Mayor from Sundance Beach approached Firefighter Mutch and said that Sundance Beach would be honored to support a member to attend the awards in Ottawa next year. Mayor Gee thanked Firefighter Mutch and Chief Osness for their attendance.

Peter Pellatt, Mayor of Sundance Beach
Mr. Pellatt approached Council and asked if they would agree to provide administrative services to the Summer Villages of Sundance Beach and Silver Beach as per the terms of the Administrative Services Agreement(s) that were presented to Council. 2010-272
Moved by Councillor Hart that the Village of Thorsby agree to provide administrative services to the Summer Villages of Sundance Beach and Silver Beach as per the terms of the Administrative Service Agreement(s) that were presented. Carried. CAO Wynne said the Village of Thorsby will provide the Chief Administrative Officer and administration services to Sundance Beach and Silver Beach as per the Municipal Government Act. Councillor Hart said this was precedent setting within Alberta and congratulated the Village of Thorsby and the Summer Villages of Sundance Beach and Silver Beach. The agreement was endorsed by all parties and the media took pictures. REPORTS/RESOLUTIONS 1.

Recreation Complex Concession – Request for Proposal Responses
CAO Wynne read aloud the memorandum which gave background on contracting out of the Recreation Complex Concession for the 2010/2011 season. He stated he will effect a Memorandum of Understanding with the contractor. Discussion occurred amongst Council with a concern voiced from Councillor Hart on the amount of $200.00 per month that the contractor was to pay. Councillor Rasch advised that he would like more time to discuss this issue. CAO Wynne said that the contracting out of the concession was not a spur of the moment decision and that Council had discussed this two times previously. He felt that making the Memorandum of Understanding was within the domain of Administration and that any further delays would result in the concession not opening for some time. Moved by Councillor Osness that Council contract the Recreation Complex Concession operation for the 2010/2011 season to Melody Sommerfeld in accordance with a Memorandum of Understanding (MOU) to be prepared by Administration. Carried. 3.

Elementary School Recycling Award
CAO Wynne advised Council he had spoken with Mrs. Chris Grab, Principal of Thorsby Elementary School, and that she was proud to advise that the school has won a Provincial Recycling Award which included a $2500.00 cheque. He informed Council they have been invited to the presentation ceremony on October 6, 2010 at 1:30 p.m. CAO Wynne asked Council if they would consider supporting the school’s recycling program by paying for Blue Bin pick up for one year, at a cost of $200.00 per school. 2010-279
Moved by Councillor Hart that Council support the elementary and senior high schools' recycling program by paying the cost of Blue Bin pickup service for a period of one year. Carried.
