Bristol’s Green Ambition • Nominated for European Green Capital 2015 (second nomination in two years) • Mayor Ferguson leads the core cities portfolio on carbon reduction and energy efficiency • Britain’s first cycling city • Grassroots and cultural engagement with carbon reduction and energy efficiency
Retrofitting Opportunities in Bristol • Around 194,000 residential dwellings in Bristol • 80% of stock is privately owned • 11% of stock has a SAP rating that is 38 or lower (Band F or G) • 60% of housing stock is pre-1944, 1/3 is pre 1919 • Addressing the effect that cold houses have on health, tacking fuel poverty and reducing carbon emissions are key elements of Bristol City Council’s housing strategy
Bristol City Council and Green Deal • BCC are developing a strategy to engage with Green Deal • The plan is to develop partnership frameworks to allow Green Deal delivery in the city to both social housing and private dwellings • Opportunities to develop area based approaches are currently being explored • BCC are committed to helping residents access high quality and value installations
ELENA Funding • ELENA – European Local Energy Assistance • ELENA technical assistance grant of £2.5m to provide us with additional staff resources and funding for preparing the programme • Can be spent on developing domestic & public sector programmes • Requirement is to deliver at least 25 times the grant • This means that we have to deliver at least £62.5m by the end of the 3-year ELENA period • Implementation means having signed the contracts with construction companies
Bristol Home Energy Upgrade • DECC funded scheme that piloted aspects of the Green Deal – combining a subsidy with a PAYS loan • Concentrated on the upgrade of heating systems and fitting SWI • 450 applications with a 33% conversion rate • The scheme generated national interest for it’s attempts to engage the private sector in retrofitting, culminating in a visit by Secretary of State Ed Davey • The demand for SWI far outstripped the supply, suggesting further opportunities for this installation
Planned ELENA Projects • Solar PV programme for council owned properties • District heating schemes for central Bristol and other locations • Using Green Deal and ECO funding to finance a city wide retrofitting programme • Setting up a Bristol Energy Company to tie these projects together and expand
Role of SME Businesses • BCC is committed to engaging with SMEs to carry out this work • Employing local companies will benefit Bristol’s economy • Local business networks and colleges will partner us in bridging skills gaps • SMEs who work with BCC to get the right accreditation can tender for work and be placed on BCC’s approved lists, benefitting from our branding to attract customers
