Meeting Agenda Applicant Presentation – Details of revised plan, including proposed block and street dimensions, street sections, and esplanade design Staff Presentation – Review of revised plan Discussion of street network and block structure SPRC Discussion There were several questions regarding the traffic numbers provided by the applicant. Members requested that a one-page document be posted on the SPRC website which explains the projections and assumptions and compares them with existing traffic volume. One member raised the issue that traffic counts in all of Rosslyn may vary greatly depending on the transportation improvements recommended and achieved through Realize Rosslyn. Arlington Ridge Road could have less traffic or more traffic based on these decisions. Questions were raised about the character of Arlington Ridge Road below the esplanade. Some members expressed concern about the safety of sidewalks on the service and through-traffic oriented road. One member compared it to the Fort Meyer Drive tunnel. Members generally supported the concept of shared streets on the internal loop road. They should be designed to be closed periodically for public events/festivals. One member questioned the assumed time frame for the 18 th Street connection from Kent Street to Lynn Street. This may take decades to complete. Some members questioned the concept of the esplanade adjacent to I-66 and raised concerns that it would not be highly utilized. Some members felt that the pedestrian-nature of the esplanade would be negatively impacted by the inclusion of more vehicular traffic. One member noted that keeping the esplanade deck over Arlington Ridge Road would allow for the potential connection of the esplanade to the south of Wilson Boulevard in the future. Members discussed the proposed widths of 17th and 18th Street. Some felt they needed to be wider to accommodate some parking and wide sidewalks adjacent to retail.
One member noted that the pedestrian/bicycle ramp proposed from 19th and Wilson to esplanade should be ADA compliant if possible. Members discussed the view from the esplanade, which would primarily include a view of I-66 and trees. Some felt that an elevated view which allowed some view of DC would be preferable. One member noted that the esplanade should be integrated with Arlington Ridge Road so that it feels overtly public. The proposed elevated esplanade is similar to other grade-separated plazas in Rosslyn. One member raised a concern that the inclusion of additional street connections would take away from open space on the site which could be green/planted.
