EXPRESSIONS OF INTEREST ARE SOUGHT FROM QUALITY ACCOMMODATION PROVIDERS FOR THE DEVELOPMENT OF LOW IMPACT HOLIDAY ACCOMMODATION AT PINKY BEACH ON ROTTNEST ISLAND

The location, comprising an area of approximately 16000 m2, offers panoramic north facing views and is adjacent to the iconic Bathurst lighthouse. The land is being offered by way of leasehold tenure. The length and conditions of this leasehold will be negotiated with the preferred proponent based on a range of economic, environmental and sustainability criteria already established by the Rottnest Island Authority (RIA).

Interested parties must address the following criteria: • Development vision, innovation and adherence to design guidelines • Demonstrate the financial capacity to develop the proposed facility • Demonstrate the capacity to sustainably operate the proposed facility, whilst maintaining the highest standards of quality and service

Rottnest Island is an A-Class Reserve and accordingly some development constraints will apply. It is important that any proposal responds to and respects the unique ecology, culture and heritage of Rottnest Island and is a model of style, quality and sustainability.

The developer will lease the site on an as inspected basis and will be responsible for all site preparation and the cost of connection to services. 3

  Design Guidelines  The RIA has developed site specific design guidelines for the Pinky Beach site and these form part of the information package. The RIA’s preferred style of accommodation for Pinky Beach is an eco-style beach version combining the excitement of camping with the luxury of quality tented accommodation. It should provide a high level of amenity but with a low impact on the site, whilst remaining responsive to the distinctive quality of the location.

  Assessment Process  EOI Selection Criteria Proponents are required to submit the following information in no more than three (3) pages per criteria, to clearly demonstrate their financial, technical and operational capacity to deliver the development.

Experience and Capability

Company name, company profile, delivery team composition, previous project experience, and capability to achieve design and development objectives.

Sustainability The incorporation into the design and operating concept of features and systems for the delivery of a facility that sits in harmony with the Island, and which is in keeping with the aspirations of the RIA for long term economic, environmental and social sustainability. This includes both development (construction, design) and operational sustainability.

Development Vision Vision for the site and how key development objectives will be met, proposed accommodation mix, precinct activation strategies and integration with the Rottnest Island Management Plan (RIMP) 2014-2019.

Commercial Terms and Delivery Proposed headline Lease terms and conditions and an indicative building construction timeline for delivering the project.

Financial Capacity Supply financial information that clearly demonstrates the proponent’s viability to lease the land and fund or finance the project delivery over the project timeline.

  Evaluation Process 

An evaluation panel of suitably qualified representatives will use the following methodology to review all EOI responses. • Check each proposal for completeness and compliance. • Score each proposal against the selection criteria. • Review and investigate the financial capacity for the proponent to deliver the project. • Determine the most suitable Proponent at its absolute discretion.
