Safety Harbor Little League Spring 2018 Rules Majors Baseball Division Objective 1. Create an environment that is more competitive than the Minors Division, but still emphasizes an educational and fun environment. Mandatory Minimum Play Requirements 1. As outlined in the green Little League  rulebook. Game Guidelines 1. No new inning shall start two (2) hours after the official scheduled start time. 2. If an inning begins before two (2) hours after the official scheduled start time, the inning shall be completed. 3. If a game is tied at the end of six (6) innings or after an inning described above (#2), “Texas Tie-Breaker” rules shall be followed. 4. If after four (4) innings, (three (3) and one-half (½) innings if the home team is ahead) a team is winning by ten (10) or more runs, the game shall not continue. 5. There will be one official scorebook for all games. The home team will provide the official scorekeeper. The book will be stored in the field house and shall not be removed from the fields. 6. Each manager is to track pitch counts and complete their PITCH COUNT and SITTING LOGS and make them available each game. All managers have the right to inspect the other manager’s PITCH COUNT and SITTING LOGS before each game. 7. All scores & pitch counts must be e-mailed to the league’s website ([email protected]) immediately following each game by both managers. 8. If a team cannot field nine (9) players at the start of the game, the game will be played, with the team borrowing players, but the result will be counted as a loss for the forfeiting team by a score of 6-0. 9. Pitch count rules shall be enforced for all games, including forfeit games. 10. New for 2017: Rule 6.02 (c) - After entering the batter’s box, the batter must remain in the box with at least one foot throughout the at bat. Exceptions: 1. 2. 3. 4. 5. 6. 7.

On a swing, slap, or check swing. When forced out of the box by a pitch. When the batter attempts a “drag bunt” in Baseball [or attempts a “slap” or “slap bunt” in Softball] When the catcher does not catch the pitched ball. When a play has been attempted. BASEBALL: When the pitcher leaves the dirt area of the pitching mound or takes a position more than five feet from the pitcher’s plate after receiving the ball or the catcher leaves the catcher’s box. 8. On a three ball count pitch that is a strike that the batter thinks it is a ball.

Penalty: If the batter leaves the batter’s box or delays play and none of the exceptions apply, the umpire shall warn the batter. After one warning on a batter, the umpire shall call a strike. Any number of strikes can be called on each batter. Minor/Major Division Baseball: No pitch has to be thrown, the ball is dead, and no runners may advance. NOTE: The batter may return their position in the batter’s box and assume the new count at any time during the at-bat, unless such enforced penalty is the third strike.

11. A pitcher reaching his or her pitch limit while pitching to a batter may finish that batter without consequence to his pitch count 12. New for 2017: Rule 6.08 (a) (2) - Prior to a pitch being thrown, the defense elects to “Intentionally Walk” the batter by announcing such decision to the plate umpire. NOTE 1: Such notification must be made by the defensive manager. The manager must request and be granted “time” by the umpire and then inform the umpire of the defense’s intent to walk the batter. NOTE 2: The ball is dead and no other runners may advance unless forced by the batter’s award. Four (4) pitches will be added to the pitch count.

13. Beginning with the 2018 season, non-wood and laminated bats used in the Little League (Majors) and below, Intermediate (50-70) Division, Junior League divisions, and Challenger division shall bear the USA Baseball logo signifying that the bat meets the USABat – USA Baseball’s Youth Bat Performance Standard. All BPF – 1.15 bats will be prohibited beginning with the 2018 season. Additionally, starting in 2018, the bat diameter shall not exceed 2⅝ inches for these divisions of play.
