MISSION STATEMENT Eastside Little League is a non-profit organization dedicated to promoting the ideals of good sportsmanship, honesty, loyalty, courage and respect for authority to the children of our community through participation in baseball and softball. Our goals are to enable all players to learn the game, develop their skills at playing the game, and to reach their full potential as athletes and citizens. Our initiatives include, but are not limited to, the following: • • • • • •

Making the game fun for all participants while also providing a safe play environment. Teaching the fundamentals of baseball and softball. Developing a good foundation of sportsmanship including managing success and disappointment. Instilling confidence in and building self-esteem of our participants. Encouraging social interaction and exercise in a team setting. Promoting teamwork and the responsibilities of being a good team player.

Eastside Little League Safety Office has filed plan with Little League International . Eastside Little League will collaborate with The District Administrator on the Plan and provide the D.A. a copy of the completed Plan. Eastside Little League President will distribute paper copy of ASAP plan to all Coaches and League Officials, as well as the “ASAP News” newsletters. Eastside Little League will post the plan on our website (www.eastside-littleleague.com). Eastside Little League will post the plan at the league Concessions Stand (20 Loudisa Drive, Rochester, NY, 14609). Eastside Little League will post the plan at each field.

4. Procedures for Emergencies: •

• •



ALL injuries will be reported to the League Concessions Stand immediately, and to the League Safety Officer within 24 hours. The Safety Officer or designee will insure completion of the appropriate Accident Reporting Form or Incident Reporting Form by the Coach on the field at the time of the incident, and forward appropriate Form to the League President and Little League International per LLI requirements. (See Addendum #1 and #2) ANY injury deemed to be of a serious nature will prompt a call to 911 for professional medical care and evaluation. Each team shall have a Coach or Parent present with Emergency First Aid training that will ascertain the seriousness of any injury and assist in determining the need for professional medical attention. ALL Coaches and Parents are supported if any individual feels contacting 911 for professional medical attention is appropriate.

5. Volunteer Application Forms • •

Eastside Little League uses the official current-year Little League forms to screen all volunteers. (See Addendum #3 and #4) Eastside Little League performs background checks on managers, coaches, volunteer umpires, concession stand staff, Board of Directors members and others who play a significant role within the program or otherwise have access to the players of the League.

6. Fundamentals Training Eastside Little League Coach Training Includes: •

Field Training, March 24, 2018: all coaches meet with the Board of Directors to review the League mission statement, rules, guidelines and policies. Coaches are provided copies of the Little League Official Rules books, Safety Plan, and advised of League expectations for appropriate behavior with players, parents, opposing coaches and game officials. (See Addendum #5) Coaches are required to complete the Positive Coach Alliance (PCA) Double-Goal Coach: Coaching for Winning and Life Lessons certification prior to the start of the season. Coaches are encouraged to attend supplemental training such as “Big Al” Price Coach Clinics, and other training provided by the League and/or District 4 to improve individual coaching skills and knowledge. Coaches are fully informed of resources provided by Little League International (i.e., Little League University on-line resources). Eastside Little League maintains a record of attendance by Coaches for the respective training initiatives noted above. Eastside Little League distributes the LLI Parent Code of Conduct to all Parents, and instructs Parents/Guardians that ALL spectators are expected to adhere to the provisions of the Code. (See Addendum #6)

7. First Aid Training Eastside Coaches are provided access yearly to Basic First Aid as provided by the City of Rochester Department of Recreation and Youth Services. Coaches are informed that at least one Coach or Assistant Coach per team is required to have completed a course in Basic First Aid. Compliance is verified by the League Safety Officer or his/her designee, and the attendees and date of attendance for Basic First Aid will be maintained by the League.

8. Field Inspections •





Coaches are required to inspect the fields prior to practices and games for any condition on the field, dugouts or adjacent areas that present any safety hazard or unsafe condition. This includes but is not limited to holes on the field, improperly secured bases, home plates or pitching rubbers, fencing, benches or anything players or spectators may come in contact with. Coaches have full discretion to discontinue or not start activities if he/she determines an unsafe condition exists. (See Addendum #7, #8, #9, #10 and #11) Coaches that have identified an unsafe condition are required to immediately report such condition to the League Safety Officer and/or the League President. The League Safety Officer or League President will facilitate repairs or necessary action to correct the unsafe condition. Umpires are also responsible for ensuring a hazard-free field before each game and have full authority to cease activities related to an unsafe condition. 4

9. Complete Facility Survey Eastside Little League will complete 2018 Annual Little League Facility Survey online.

10. Concession Stand Safety •



The Eastside Concession Stand will always operate under the direct supervision of someone that has completed the Level 1 Food Handler in Charge certification program conducted by the County of Monroe Department of Health to insure proper food handling procedures. Volunteers assisting certified staff in the Concessions Stand will be informed of procedures (i.e, sanitation, hand washing, use of gloves for all food handling) and informed of the League Safety Plan (which shall be posted in the Concessions Stand). (See Addendum #12)

11. Equipment Inspections • • •



The League President or his designee will inspect all equipment prior to issuing equipment to managers/coaches. Managers/Coaches will inspect equipment prior to all practices and contests. Faulty, broken or worn out equipment will be immediately removed from service and returned to the League President or designee for proper inspection, repair and/or destruction. Eastside Little League will comply with new 2018 LLI Bat standards.

12. Accident Reporting Forms Eastside Little League uses the official Little League Accident Notification Form to report all accidents and injuries.

13. First Aid Kits • • • •

First Aid kits are distributed to managers and coaches at beginning of practices/regular season. Each Team is required to have a complete kit at every practice and game. The League Safety Officer or designee will distribute additional First Aid kits as requested. Eastside Little League maintains an Automated Electronic Defibrillator (AED) at the Tryon Park Concessions Stand. The AED is available to anyone, and the Basic First Aid training provided to Coaches and Volunteers includes proper use of the AED.

14. Enforce Little League Rules •

Eastside Little League will provide LLI official rule books to team managers and coaches. 5



Eastside Little League enforces League Rules including the following: - No on-deck area for Majors program and younger. (See Addendum #10) - No “batting do-nuts” used for warm-up purposes. - Players warm up other players/pitchers; no parent/coach warmup. (See Addendum #11) - Catchers use of “dangling” throat guards. - Use of disengageable bases on all fields. - Use of certified bats compliant with 2018 LLI Bat standards. -Uses protective plastic fence-top covering on all outfield fencing.

15. Provide Registration Data League Secretary will submit Player Registration/Coach/Manager Data to Little League Data center.

16. Shared Ideas and Experiences Eastside Little League strives to provide a positive experience for League participants and their parents and guardians, and share the experiences with other Leagues in District 4. In this spirit of collaboration, Eastside Little League has initiated the following activities to further improve the Little League experience for our participants: •







Eastside Little League facilitates an Opening Day Parade from our field at Farmington Park to our main fields at Tryon Park. The parade is open to everyone involved with the league and is led by the Eastside Team Mascot, “Sparks” the Dragon. The parade involves the Rochester Police Department for security and escort purposes, the Rochester Fire Department and the Rochester City School District All City Band. The Parade is a great kick-off to the season and is a great introduction to the League for new participants. Eastside Little League hosts a “Movies on the Mound” on the evening of our Closing Day. A screen is hung on the backstop of our main field, and a family oriented movie is projected. (Last year’s screening was “The Sandlot”). Folks bring lawn chairs and blankets to enjoy the show, and our Concessions Stand provides fresh popcorn and drinks. This has proven to be a great evening of family entertainment. Eastside Little League facilitates yearly games at the Baseball Hall of Fame Doubleday Field in Cooperstown. League participants age 13 and above play 2 games on this hallowed ground, providing a memorable experience playing on the same field that some of the greatest names in the history of the game have played on. Eastside Little league hosts an annual “Hot Dog Day” in support of the CURE Childhood cancer organization. After the loss of an Eastside player to childhood cancer in 2015, the League held a successful fundraiser for the organization, with proceeds from the sale of hot dogs at our Concessions Stand donated to CURE. That initial event has continued, and become a regular part of the Eastside season.
