BE IT RESOLVED that the following be added under DISTRICT COUNCILS: DISTRICT COUNCILS 1.
a) Each district shall establish a District Council to be made up of all the SHSAA High School Representatives in the district.

b) A District Council may provide in its bylaws that other persons such as trustees, coaches, or officials may be voting members of the District Council provided: i) that the appointment or election of such persons must be approved by the Member operating the high school that the persons are representing; and ii) that such persons shall not vote to elect the Voting Delegates to the annual meeting. 2.
a) The District Council may pass a District constitution, bylaws, elect officers, hold meetings and collect district membership fees, provided however, that the purposes, aims, and rules of such District Councils shall be compatible with the constitution, bylaws and policies of the Association.

b) Prior to any District Council constitution, bylaws or amendments to the constitution or bylaws, taking effect, the bylaws or amendments passed by the District Council must be brought forward for approval by the Executive Council. c) In the absence of a District Bylaw or Policy to deal with a particular situation arising in a District, the current SHSAA Bylaws and Policies shall be used. BE IT RESOLVED that the Bylaw GRADE 8 STUDENTS be amended to include the following: Grade 8 Students 2.
a) In the case of a high school designated as 1A or 2A by the Association a Grade 8 student may play as a representative of the high school in the sports of basketball, volleyball, soccer and curling provided that: i) the use of grade 8 students is required to establish a team, and ii) the Executive Director has approved of the use of Grade 8 students, (See Form E2) and iii) if approved, no more than 25% of the team consists of Grade 8 students, and iv) other than being in Grade 8, each student otherwise meets all the eligibility requirements of the Association, and v) the student must be attending the school which is making the application for use of the Grade 8 student. b) In the case of all other high schools, a Grade 8 student may play as a representative of the high school in the sports of basketball, volleyball soccer and curling provided that: i) the use of Grade 8 students is required to establish a team, and ii) the Executive Council of the Association has approved of the use of Grade 8 students for that school in that school year (See Form E2); and iii) if approved, no more than 25% of the team consists of Grade 8 students; and iv) other than being in Grade 8 each student otherwise meets all the eligibility requirements of the Association. v) the student must be attending the school which is making the application for use of the Grade 8 student.

Students registered in sport specific school programs/courses or academies in Saskatchewan or any other province shall not be eligible for competition in SHSAA sanctioned events in that sport or sports (only) for that school year or in the event of a program/course or academy occurring after the season of play, the student will be ineligible to participate in that sport for the following season of play. BE IT RESOLVED that the SHSAA amend the bylaw regarding provincial competitions, effective September of the 2014-2015 school year, to read: 3.
b)
A team that withdraws from the playoffs leading to a provincial championship, including consolation playoffs, must pay the sum of $200 to the Association as a withdrawal fee. Any school that is unable to travel due to School Division weather policies be exempt from the withdrawal fee. The school must communicate with the SHSAA office and the host school prior to the scheduled competition. Those teams that do not contact the SHSAA office or do not show up for their scheduled contests are suspended from provincial play downs the following year and are assessed a $1000.00 fine. Offending schools would be suspended from all SHSAA competitions that school year until payment is received.

BE IT RESOLVED that the SHSAA amend the bylaw regarding conference make up, CLASSIFIED ACTIVITIES, effective September of the 2014-2015 school year, to read: CLASSIFIED ACTIVITIES Classified activities will advance teams through three levels of play to determine provincial champions. Playoffs at the conference, regional and provincial level will be organized by the SHSAA office. The conference boundaries for volleyball and basketball will be released by the SHSAA office six weeks prior to the date of the Conference playoffs. The conferences will be conducted by the school named by the District to host on their behalf (soccer, football, volleyball, curling, wrestling, badminton and basketball). All tournaments, whether requiring written sanction or not, involving students from any school operated by Members of the Association must meet the following tournament requirements: a) tournaments must include only high school students who meet the eligibility requirements of the Association or the eligibility requirements of their home jurisdiction; b) awards are restricted to a team trophy, shield and/or individual ribbons, trophies, medallions or crests, and any other individual awards not exceeding a value of $50; c) teams may not play out of province unless approved by the Executive Council; d) for basketball and soccer tournaments, no more than 96 minutes and 180 minutes respectively (exclusive of necessary overtime) are to be scheduled for any one day; e) no Sunday games or contests shall be scheduled; f) the tournament is not organized for the purpose of determining or leading to a Regional or National High School Championship; g) the contest must not violate the bylaws, or regulations of the Association or the host organization; h) a maximum entry fee of $150.00 $250.00 may be charged per team or per school and $250.00 for out of province teams. i) a maximum entry fee for wrestling shall be $15.00 per wrestler.

BE IT RESOLVED that the following be added to the SHSAA amendments to the CAFA rules: 9.
RULES: The SHSAA has adopted the Canadian Amateur Football Rules for all categories of high school football with modifications outlined below: 1) All “No Yards” penalties on punt returns shall be assessed as 10 yards. 2) The player snapping the ball cannot be contacted after release of the ball until the player: a) Crosses the one-yard restraining zone; or b) Sets up in a pass-blocking stance Penalty: A 15-yard unnecessary roughness penalty. 3) It is illegal for any player outside the ‘close line play area’ to block below the waist. The CLPA is defined as two yards on either side of the line of scrimmage and tackle to tackle (9-man: five offensive linemen provided these 5 are in formation taking their normal splits of 1-2 yards from their nearest inside man; 6-man: three offensive linemen with the above provision accounted for; ends in the 6-man and 9-man games are not allowed to block below the waist if they are split further than 2 yards from their nearest inside lineman). 4) When a player goes down with an injury where he/she is attended to by a person from the sideline, the player must remain off the field for a minimum of three plays including special team play. 5) For nine man and twelve man football, the clock shall stop after a first down has been gained. 6) Effective 2015, high school football teams will keep the eligible and ineligible numbering system currently in place by Football Canada.

RALLY SCORING will be used for high school play with the exception that the third set of a best of 3 match is to be played to 25 15 points during SHSAA Playoffs Round Robin play. Third set in matches played in a playoff bracket will be played to 25 points. 1) A team must win by two points. 2) There is no point cap. 3) There is a coin toss prior to the third set to determine service and side, as this is a tiebreaker set. 4) Teams WILL change sides in a third set. The teams change sides when one team reaches 13 8 points in sets played to 15 (SHSAA Round Robin play) and at 13 when playing sets to 25 points.
