SCOA Integrated Consultative Forum Agenda Item 7: Establishment of provincial forums

Provincial forums • While the SCOA ICF will provide for decision making and communication as it relates directly to piloting and other developments, what about nonpiloting municipalities? • In this regard its recommended that each provincial treasury host quarterly SCOA information sessions /workshops • Its proposed that existing CFO Forums be utilised for this purpose and that SCOA become a standing agenda item for feedback and risk management • Where CFO Forums are not fully functional and don’t meet quarterly, PT’s must ensure this position is remedies ASAP • The SCOA Project Team (NT) will provide a generic presentation to all 9 PT’s for use at the CFO Forums • Risk Matrix, Risks and Responses – discussed and actions formulated • The directors within IGR: LGBA will be capacitated in support of this initiative 2
Recommendations It is recommended to the SCOA ICF that: • Notes the establishment of provincial SCOA forums • The current CFO Forums be utilised as the vehicle for the provincial forums in that SCOA becomes a standing agenda item going forward • Where CFO Forums don’t convene on a quarterly basis, this be remedied as a matter of urgency • Notes that the SCOA ICF will provide the strategic direction for the provincial forums • All municipalities within each province need to regularly attend the CFO Forum • All municipalities in the province need to report their progress and challenges regularly at each meeting of the provincial treasury forums • All provincial treasuries must report back to NT the progress and/or challenges that they face at individual municipalities • That the NT (CD: LGBA) will provide a generic presentation for the use by all 9 provincial treasuries
