Scope of Work Short-Term Consultant Technical Trainer – Financial and Cooperative Agreement Management

Background
Mozambique is committed to improving health outcomes and strengthening the national healthcare system. CDC/HHS assessment identified challenges in management of USG resources and administration of cooperative agreements, specifically those funded through PEPFAR, among Mozambican institutions involved in delivery of health services. As a result, CDC/HHS requested that appropriate plans be developed to strengthen the financial and management systems of the institutions receiving funding. World Learning (WL), supported in-country by Matrix Group, LDA, will assist CDC and the Government of Mozambique (GOM) to build Mozambican organizational, financial, and managerial skills to improve service delivery and ensure a high level of organizational development so that GOM can meaningfully collaborate with CC and PEPFAR programs to improve national health outcomes. World Learning will utilize tested participatory assessment approaches and tools to engage with selected Mozambican institutions below and develop tailormade capacity-building and mentorship interventions to strengthen their ability to effectively manage HHS/CDC funds with transparency and accountability. As part of a capacity development program, the consultant will provide training to GOM grantees to build the managerial and organizational skills. Training plans and curriculum have been Page | 1
developed by World Learning based on the findings of the individual grantee assessments that have already been conducted. The trainer will work closely with World Learning training design experts (who will be providing the materials and training of trainers) to tailor materials in collaboration with relevant staff from the four GOM grantees. The modular training approach will be tailored to three audiences: 1. Personnel responsible for the overall program management of health services; 2. Personnel responsible for the financial management and grants management of health services; and 3. Personnel who are likely to be tasked with providing ongoing training after the completion of this project. The trainer will ensure that the training fully addresses all the facets of the grants management life cycle deemed most relevant to this audience, as well as how PEPFAR requirements fit into the broader grants management requirements (will be trained during TOT). The trainer will engage with GOM grantees to ensure that new knowledge is put into practice. The consultant will play the various roles of trainer, coach, consultant and mentor. Participants will have differences in experience, specialization and skill level and the technical assistance will be tailored to respond to their diverse needs. The consultant will provide expertise in specialized areas (e.g., finance, grant acquisition, overall grants management requirements, PEPFAR requirements) as needed within the contract award. III.
Approach:
The approach to the training and technical assistance (TA) is to build upon the strengths, weaknesses, and opportunities of grantees identified through the assessment and assist GOM grantees in producing measurable improvements in grants management and organizational performance. The consultant will have the role of a field-based consultant to serve as trainer and the TA advisor. On the basis of the original capacity-building action plan (see assessment reports), the consultant will deliver formal training and develop a customized TA plan with benchmarks to track progress. The trainer and TA services will be fully integrated with the training curriculum (will be provided to consultant). The consultant will use the grants management toolkit, glossary, job aids for specific tasks, FAQs, step-by-step instructions, exercises, and other materials to reinforce the learning and provide ongoing, customized support. Depending on the individual needs of the grantees, the consultant will engage in a variety of TA modalities to best support them in developing their capacity. IV.
Tasks a. Attend 5-day Training of Trainers (TOT), led by WL compliance specialist, on the methodology and curriculum for the formal trainings for the GOM grantees; b. Support Matrix staff in making final logistic arrangements (finalizing participant list, communication with GOM grantees, etc.); c. Conduct working meetings with the program and finance staff from the GOM grantees; d. Review and analyze available documents such as internal regulations, staffing and organizational charts, reports, projects, procedures and monitoring and evaluation plans, strategic plan, and other relevant documents to help understand the organization; Page | 2
e. Deliver and facilitate two 5-day training sessions (with 20 participants each) and one 3day training session with 5 participants based on the training curriculum developed by WL, for GOM grantees; f. Conduct training evaluation at the end of training and provide recommendations for next steps in technical assistance. g. As a direct follow-up to the training curriculum, work directly with each grantee to operationalize the new skills learned in the training – for example, walk the grantee through the steps of the procurement process after the grantee learned the steps in training. h. Provide one-on-one technical mentoring for grantees that have specific needs that cannot be addressed through the follow-up practica or from training; i. Depending on need, provide one-on-one mentoring to include coaching a participant through a grant-related work assignment, reviewing and giving feedback on a grantrelated task, assigning a practice exercise, suggesting course work for review, helping a participant to become more self-sufficient by reviewing the use of reference materials, or asking a participant to coach peers as a way to enhance learning; j. Submit bi-weekly reports to World Learning to report on progress and challenges encountered; k. Submit final report to World Learning by May 20, 2012. V.
