Senior Corporate Buyer (Senior Procurement Specialist) Both permanent and temporary, full-time opportunities are available within the City of Toronto for Senior Corporate Buyers whose municipal purchasing background shows a track record of success in preparing and administering complex, high-value competitive calls. Reporting to the Manager of Purchasing, and assuming both a leadership and a hands-on role, you will participate in the purchase of materials, equipment and services for the City of Toronto and designated Agencies, Boards and Commissions, as well as provide work direction and training to Corporate Buyers and Purchasing support staff on purchasing policies and procedures. MAJOR RESPONSIBILITIES: Your primary responsibilities as a Senior Corporate Buyer will be varied, but you’ll be expected to: • • • •

Direct, participate in, and instruct appropriate staff on the purchase of designated materials, supplies, equipment and services. Coordinate and assign work, instruct and review work of Corporate Buyers and Purchasing support staff for compliance with corporate and divisional policies and procedures, and ensure that work is completed on schedule. Provide information and advice on various materials, equipment and services purchased for the City of Toronto and designated Agencies, Boards and Commissions. Identify appropriate method of purchase and determine, with the Manager of Purchasing, whether written competitive Tenders, Requests for Proposals, Requests for Quotations, Requests for Expression of Interest, Requests for Pre-Qualification, email/telephone/fax Quotation Requests, or other suitable methods are required to ensure that deadlines are not jeopardized. Prepare lists of potential bidders by using computerized mailing lists, the Internet, catalogues, trade directories and other sources. Prepare Requests for Quotation/Proposals, Tenders, Requests for Expression of Interest, Requests for Pre-Qualification, telephone/fax Quotation Requests, and detailing requirements, including specifications, schedule of prices, terms and conditions to be forwarded to potential suppliers. Evaluate summary of bids, ensure that specifications, policies and legal requirements are met, and forward to user division for recommendation. Facilitate Call evaluations, presentations, interviews, proponents and/or site meetings and vendor debriefings, and conduct roster audits. Arrange for the acquisition and testing of samples with the Supervisor, Standards and Specifications and, as required, participate in conducting tests or studies of goods/services with other divisions. Evaluate recommendations received from divisions to ensure that the evaluation of bids received was conducted in accordance with City policies and procedures. Prepare and review reports prepared by Buyers to Standing Committees and Council recommending contract awards, confer with the Legal Services Division and forward bid documents where contracts are required. Prepare Open Contracts/Purchase Orders as a result of the competitive bidding process. Facilitate meetings with divisions relative to materials, equipment and services required. Open public quotations, as required, and sign same to acknowledge receipt. Review sole-source requests and make recommendations, as required. Conduct outreach, training and information sessions to internal and external clients. Ensure purchasing-related files and documentation are properly organized and filed. Prepare and coordinate the timely reply to Freedom of Information requests through the FOI Division of the City of Toronto.

KEY QUALIFICATIONS: Your application for the role of Senior Corporate Buyer (Senior Procurement Specialist) must describe your qualifications as they relate to: 1. Extensive practical buying experience in a municipal environment related to the areas of responsibility listed above, including proven experience preparing and administering complex, high-value competitive calls, preferably as a member of a multi-disciplinary team. 2. Experience interpreting and applying related legislation, Acts and regulations governing the public purchasing function, i.e. Sale of Goods Act, Workplace Safety and Insurance Act, City of Toronto Fair Wage/Labour Trades regulations, Federal and Provincial Sales Tax regulations, etc. 3. Experience in providing work direction and training to appropriate staff. 4. Experience with computerized purchasing systems, i.e. SAP (Purchasing module), etc. 5. Certified Professional Public Buyer's designation from the National Institute of Governmental Purchasing and/or CSCMP designation from the Supply Chain Management Association of Canada, or an equivalent combination of education and experience. Detailed knowledge of the City's Purchasing By-law and purchasing policies. Highly developed communication skills, both oral and written. Excellent interpersonal skills to work effectively with other City and Division staff and members of the public. Excellent analytical and problem-solving skills. Good judgment and initiative to locate proper sources of supplies/disposals, expedite deliveries and maintain optimum business relations with vendors and clients. Familiarity with government legislation in the area of Occupational Health and Safety.
