Presentation: Tom Hutchings, Capital Projects Manager, Arlington County Division of Transportation – Use of Pavers at Clarendon Metro Plaza; Updates on Other Projects  Clarendon Metro Plaza Improvements Project Update: Goal is to update the plaza for increased pedestrians using Metrorail and to better accommodate community activities. Includes new pedestrian paving, curb extensions on Clarendon Boulevard, new seating, streetlights, and covered bike parking. Project is 75% complete. Maintenance will be at least annual. o CoA expressed concern over shifting pavers presenting fall risks. Mr. Hutchings reported that sharp edge pavers were used for a smoother surface. Laid pavers on crushed stone base for stability. Could not use a concrete base in this situation. Pavers were tested.  Clarendon Circle Project: Intersection is being modified for better traffic flow and shorter crossing distances to improve pedestrian and bicyclist safety.  Glebe Road Safety Improvements: Improvements underway to make the intersections along North Glebe Road safer for pedestrians, bicyclists and vehicles.

Minutes Approval MOTION: Unanimously approved the minutes of the July 15, 2013 meeting with corrections: Section V, Senior Centers, change “Anne Peret” to “Ann Marsh” and Section VI, Community Development Citizen Advisory Council, change “No report.” to “Liaison had no substantive report.”

III.

Chair’s Report  Ms. McDermott and Mr. Opalski met with Ms. Blake and Ms. Eisenhart in June to discuss staff support until a new Agency on Aging Director is hired. The Agency on Aging Director position was advertised in August. Interviews are scheduled.  The livable homes event in late June was well attended.  The County Board approved changes to the CoA bylaws in June. The updated bylaws, vision and mission statements are now on the CoA website.  Arlington Mill Community Center is open. First 4 hours of parking are free, 1 more hour than the CoA requested. The parking fee structure will be re-evaluated in several months. The Arlington Commission on Aging, a body of residents experienced in matters concerning older people, advises the Arlington Agency on Aging and the Arlington County Board on aging issues.



At a preliminary DHS FY 2015 budget hearing on September 10, Ms. McDermott expressed thanks for FY 2014 funding and mentioned handyman services as a continuing need for lowincome older persons.

IV.

Director/Staff Report (Glenda Blake)  Over 400 clients were asked about their experiences with the ADSD Customer Service Center (CSC) through a satisfaction survey. Satisfaction ranged from 95%-98% satisfaction in all areas.  More outreach is needed for diverse populations who are not aware of the Division’s services, including caregivers.  The County website is changing to a new website platform this fall. The CoA may want to review their web content after it is transitioned to the new platform.  Walter Reed Adult Day Health Care program had two unannounced licensing visits on the same day and had zero findings in both. Mary Marshall Assisted Living had an unannounced major audit and has now received full licensure for up to one year. In October, the state is coming for an entire week to do an audit of all CSB programs.  Ms. Bah-Duckenfield, the CSC Supervisor, has invited all managers from the Long-Term Care community here to share information on emergency planning, public health issues, and mental health.  EPAC and OEM are holding an Emergency Planning Session on October 3rd from 7-8 pm for the CoA, the Commission on Long-Term Care Residences, and the Disability Advisory Commission.

V.

Committee Reports  Legislative (Joan McDermott): Working on the Candidate Forum. Preparing for meetings with delegates and senators before the next General Assembly session.  Membership (Linc Cummings): Recommendations on 3 candidates were sent to the County Board, which will appoint 1 new CoA member in September to begin serving in October.  Public Information and Outreach (Gordon Hasenei): Finalizing the outreach letter for the speakers bureau. Continuing preparations for The Beacon’s 50+ Expo on October 6th. New Media (Candice Rose): CoA needs to decide whether to continue its Facebook page and who would maintain it.  Senior Centers (Sheila Hess): Briefly reviewed the FY 2013 Site Visit Response Form. Will begin this year’s visits on October 7th at Culpepper Garden Senior Center.  Supportive Services and Housing (Erica Wood): Continuing to do outreach on home modifications and the livable homes tax credit. Will work with Ms. Rose on the Affordable Housing Study. AT Sub-committee (Andrea Walker): Met with Mr. Bob Krollman on September 6th to develop modules on assistive technology devices for presentations at senior centers.

VI.

Liaison/Meetings Reports  Arlington Neighborhood Villages (Andrea Walker): The Arlington Neighborhood Villages project is working on a 501(c)(3) business plan to be filed by the end of November. New website: http://arlnvil.org.  Community Development Citizens Advisory Council (Linc Cummings): Toured 15 affordable housing properties on September 14th. New grant proposals due this week, then evaluation process will begin. 2

Emergency Preparedness Advisory Commission (Kristi Dudash): Planning a regional community exercise for blackout preparedness on September 27th, 7:00 p.m., Central Library. On September 20th, there will be a virtual blackout training webinar for the whole community from 12:00 – 12:30 p.m. Housing Study (Candice Rose): Pressing need for affordable housing was highlighted by the 3,500 applications for 233 affordable units at Arlington Mill. Public hearing on September 26thwill be attended by Ms. Rose and Ms. Wood. Pedestrian Advisory Committee (Don Miller): Discussing limiting obstructions on sidewalks. Senior Adult Council (Andrea Walker): County Fair had “aging” booth area with Council, Alliance, Villages and 55+ programs. 26,000 volunteer hours, representing 11 FTEs, were provided in the last fiscal year. Interviews underway for the Arlington Mill Senior Center Director position. Steering Committee (Lena Wang): September meeting topic: Veterans’ Health and Benefits. Urban Agriculture Task Force (Linc Cummings): Recommendations presented in work session with County Board were well received. County Manager’s response expected by December. Vertical Village (Molly Davis): VOA Chesapeake may start administering the project. Ms. Davis submitted a paper to GSA conference. Looking for possible funding sources to expand it in Arlington. The “How to Navigate Our Changing Healthcare System” program had 14 attendees and was well-received. The panel is willing to present this elsewhere.

VII. Old Business: None. VIII. New Business:  The Chair appointed Lena Wang and Andrea Walker to a Nominating Committee to present a slate for Chair and Vice-Chair of the Commission. The Committee will report at the October meeting.  NVAN Legislative Platform: Ms. Wood reviewed the legislative and budget priorities in the platform. Discussion followed. MOTION: CoA unanimously approved accepting the NVAN Legislative Platform and transmitting it to the County Board for inclusion in County’s Legislative Platform. IX.

Announcements and Public Comment  Ms. McDermott: Recommends the play “The Velocity of Autumn” which tackles the issue of adult children wanting parents to leave home and move into a nursing home.  Dr. Davis: Remarked that incidents in the Northern Virginia LTC Ombudsman report are disturbing and inquired whether the CoA can meet in facilities. Staff suggested the CoA may want to meet in other community settings to expand awareness.  Ms. Blake: Ms. Marsha Allgeier, retired Assistant County Manager, is joining the Culpepper Garden Board.
