State Bar of Michigan Marijuana Law Section Annual Meeting September 23, 2016 9:00 a.m. to 10:00 a.m. The meeting was called to order at 9:03 a.m. Those in attendance at the meeting are attached. Chairperson Bernard Jocuns discussed the year in review, as well as goals for the future for the section. Jocuns pointed out that the State Bar of Michigan’s Marijuana Law Section was the first marijuana law section in the United States. Jocuns also acknowledged the work that has been done by the committees and section members. Matt Abel suggested that the slogan for the section was “Blazing the Trail.” The proposed slate for the three council seats are Barton Morris, Robert Hendricks, and Matthew Abel. These are for three-year terms. There were no nominations from the floor. MOTION made and approved unanimously to close nominations. A voice vote was held and all approved unanimously to elect Barton Morris, Robert Hendricks, and Matthew Abel to three-year council terms. Jocuns discussed the slate of officers for the council. Dan Grow as Chairperson, Mary Chartier as Chairperson-Elect, and Robert Hendricks as Secretary/Treasurer. MOTION made and all approved unanimously to approve the slate of council officers. Chairperson Dan Grow presented the Trailblazer Award for 2016 to Bernard Jocuns for having the vision to begin and implement the Marijuana Law Section. Jocuns received a standing ovation and tremendous gratitude for his work and dedication. A discussion of proposed amendments to the by-laws ensued. MOTION made and passed unanimously to amend Article V, Section 4 to: Ten or more members of the Section present at a meeting of the Section shall constitute a quorum for the transaction of business properly before the Section. MOTION made and passed unanimously to amend the by-laws to change a typo in the title line of Article VI, Section 7. It says “form” but should say “from.” 1
MOTION made and passed unanimously to amend the proposed by-laws to change improperly listed Article XI to Article IX. MOTION made and passed unanimously to amend the proposed by-laws amendment to state: Any action that may be taken at any regular or special meeting may be taken by a vote of six current Council members provided that this vote is in writing. MOTION made and passed unanimously to amend the proposed by-laws for Section Article XI, 2, to state: Any proposed changes suggested by non-Council Section members shall be submitted in writing to the Council in the form of a petition signed by at least five (5) members of the Section in time for it to be considered by the Council at a regular meeting before the annual meeting of the Section at which it is to be voted upon.
