San Mateo Little League American All Star Selection Process   Goal:  To  build  the  strongest  and  most  talented  District  All  Star  Teams  possible.     Priority  and  emphasis  on  making  the  District  12  Year  old  All  Star  Team  to  most   competitive  team  that  SMLLA  can  field.  All  Star  Teams  will  be  comprised  of  the   following:   District  12  Year  Old  Team:  12  &  11  Year  Olds   District  11  Year  Old  Team:  11  &  10  Year  Olds   District  10  Year  Old  Team:  10  &  9  Year  Olds   Tournament  of  Champions  Team:  Best  Remaining  Players  in  Majors   Minors  Super  Bowl  Team:    Best  Remaining  Players  in  Minors  (PCL  &  Minors)           Selected  Managers  and  Coaches  must  have  a  proven  track  record  of  teaching  the   correct  fundamentals  of  baseball,  demonstrate  strong  baseball  acumen  ,   understanding  tournament  play  and  rules,  running  an  effective  and  well  organized   practice,  demonstrating  discipline  and  respect  for  the  game  and  are  highly  capable   of  motivating  the  players.                                                                         Objectives:  All  Star  selection  process  to  be  fair  and  transparent.  The  SMLLA  All  Star   Committee  will  select  All  Star  teams  based  on  the  following  criteria:   1. Eligibility:  The    player  must  be  age  appropriate  for  the  team  that  he/she  is   selected  to  play  on.  The  player  must  have  played  60%  of  his/her  team’s   Updated: 9.16.2013

regular  season  games  (unless  excused  for  an  injury).  The  player  must  meet   the  SMLLA  residency  requirements  as  prescribed  by  Little  League  and   present  a  valid  birth  certificate.     2. Availability:    The  players  selected  for  All  Star  teams  are  expected  to   participate  in  ALL  practices  and  games.  Players  selected  for  an  All  Star  Team   are  obligated  to  inform  the  Team  Manager  at  the  time  of  consideration  if   there  are  vacations  or  any  other  conflicts  that  would  prohibit  the  player  from   participating  in  practices  and  games.     a. A  player  selected  for  a  District  52  All  Star  Team  must  be  available   between  June  15  and  August  1.   b. A  player  considered  for  a  Tournament  of  Champions  or  Super  Bowl   All  Star  Team  must  be  available  between  June  1  and  June  25.   c. During  an  All  Star  Game,  an  absent  player  may  be  replaced  by  an   “Alternate”  player.  (Next  player  in  order  of  priority  of  play  during  the   All  Star  selection  process).   d. It  is  the  Manager’s  discretion  if  the  absent  player  will  be  added  to  the   line-­‐up  for  future  games.     e. For  a  District  52  All  Star  Team,  the  selected  “Alternate”  must  waive   his/her  availability  to  play  on  the  Tournament  of  Champions  or   Minors  Super  Bowl  team.     f. Selected  Alternates  may  practice  with  their  respective  District  All  Star   Team.   3. Talent:  The  players  selected  for  All  Star  teams  are  the    13  to  15  highest   ranked  candidates  that  have  clearly  demonstrated  exceptional/top  tier  talent   and  skillset,  in  all  facets  of  the  game  and  throughout  the  majority  of  the   season.   4. Attitude/Effort:  Being  an  All  Star  is  more  than  just  having  talent  to  compete.   It  is  also  about  having  the  right  attitude,  being  a  good  sport  and  a  good   teammate.  Players  continuously  exhibiting  poor  sportsmanship  will  not  be   eligible  to  represent  SMLLA  in  All  Star  tournaments.     All  Star  Player  Selection  Process:    The  All  Star  selection  process  is  overseen   and  managed  by  the  Player  Agent.  The  Player  Agent  works  with  the  All  Star   Committee  which  is  comprised  of  the  League  President,  Player  Agent,  Majors   Commissioner,  PCL  Commissioner,  Majors  Managers  and  PCL  Managers.  The  All   Star  selection  process  shall  follow  the  following  procedure:   1. Players  in  the  Majors  &  PCL  Divisions  will  be  presented  with  age  specific   ballots    listing  every  player    by  9,  10,  11  and  12  year  olds.   2. A  ballot  will  be  provided  by  the  Player  Agent.  Players  will  be  instructed  to   vote  for  (in  their  opinion)  the  five  (5)  most  talented  and  skilled  players  in   their  specific  age  group.  Players  can  vote  for  themselves.   3. The  top  five  (5)  players  voted  per  age  group  will  be  given  first  consideration   for  a  District  level  All  Star  team.  These  selections  are  subject  to  a  final   approval  by  the  All  Star  Selection  Committee  in  order  to  monitor  erroneous   selections.     Updated: 9.16.2013

4. Each  District  level  All  Star  team  will  consist  on  not  less  than  12  players  and   not  more  than  13  players.  It  is  recommended  that  each  team  carry  two   alternate  players.  But  it  is  not  required.   5. The  remaining  members  of  the  All  Star  teams  shall  be  selected  by:   a. By  consensus  of  the  All  Star  Committee   b. Criteria  used  in  the  selection  process:   i. Player  eligibility   ii. Player  availability   iii.  Player  Talent  &  Skillset   iv.  Player  Attitude  &  Effort   c.  Baseball  season  statistics  if  available   d.  All  Star  Manager’s  recommendations  for  the  final  two  player   selections    (can  be  challenged  or  overridden  by  the  All  Star  Selection   Committee  if  the  selections  are  deemed  erroneous.   e. Exceptional  Baseball  Age  9  year  olds  may  be  considered  for  a  District   Level  All  Star  Team   f.  Note:  The  All  Star  Selection  Committee  dictates  what  team  a  player  is   selected  for.  Parents  do  not  have  the  option  to  dictate  what  team  their   child  plays  on.     Selection   of   Managers:   The   SMLLA   League   President   will   elect   the   Manager   and   Coach   candidates   for   each   District   Level   All   Star   team.   The   final   selection   shall   be   approved   by   the   SMLLA   Board   of   Directors.   The   Board   should   only   challenge     selections  if  deemed  erroneous.   Manager  Criteria:     1. Child   of   the   Manager   must   be   of   high   baseball   caliber   and   stand   on   his/her   own  with  respect  to  making  an  All  Star  Team.   2. Experience   managing   or   coaching   D52   tournaments   or   other   tournament   baseball  teams.     3. Knowledge  of  tournament  rules.     4. Ability  to  teach  fundamental  baseball.   5. Inspire  and  positively  motivate  players.   6. Display  good  sportsmanship  and  conduct  on  and  off  the  field  throughout  the   season.     7. Ability  to  assess  the  skill  level  of  players  without  bias  towards  the  Managers   own  child  or  regular  season  team  players.   8. Ability   to   positively   communicate   with   players,   parents,   league   and   district   officials.   9. Commitment   to   practice   and   game   schedules   throughout   the   district,   state,   regional  and  national  levels.     Updated: 9.16.2013

Single  A,  California  League  &  Minors  Inter-­‐League  All  Stars:  The  Team  Manager   will  select  the  top  two  players  from  their  respective  team  without  bias  towards  the   Manager’s   son.   Preference   shall   be   given   to   the   eldest   players   on   the   team.   i.e.:   Selecting  an  8  year  old  over  a  7  year  old  of  equal  ability  is  the  correct  move.   Inter-­‐League  All  Star  games  will  be  played  –  field  schedule  permitting.
