South Bucks Councillor Update Economic Profile of Dorney & Burnham South Ward

Introduction Dorney & Burnham South is home to 1,514 people and provides 1,100 jobs in 27 businesses. Of these businesses, eight (29.6 per cent) are Buckinghamshire Business First members. There were 1,147 employed people aged 16-74 living in Dorney & Burnham South ward at the 2011 Census, 17 fewer than the 1,164 recorded in 2001. Over that period the working age population fell 55 to 971 while the total population fell nine to 1,541. The number of households rose by 19 (3.3 per cent) to 595. This is a significant percentage increase and places the ward 14th out of all wards in South Bucks. Based on the increase in number of households, the ward ranks 70th out of all wards in Buckinghamshire. The largest companies in Dorney & Burnham South include:       

; Dorney School; Barringdon Mcdonnell; Preact Ltd; D R Enterprise; B M Europe Ltd; and Furnishing Place.

There are 10 Dorney & Burnham South, representing 1.0 per cent of working age residents, including five claimants aged 25-49 and five who have been claiming for less than six months. Superfast broadband is expected to be available to 99 per cent of premises in the Dorney & Burnham South ward by March 2016 with commercial providers responsible for 95 per cent. The Connected Counties project, run by BBF, deliver the remaining 4 per cent through its interventions in Burnham exchange area. BBF is seeking to deliver an extended superfast footprint via additional funding, adaptation of downstream technology and contract claw-back mechanism. At the time of the 2001 Censusi, of the 781 employed residents, 198 people lived and worked in the ward, with the most common destinations by local authority district being:       

Industrial structure There are 27 businesses located in Dorney & Burnham South employing 1,100 people. Of these businesses, 20 are micro businesses, employing fewer than 10 people. Dorney & Burnham South is over-represented in Health which covers 44.2 per cent of employment in the ward. Based on this proportion, the ward is ranked 316 th out of all wards. Retail accounts for 27.1 per cent of employment and based on this proportion, the ward is ranked 433rd out of all wards. Construction makes up 8.2 per cent of employment ranking the ward 2,460th out of all wards. Finally, motor trades covers 2.0 per cent of employment which ranks the ward 3,377th out of all wards. Manufacturing accounts for only 0.8 per cent of employment ranking the ward 7,250 th out of all wards. Wholesale contributes to 1.6 per cent of employment and as a result the ward is ranked 5,213th out of all wards. Transport & storage accounts for only 1.4 per cent of employment while financial & insurance makes up 0.3 per cent of employment. Based on this the ward is ranked 5,088th and 5,025th respectively. Finally, property makes up 0.3 per cent of employment ranking Dorney & Burnham South 6,516th out of all wards.

2.1

The Industrial Strategy and the Plan for Growth

Plan for Growth and the Industrial Strategy set out policies to realise this objective and to rebalance the economy, which include focusing on sectors expected to deliver strong growth. South Bucks -represented in these sectors, particularly aerospace, the information economy and professional and business services. While Dorney & Burnham South provides jobs in these sectors, the industrial strategy sector where the ward delivers the highest share of national employment is construction which accounts for 7.2 per cent of employment, ranking Dorney & Burnham South at 2,475th among English wards. The proportions of jobs in Dorney & Burnham South in Industrial Strategy sectors are presented in Table 1.

At 5.6 per cent, the proportion of Dorney & Burnham South professional & th business services sector is 5,018 highest of all wards in England, the proportion is below that of both the country level and the district level. 3.0

Labour market At 69.8 per cent of 16-74 year olds, Dorney & Burnham South the highest in the country. Dorney & Burnham South has a proportion of 33.9 per cent of its residents qualified to degree level or higher. Furthermore, 49.1 per cent work in managerial, professional or technical occupations. In South Bucks the wards most similar to Dorney & Burnham South are Gerrards Cross East & Denham South and Stoke Poges with seven of the other 27 wards among the top thousand closest matches. The least similar ward in the district is Denham North, one of two wards in South Bucks to rank lower than the 3,000th closest match along with Beaconsfield North.

Furthermore, as stated previously, the ward has a high level of those educated to degree level or higher and those working in managerial, professional and technical roles ranking in the top quartile for both. Occupational Structure Dorney & Burnham South and better remunerated occupations, with 49.1 per cent of working residents employed in managerial, professional and technical occupations, ranking in the top quartile nationally for managerial occupations. Deprivation Buckinghamshire has the lowest level of economic deprivation of any Local Enterprise Partnership, with South Bucks having the 13th lowest economic deprivation of all 326 local authority districts in England, behind South Bucks (10th) but ahead of Aylesbury (37th) and Wycombe (69th). Chart 4 demonstrates the concentration of South Bucks the least deprived in England with 8 of the 19 wards featuring among the least deprived 10 per cent of all wards in England and none falling below the sixth most deprived ranking among the most deprived half of English wards, a stark contrast to the London Borough of Newham where no ward ranks above halfway, highlighting the challenge South Bucks faces to attract resources to tackle deprivation.

Dorney & Burnham South has the 170th lowest economic deprivation of the 7,707 wards in England and the fourth least economically deprived of the 19 South Bucks wards. Dorney & Burnham South is the 16th least economically deprived among the 108 wards in Buckinghamshire. Nationally, the closest matches are Shinfield South (Wokingham), Bray (Windsor & Maidenhead) and South Weald (Brentwood) while Stoke Poges and Taplow are the most similar in South Bucks ranking as the eighth and 14th most similar of all English wards. Of the 19 South Bucks wards 17 are among the 1,000 best matches, however Burnham Lent Rise is only the 1,530th closest match.

Demography At 43.3 years, Dorney & Burnham South above the 39.4 recorded across South Bucks as well as the county average of 41.0. This makes Dorney & Burnham South one of the older wards in England as suggested by the over-representation of 45+ year olds in Chart 6. In terms of age structure, two of the wards in South Bucks most similar to Dorney & Burnham South are Beaconsfield North and Hedgerley & Fulmer with average ages of 43.5 and 43.2 respectively. Educational attainment South Bucks is one of the best qualified places in the country, with only 16.2 per cent of residents aged 16 and over holding no qualifications, well below the 22.5 per cent recorded across the country as a whole, while 37.5 per cent hold degree level qualifications, well above the national level of 27.4 per cent. Dorney & Burnham South educational attainment than the 16.5 per cent having no qualifications and only 33.9 per cent educated to degree level or higher. There is a total of 2.4 per cent of Dorney & Burnham South residents who are schoolchildren or full-time students aged 16 to 17. In the district the most similar wards are Stoke Poges, Hedgerley & Fulmer and Farnham Royal with these being the only wards of the other 18 ranking inside the top 1000 matches and with Iver Heath ranking outside the top 5,000.

Buckinghamshire Schools Buckinghamshire has the strongest schools performance any LEPiii, with over a quarter of and 88.0 per cent of young people in the county achieving at least NVQ level 2 by 19.
