STAFF RECOMMENDATION: Staff recommends disapproval of the request. STAFF ANALYSIS: 1. Existing Land Use and Zoning: The subject property is currently non-conforming as it is occupied with two single wide manufactured homes and zoned Single-Family Residential District (R-1). 2. Proposed Land Use and Zoning: The request is to rezone to Rural Community District (RU-1) to comply with the County’s ordinance which allows the applicant’s proposal to place a manufactured home on the property. Currently the owner desires to replace an existing single wide manufactured home with a double wide manufactured home. Manufactured homes are presently a nonconforming use at this location. Per Chapter 30-249.-Nonconformities (b) (2) Enlargement or expansion of a nonconforming building, use, or structure by no more than ten percent shall be permitted; provided such enlargement shall meet all applicable setbacks, buffer area, and off-street parking requirements.
3. Surrounding Land Use and Zoning: North: Residential/R-1/Town of Scranton South: Vacant/Unzoned/Florence County West: Residential/R-1/Town of Scranton East: Residential/R-1/Town of Scranton 4. Transportation Access and Circulation: E. Main St., Scranton 5. Traffic Review: The rezoning of this property will have a minimal effect on traffic flow for the area. 6. Chapter 30-Zoning Ordinance The intent of the Rural Community District (RU-1): The intent of this district is to sustain and support rural community centers as an integral part of the rural environment, serving the commercial, service, social, and agricultural needs of nearby rural residents.
