Subject: Agate Beach System Improvements Project Task Order 17 (TO17) Status Update and Request for Amendment 1 Revised 10/24/18 Dear Mr. Gross: This letter summarizes our confirmation that Brown and Caldwell (BC) is authorized to proceed with Phase 003, Schooner Creek PS and FM Project and Phase 004, 48th Street PS and FM Project of the Agate Beach System Improvements. This work includes replacement of the Schooner Creek pump station (SCPS) and 48th Street pump station (48PS), and associated gravity and pressure collection system components. BC is currently under contract (TO17, January 15, 2016) to complete consulting services for the preliminary design of the 48PS and SCPS. Under TO17, the City authorized BC to proceed with work associated with Phase 001, Project Management and Phase 002, Preliminary Design for these pump stations and associated collection system improvements. Under the terms of TO17, final design for the SCPS and 48PS would be authorized at a future date. Advancing these two projects through design, bidding, and construction are important elements that will enable the City of Newport (City) to meet the requirements of the Memorandum of Agreement (MOA) with the Department of Environmental Quality. The original scope of services and associated fee estimate for Phases 003 and 004 was developed and presented to the City in December 2015. A copy of the original 2015 cost estimate is attached. In March 2017, BC and the City executed a master services agreement (MSA) that included updated labor rates and a change in how direct expenses would be reimbursed. After reviewing the December 2015 cost estimate and associated staffing levels, BC proposes to complete Phases 003 and 004 with the same estimated staffing levels and applying the labor and expenses under the current MSA. The second attachment to this letter, Amendment 2 to TO17, includes a revised version of the original cost estimate, that incorporates the March 2017 MSA rates and expense reimbursement.
Changes to Final Design, Bidding Services, Construction Services (Phases 003, 004, and 005) During preliminary design it was determined that the 48th Street Force Main and Coast Highway Gravity Sewer had sufficient capacity to meet current and future requirements. These two project elements have been removed from the project. However, the selected location of the replacement 48PS is approximately 200 feet southeast from the current

location and will require both gravity sewer and force main extensions, which on balance, will require a design effort equivalent to the 48PS force main. The proposed fee for the Coast Highway Gravity Sewer totaled $139,799 and has been deleted from the proposed scope. Table 1 below summarizes the modified project costs. Table 1. Agate Beach System Improvements Project Scope of Services October 20, 2017 This scope of services describes the professional services to be performed for the City of Newport’s (City) Agate Beach System Improvement project, which includes two sub-projects in the Schooner Creek and 48th Street sanitary sewer basins. Brown and Caldwell (Engineer) is contracted to provide Phase 1 project management and Phase 2 preliminary design under Amendment 17 (January 15, 2016). This scope outlines additional services to be provided by the Engineer during final design, bidding, and construction for the two pump stations, which are described as two additional phases: •

Project Description The Agate Beach wastewater collection system comprises three pump stations, three force mains, and connecting sections of gravity sewer. Wastewater is collected from approximately 5th Street in the south, to the northern limits of the city. Design and construction of the Big Creek Pump Station and force main were completed, and that system is operational. The two remaining pump stations in the system, SCPS and 48PS, are undersized for existing and projected future flows; SCFM is also undersized. Replacement of these facilities is required to provide conveyance capacity for both existing and future flows. The general plan for these upgrades is documented in the Agate Beach Wastewater Collection System Improvements Project: Preliminary Engineering Report (Brown and Caldwell 2010). As part of preliminary design and conceptual evaluation (Phase 002) for these two sub-projects, several alternative locations and configurations were considered. SCFM will require replacement using a larger-diameter pipe, and extension of new gravity sewer south from the existing pump station to the proposed site. The selected location for the 48PS will require extension of the force main and replacement/regrading of the gravity sewer north from the existing pump station to the new site. This project will include preparation of bid documents for construction of each of the facilities. Bidding of the projects is expected to include a single set of bid documents consisting of two separate bid schedules: •

Once in Hwy 101 it will follow an alignment approximately parallel to the general alignment of the existing force main.
