Mount Vernon Patriots Travel Baseball Standard Operating Procedures

Our Mission The Mount Vernon Patriots Travel Baseball Program is being developed to provide a higher level of competition beyond our recreational program for talented and motivated players who are willing to commit more time and energy to the improvement of their skills in a cocused environment.

Our mission is to teach our exceptional youth baseball players the advanced fundamentals of the game and expose them to a level of competition not otherwise available. Good character, commitment and work ethic will always be emphasized, required and measured in the form of teamwork, focus during practice and games and sportsmanship. The experience at this level of baseball and the coaching principles we have outlined for the program is intended to greatly accelerate their playing capability at the higher levels including middle/high school.

Baseball is a game of specific skills and techniques. Unlike other sports, player development in baseball is not dependent on pure athleticism. In order for our players to grow and be successful we must provide them the opportunity to develop the important skills using the proper techniques.

Our travel program will define a consistent approach to player development so all players will receive similar instruction that they can build on as they grow thorugh the program.

General Policy An objective of the Mount Vernon Patriots Travel Baseball Program is to develop good citizens as well as good athletes. Although the Travel Program is a more competitive, with an increased emphasis on winning; the emphasis shall not be on “win at all cost”. Managers, Coaches, Players and Parents that demonstrate “win at all cost” behavior are not wanted in the Mount Vernon Patriots Travel Baseball Program. The Travel Program must follow the Mount Vernon Patriots Travel Baseball Program’s Code of Conduct for Players, Managers, Coaches and Parents.

Travel Players, Managers, Coaches and Parents shall report to the Board of Directors any violoation of the By-Laws, Standard Operating Procedures and Code of Conduct by Players, Managers, Coachs, Parents or anyone officially connected with the Mount Vernon Patriots Travel Baseball Program. The violation will be brought to our Sportsmanship Committee for review and may result in ejection, suspension, or such other penalty as the Board of Directors, in its discretion, may recommend.

The Mount Vernon Patriots Travel Baseball Program shall develop and maintain policies regarding the operation and administration of its program. These policies and any subsequent revisions shall be governed by the overall Mount Vernon Patriots Travel Baseball Program Standard Operating Procedures and shall be submitted to the Board of Directors for approval

Non-Burdening of “In House” Programs Every Players, Coach, Manager and team registered with The Mount Vernon Patriots Travel Baseball Program shall give every consideration to the in house program. Communication between Mount Vernon Patriots Travel Baseball Program and the Little Leagues will ensure that both the “in house” and travel programs are successful. In instance where a conflict cannot be resolved, priority will be given to the “in house” program.

Travel Team Selection Travel Teams Managers will be submitted to the Board of Directors for approval via the Vice President. Prior to the start of the travel season, the Mount Vernon Patriots Travel Baseball Program will conduct tryouts for the creation of travel teams in any such age divisions and for as many teams as it may determine appropriate. Any tryouts for travel teams must be open to all eligible players (as stated in the By-Laws) in the applicable age division. The following general guideline(s) shall apply: All players in each division shall be evaluated by the approved manager of the travel team. Once the tryout has been completed, the travel team manager shall select the players that, in his/her discretion, enable the Mount Vernon Patriots Travel Baseball Program to field the most competitive travel team reasonably possible. While the presumption will be that the highest scores and rankings will determine the makeup of the travel team in each age division, such presumption shall be dispensed with if, in the discretion of the manager, and such 3

departure is necessary to field the most competitive and rounded team. If a second team is approved for any age groups, one general try-out will be held for that age group. The first team approved in that age group has the first choice of Players out of the try-out pool. The remaining Players will be eligible for the second team. Managers are not allowed to solicit individual players for recruiting to their own team. All Players are required to go thru the Mount Vernon Patriots Travel Baseball Program try-out for their age group. The Mount Vernon Patriots Travel Baseball Program will hold try-outs at the beginning of the Spring/Summer season and another before the fall season. Other try-outs can be conducted if teams need to fill a roster position. All Managers must submit their evaluation forms to the secretary before selecting there team.

Playing up in Age Players must play at their age level, which will, in time, lead to all age level travel teams and increased competitiveness. Players who feel that their skills are at a higher level than their current age may try out for an older team. However, trying out for an older team does not guarantee a spot on an age appropriate team.

Specific Age Level Guidelines Roster sizes are capped at 14 players per team, with the only exception possibly being at the 8U and 9U levels. For any other waiver, approval must be obtained from the Board of Directors.

It is the goal of the Mount Vernon Patriots to make this the best experience for the players as possible.

All tryouts and selection to teams will be held under the direction of the Tournament Director and team Managers.

8U/9U At these levels the teams will have practice once a week during the spring season and play games on Sunday. During the summer and fall seasons practice will be two to three times a week with games on Sunday. The team will play in the Northern Virginia Travel Baseball League (NVTBL) at the 46’ mound / 60’ bases field and abide by the rules and regulations governed by 4

NVTBL. The training will consist of working on skills needed for the higher level of play that are not used in recreation baseball. A player who does not possess minimum level of skills needed to participate at this level may be asked to not play, rather work on their skills and try again the following year.

10U At this level the teams will have practice once a week during the spring season and play games on Sunday. During the summer and fall seasons practice will be two to three times a week with games on Sunday. The team will play in the Northern Virginia Travel Baseball League (NVTBL) at the 46’ mound / 65’ bases field and abide by the rules and regulations governed by NVTBL. The training will consist of working on skills needed for the higher level of play that are not used in recreation baseball. A player who does not possess minimum level of skills needed to participate at this level may be asked to not play, rather work on their skills and try again the following year.

12U At this level the teams will have practice once a week during the spring season and play games on Sunday. During the summer and fall seasons practice will be two to three times a week with games on Sunday. The team will play in the Northern Virginia Travel Baseball League (NVTBL) at the 50’ mound / 70’ bases field and abide by the rules and regulations governed by NVTBL. The training will consist of working on skills needed for the higher level of play that are not used in recreation baseball. A player who does not possess minimum level of skills needed to participate at this level may be asked to not play, rather work on their skills and try again the following year.

14U At this level the teams will have practice once a week during the spring season and play games on Sunday. During the summer and fall seasons practice will be two to three times a week with games on Sunday. The team will play in the Northern Virginia Travel Baseball League (NVTBL) at the 60.6’ mound / 90’ bases field and abide by the rules and regulations governed by NVTBL. The training will consist of working on skills needed for the higher level of play 5

that are not used in recreation baseball. A player who does not possess minimum level of skills needed to participate at this level may be asked to not play, rather work on their skills and try again the following year.

JV / VAR There will be no spring season for this level and will begin play in the summer and fall seasons. Teams will participate in the Northern Virginia Travel Baseball League (NVTBL) and abide by the rules and regulations governed by NVTBL.

Above schedules for each level could change at the direction of the Managers.

Tryout Process The Mount Vernon Patriots Travel Baseball teams will conduct tryouts to evaluate interested players. Each tryout will include players of a specific age group. We will consider the following for each player; 

Skill level in the specified categories



The ability to focus and hustle demonstrated by the player



Attitude and “Coach ability” of the player



Future Potential

All of these traits play an important role in the cohesiveness, ability and success of a baseball team. We need the right mix of players to be successful and not just a collection of talent.

Documenting Tryouts In an attempt to level the playing field and create an equal opportunity for all of our players we will use a selection criteria worksheet to evaluate each player in different facets of the game including: 

Base running – We will time players running from home to first and first to third. We will let them overrun 3B so they will not have to slide. The bases will be placed at the prescribed distance for the age group (e.g. 60 feet for 8U and 9U, 65 feet for 10U, 70 feet for 12U and 90 feet for 14U and JV/VAR) We will evaluate speed and base running technique. 6



Infield Skills – We will arrange players on the infield and give each player a number of ground balls. The players will field the ball and throw to first base and home plate. We will evaluate fielding technique, range and throwing strength and accuracy.



Outfield Skills – Players will line up fairly deep in the outfield. Each player will receive fly balls, at different locations and throw the ball to second base and to home plate. We will evaluate fielding technique, range and throwing strength and accuracy.



Hitting Skills – We will split the kids up into 2 groups. The player in group 1 will take swings off of a tee or soft toss. We will evaluate the swing for proper technique and consistency. The players in group 2 will face live batting practice. We will evaluate contact and power in group 2. The players will then switch groups to do both exercises.



Pitching Skills – Each pitcher will be asked to throw a series of pitches including 2seam/4-seam fastballs and change ups. The player will be evaluated on mechanics, velocity and accuracy.



Catching Skills – Catchers will receive pitches from the pitchers during their tryout. Each catcher will catch for at least 2 pitchers. Each catcher will be asked to make throws to each base at the prescribed distance for the age group as mentioned above. Catchers will be evaluated on technique receiving the ball, movement around the plate, blocking and arm strength.

For each of these categories it is important that the evaluator not only looks at the results but the technique being used by the player during the tryout. For example, a player who has a wellconstructed swing but whose timing might not be right yet should be given consideration over a player with a less disciplined swing who makes strong contact with each pitch. The evaluation needs to consider how the player can perform as part of the team with the benefit of practice and coaching.

Tryout Schedule 

Opening Remarks – The Tournament Director will introduce the evaluators; explain the format of the tryout including how players will be evaluated and the importance of behavior, hustle and good attitude.



Warm up – Short running then warm-up by throwing to a partner. 7



Base Running Skills – Lineup players at home plate. Time players when running from the batter’s box to 1B. Then have them run from 1B to 3B. Allow them to overrun 3B (no sliding). Make sure players touch each base. Capture two times for each run. Evaluate base running technique and skill.



Infield Skills – Lineup players in outfield just behind the shortstop. Each player fields ground balls at the shortstop position. The coach hits five balls to the player to throw to 1B. The coach then hits two balls to the player to throw to home plate. Hit balls to left and right to evaluate range.



Water Break



Outfield Skills – Players will line up fairly deep in center fields. Each player will receive 5 fly balls at different locations to check range, and throw the ball to second base. Players will then receive 3 more fly balls and throw the ball to home.



Water Break



Hitting Skills – We will split the kids up into 2 groups. The players in group 1 will take 10 swings off the tee or soft toss. We will evaluate the swing for proper technique and consistency. The players in group 2 will face live batting practice. They will each get 10 pitches. We will evaluate contact and power in group 2.



Pitching/Catching – Catchers wishing to also try out as pitchers will be the first to catch. Pitchers will be given 5 – 8 warm up pitches and then asked to throw 10 pitches – a combination of fastballs (2/4 seam) and change ups. Each catcher will receive for two pitchers. Starting with pitch 6 the catcher will make 2 throws to each base.



Thank You – Tournament Director will thank all players and evaluators for attending the tryouts and let them know about post tryout communication.

Tryout Evaluation Criteria These techniques represent the core fundamentals that a baseball player needs to be competitive and are areas we will focus our teaching at every age level. As part of improving all of our ballplayers in the Mount Vernon Patriots Travel Baseball Program we will focus on these things as the “MVP Way”.

Intangibles – In addition to the primary skill areas the players will be evaluated on their ability to stay focused, hustle throughout the tryout and follow coaches’ directions. We will also be looking for the player’s preparation before and during every drill. How do they prepare themselves physically for their participation in the drill being executed? They should treat every opportunity as if it was the middle of a game. For example, during an infield or outfield drill... when the hitter tosses the ball in the air to hit it… the player should mimic what they will do when the ball leaves the pitchers hand. Base Running – 

Does the player run hard with correct posture?



Does the player get out of the batter’s box or off the base quickly?



Does the player run in foul or fair territory to first base? It should be foul.



Where does the player touch the base when running through first? He should touch the front side of the base not the top or back of the base – keeping his eyes focused on the front of the base.



Does the player make a proper turn at second when running from first to third? He should hit the inside of the base with either foot without breaking stride and take a direct line to third base.

Infield Skills – 

Does the player play the ball aggressively while staying in control?



Does the player field ground balls from down to up? He should start with his glove low and out in front of his body and adjust up to the ball on its last bounce.



Does the player bring the ball into the body with two hands on the ball to allow for quick transition to a strong throw?



Does the player position his feet with momentum moving towards the base he is throwing to allow for the strongest throw possible?



Does the player make strong, accurate throws?

Outfield Skills – 

Does the player read the ball off the bat and move in the appropriate direction? 9



Does the player get behind the ball when making a play? He should catch every ball – fly balls and ground balls –moving forward so his momentum on the throw is moving in the right direction.



Does the player catch fly balls a little above eye level with two hands on the throwing arm side?



Does the player make a strong accurate throw to the glove side of the person receiving the throw?

Hitting Skills – Live Batting Practice and Tee Drill When bunting: 

Does the player keep a balanced stance when they turn to bunt the ball?



Does the player bend at the knees to move up and down keeping his eyes at the ball level?



Does the player watch the ball into the bat?



Does the player receive the ball softly with the bat or jab at it?

When hitting: 

Does the player have a short, direct swing through the hitting zone with no unnecessary movement to slow down the swing?



Does the player say balanced and take a short, controlled stride?



Does the player stay back (weight and hands) before adjusting to pitch location?



Does the player rotate his hips when initiating his swing?



Does the player keep his body upright and head still (on the ball) throughout the swing?



Does the player hit different pitch locations to the proper side of the field?

Pitching Skills 

Does the player have a consistent, balanced, short, compact motion to the plate?



Does the player have a consistent release point?



Does the player use his lower body and not just all arm?

Does the player demonstrate proper grips for different pitches (2 and 4 seam fastball and changeup)?



Does the player demonstrate proper body position on the rubber?



Does the player throw balls in the strike zone with adequate velocity?

Catching Skills 

Does the player receive the ball with a soft yet strong hand minimizing hand movement?



Does the player receive the ball out in front of his body where it is easily visible?



Does the player block balls in the dirt effectively using the proper body position? This means blocking everything with his chest with the upper body curved over the ball in the direction of home plate.



Does the player have the correct body positioning when fielding a ball in front of home plate? This means aligning his body to take the proper angle for the throw.



Does the player move quickly and efficiently on foul balls popped up in front of and behind home plate?



How quick does the player transfer the ball to his throwing hand and get rid of the ball? The time from when the ball hits the catcher’s glove to when the ball arrives at the base being thrown to is called “pop time” and we will be measuring it.

Registration Fees The Board shall establish each season the registration fee for participation in the travel program. Such registration fees shall be set at an amount necessary to defray any costs and expenses associated with administering the travel baseball program. Additional fees may be required by the individual travel team based on the needs of that team. The philosophy of the Mount Vernon Patriots Travel Baseball shall be that its travel program shall not be called upon to pay for its “in house” program and the travel program shall not burden the “in house” program.

Team Rosters The maximum roster size for any travel team shall be fourteen (14) players and the minimum shall be twelve (12) players. The roster form must contain the player’s name, uniform number,

and date of birth, address, phone number, email address, and name of the recreation league they play for. A team folder shall be maintained by each team with a completed waiver and release form, medical form, emergency data sheet, team roster, and copy of each player’s birth certificate. Managers or team representative must also give a copy to the secretary of the organization.

Changes in Roster Each Manager shall notify the Secretary within twenty-four (24) hours of any roster changes. If a player no longer desires to play or does not move into the next season with the team, that player can be replaced. All players being replaced can be picked from the kids who have already tried-out, or a new try-out can be done with the same procedures as the original tryout. The Tournament Director must be told about the tryout being conducted and evaluation form given to the secretary. All roster changes must be approved by the Board of Directors.

Selection of Managers Unless otherwise approved by the Board, all Managers or Coaches must be at least eighteen (18) years of age or older. Further, such Managers or Coaches must possess the maturity, responsibility, character, and adherence to rules and regulations required to remain a manager or coach in good standing with the program. All manager candidates preferably will have prior history with the Mount Vernon Patriots Travel Baseball Program in managing or coaching an In house or All Star team. If not, it will be up to the Board of Directors.

The term for a travel manager must be renewed each season by recommendation of the Vice President. In order to be eligible for selection as a manager, such manager must apply in writing for the position of manager of such team to the Vice President no later than the date set by the board in late summer. The Vice President, based on such applications and/or oral interviewing processes, shall select and determine all Managers of the travel teams. The manager appointed by the Board for each particular travel team must select his or her own Coaches. All Coaches selected by travel team Managers must be submitted to the board for approval. In cases where a second manager has been approved for one age group - The first manager elected will be the first

team to be filled. The second manager selected will manage the second team if enough players are available after completing the try-outs.

Manager Responsibilities The responsibilities of any travel team manager shall include: 

Ensuring Players and Coaches reflect the ideals of the Mount Vernon Travel Baseball Program at all times. This includes maintaining a spirit of fair play and sportsmanship on and off the field.



Maintain adequate supervision and control of all travel team Players while in uniform before, during, and after the game, while at the field.



Immediately advising the Vice President of any issues arising with respect to his/her travel team that may impact the program.



Be responsible for the finances of their team with good communication between the team and Treasurer. All requests to pay for tournaments, gear, or other things needed for the team must be requested via a written request thru the Treasurer.

Playing Time and Positions Played In the absence of any rules to the contrary as specified by any inter-league, tournament, or other rules that may be applicable, there is no minimum playing time mandated on travel teams. Playing time will not be equal and is not guaranteed. The manager makes ALL playing time, positions played and batting order decisions. There will be no parental input.

Pitching Restrictions There are NO pitching restrictions imposed. Travel teams must follow all pitching rules set by tournament and league officials and always remember safety comes first. Communication is important so that there is no overuse of a player’s arm who is participating in both travel and house.

Financial Responsibility of Travel Teams All financial accounting for travel teams shall be handled by the Treasurer. Prior to each travel season, the Treasurer shall submit an overall travel budget to the organization for approval prior to collecting or disbursing any funds.

The Board must specifically approve all fundraising to ensure there is no detrimental impact to the program. The Board shall approve fundraising ideas and sponsors on a case-by-case basis after reviewing its potential impact on the tax-exempt status, the appearance to those donating money to the program. Any and all fundraising or other revenue generation for travel teams shall be in the name of the Mount Vernon Patriots Travel Baseball Program and all financial accounting for such teams shall be handled through the program. All donations, grants, or other payments should be made payable directly to Mount Vernon Patriots Baseball and any money, check, or other disbursement received by such travel team must be immediately turned into the Treasurer to protect the tax-exempt status. All payments made to the program shall be subject to all applicable IRS guidelines necessary to protect the tax-exempt status. Any money received by the program for the benefit of a specific travel team will be dispensed by the Treasurer to pay for appropriate expenses of that team. As a general rule, travel funds may be used to pay actual reasonable and customary expenses associated with the Players’ and Coaches’ travel. Customary expenses may include the following: 

Tournament Registration Fees



Any additional tournament fees assessed to Players or Coaches (balls for example)



Umpire fees.

Expenses that may not be paid for with funds include: 

Entertainment and amusement expenses



Parent’s Meals



Parent’s Travel



Alcoholic Beverages of any kind for anyone

It shall be the responsibility of the Manager for each travel team to collect and turn in all registration fees, sponsorship fees, and other money turned in for the benefit of such travel team. 14

In addition, the manager shall coordinate with the Treasurer and prepare and submit a budget to the program for such team identifying tournaments. All registration and fundraising monies collected by the individual travel teams will be pooled into a dedicated account for each team which will be administered by the Treasurer. These funds will be allocated to the Manager for team expenses as they are requested and properly documented. Monies will be dispensed as long as the team’s dedicated account has available funds. Monies remaining in the team’s dedicated account at the end of one season will automatically follow the team to the next season provided that any excess rollover amounts can be justified. Monies may also be refunded, if Parents overpaid, in an amount deemed acceptable by the Treasurer. Sponsorships and donations are non-refundable. Refunds cannot exceed the amount contributed by the family.

Uniforms and Team Names All travel teams will play under the name of the Mount Vernon Patriots and wear the same uniform which will be approved by the board. In cases where two teams exist in any age group teams can be distinguished by letters, such as "Mount Vernon Patriots - A" or “Mount Vernon Patriots – B”.

Ejection from Game Any player, manager, coach, or parent from any of our travel teams, who is ejected from a game or area of the game, will be subject to a board review. Abusive actions following the ejection may result in suspension. The Board reserves the right to expel any player, manager, coach, or parent from games for a certain time or the remainder of the travel season if it deems necessary.

Discipline of Managers, Coaches and Parents The Board will consider any complaints regarding board members, managers, coaches, parents, players, fans or spectators brought to its attention in writing by the complaining party. The board will discuss the complaint and if, in its discretion, the complaint warrants additional investigation, it will conduct the same. The board shall have complete discretion in determining any sanction or penalty, if any, of any manager, coach, parent, and player, fan or spectator. The full board shall decide any sanction or penalty arising out of misconduct of a Board Member.

Approaching a Manager or Coach Travel team games and practices can get very intense, but at no time will criticism, arguments or yelling at coaching staff, umpires, players or opposing fans be tolerated. If a parent’s conduct crosses the line with the above requirements, you will be asked to disengage and leave the scene immediately with no repercussions to you or your players. If you choose to stay engaged, you and your child will suffer team privileges as determined by your coaching staff. Parents are encouraged to bring their questions, concerns and general feedback to the coaching staff within the following guidelines: 

24 Hour Rule – Do not bring up negative issues immediately before, after or between games. Please provide adequate time of 24 hours for game-time emotions to calm.



Request to speak with the coaching staff privately. Do not make negative comments in front of players or other parents.



Consider solutions to the concerns you have. In addition to sharing your concerns, please provide the coaching staff with your ideas of how things may be improved.

If by following these guidelines you do not feel your questions, concerns were taken care of you may make a complaint in writing to the Vice President, who is the Chairman of the Sportsmanship Committee will be put together to review your complaint. You will be informed of any disciplinary action that may occur from this review.

Policy and Guideline Changes These Standard Operating Procedures shall govern Mount Vernon Patriots Travel Baseball Program and shall remain in full force and effect until such time as they are modified or amended by the Board of Directors. The Mount Vernon Patriots Travel Baseball Program will be governed and managed by the Board, under the By-Laws and these Standard Operating Procedures.

The guidelines and policies set forth in this document are subject to changes, deletions or additions as deemed necessary by the Board of Directors.

Effective Date These By-Laws are effective as of January 1, 2015 and will remain in effect until changed in accordance with Article 13.
