Rules of Procedure for Stockholm University Press Background
In a decision dated 2016-03-10 (Dnr SU FV-1.2.1-0761-15), the Vice-Chancellor commissioned the Stockholm University Press Publishing Committee to act as the executive body of Stockholm University Press (SUP). The work of Stockholm University Press is based on the rules of procedure adopted by the Publishing Committee in accordance with the statutes of the Stockholm University Press Publishing Committee. The Publishing Committee decides whether to accept or reject a book for publication based on external reviews of book proposals. The Publishing Committee’s composition and responsibilities
The members of the Publishing Committee are appointed by the Vice-Chancellor in accordance with the statutes of Stockholm University Press. The Publishing Committee’s mandate period, composition and quorum are specified in the statutes of the Stockholm University Press Publishing Committee. The chair is responsible for ensuring that the members receive the agenda for the Publishing Committee’s next meeting at least one week in advance. In addition, the chair is responsible for distributing the minutes to the members as soon as possible after the meeting.

Book publishing -
A book proposal that has been recommended for publication by an editorial board or experts in the field, and has been reviewed by at least two independent experts, should be presented to the Publishing Committee for acceptance or rejection.

The Publishing Committee’s decision to accept/reject a proposal should be promptly sent to the author/editor.

If a submitted book proposal does not match Stockholm University Press’s specified publication types, i.e. monograph or anthology (edited collections), a rejection can be made without a decision by the Publishing Committee.

Book proposals that fall outside the scope of Stockholm University Press’s publishing (i.e. for which there is no editorial board with the appropriate expertise, or if the author does not want to go through an academic review process) can also be rejected without presenting the matter to the Publishing Committee.

The editorial boards, the appointed subject experts and the Publishing Committee are control instances for Stockholm University Press’s quality assurance. The editorial boards and subject experts may adopt their own assessment criteria for publications in their subject areas in consultation with Stockholm University Press, but the general guidelines on publication ethics should always be taken into account.
Journals -
The decision to establish a journal should be based on a written request that includes a description of the journal’s intended focus, as well as the names of the members of the journal’s editorial board. The decision to proceed with the establishment of a journal within the scope of SUP will be taken by the Publishing Committee.

The editor and editorial board are control instances for quality assurance of articles in journals published by SUP. Accordingly, they are responsible for decisions concerning the publication of individual articles. The editor and SUP undertake to comply with the international standard for quality assurance developed by the Committee for Publication Ethics (COPE):

When a decision has to be put to a vote, the chair of the Publishing Committee has the deciding vote.
2. Procedure for appealing decisions

Decisions made by the Publishing Committee can be appealed.

A person who is dissatisfied with a decision made by the Publishing Committee, or an editor’s decision regarding the publication of a journal article, may communicate this within two weeks of the notice of the decision. This will allow for the Publishing Committee to arrange a meeting where the author/editor has the opportunity to go through the reviews together with at least one representative from the Publishing Committee and one representative from the editorial board, or an appointed expert on the subject (in cases where a book or journal has been rejected).

If consensus cannot be reached at the first meeting, an independent opinion can be requested. This opinion will then be used as the basis for a second meeting.

Decisions to reject or accept a publication can be appealed. It is also possible to request that the review process leading up to the decision be reviewed by an independent committee in order to ensure editorial independence and that the selection is based solely on assessments of quality.
