Dear Mr. Ehrle: Golder Associates Inc. (Golder) is pleased to provide St. Johns River Power Park (SJRPP) with the results of the recent sampling of sediment and wastewater in the Oily Waste and the Metal Cleaning Waste Basins. A bid document for the re-lining of these basins is being prepared and the sampling was performed to provide SJRPP with sediment and wastewater quality data for the basins such that SJRPP can better direct bidders as to the handling and disposal requirements for these materials.
FIELD SAMPLING On June 3, 2011, a representative from Golder collected grab samples of sediment from the northern (primary) Oily Waste Basin (sample designated OWCB-P) and the east and west Metal Cleaning Waste Basins (samples designated MCWB-E and MCWB-W)). In addition, a wastewater sample was collected from the northern (primary) Oily Waste Basin. Approximate sample locations are shown on Figure 1.
ANALYTICAL TESTING Samples were sent to TestAmerica Tallahassee for analysis of the following parameters:
Sediment – TCLP Appendix I volatiles and metals
Wastewater – Total Dissolved Solids (TDS), Total Suspended Solids (TSS), pH, turbidity, specific gravity, oil & grease, and residual chlorine.
RESULTS For the parameters analyzed, the TCLP testing of the sediment grab samples did not detect any constituents above the limits established by 40 CFR 261.24. For comparison purposes only, the TCLP results were also compared to Florida Groundwater standards under Chapter 62-777, FAC (see Table 1). The TCLP results were higher than Florida Groundwater standards for several metals including arsenic, nickel, selenium, and vanadium. For the parameters analyzed, the wastewater grab sample collected from the northern (primary) Oily Waste Basin exceeded JEA pretreatment standards for oil and grease. It is noted that these standards are not directly applicable as SJRPP has its own treatment plant and are provided for comparison purposes only.
CONCLUSIONS The results of the sediment sampling indicated that, for the parameters analyzed, those materials did not exceed any of the standards established under 40 CFR 261.24. As such, those materials could be handled and disposed of as non-hazardous. much in the volatile scan, it is noted that the wastewater sample detected high levels of oil and grease and it is possible that the sediment could also contain high levels of oil and grease.
